It is obviously for these reasons that no states or major cities of which I amaware has a seven-month gap between its primaries and its 2014 general electionsfor key executive and legislative offices. In our view, Bill 20-265 does not presentany legal impediments by moving the District’s primary date from early April tomid-June, and there is every good reason for doing so.Let me make clear at the outset that I have no personal political interest atstake. I do not plan to be a candidate for elective office in 2014. My views andthose of my office are solely about what will best serve the District electorate,produce the most well considered choices for these important offices, and tend toinsure the best functioning city government for our residents.As you are aware, in 2011 the Council changed the District’s primary datefor the 2012 elections from September to April. This was done in part to deal withthe Presidential primaries of the national political parties and also in part to complywith a federal statute, namely the Military and Overseas Voter Empowerment Actof 2009 (“MOVE Act”). 1The purpose of the MOVE Act is to require that statesmail absentee ballots to military and overseas voters at least 45 days prior to anelection so that there is sufficient time for voters to receive, mark, and return theirballots to ensure their votes are counted.
