TERMS & CONDITIONSExpression of Interest from QMS Consultancy Organizations & Tender Invitation.Sub: Tender for implementation of Quality Management System, ISO-9001 at DSR MauThe Directorate of seed research is a Council of Agricultural Research (ICAR)which is an autonomous organization under the Department of Agricultural Researchand Education (DARE), Ministry of Agriculture, Government of India. The DSR has itsheadquarters at DSR, Kushmaur MauThe DSR is an Agricultural Research organization mainly responsible for coordination,guidance and country. The DSR is the co-ordination center of AICRP(NSP) and Seedproduction agricultural crops.The DSR is interested to implement Quality Management System ISO 9001 in itsbusiness operations at Kusmaur, Mau. In this connection it is seeking support fromconsultancy organizations for preparing the directorate for the certification.The broad activities involved are gap assessment, preparation of action plan,arranging required QMS awareness trainings, process documentation, preparationand release of QMS manual, arranging internal auditor training and finalcertification.Bidders with vast experience in the field of providing ISO Certification- 9001-2008 inGovernment offices, public sector and private sector may submit their quotations.Documentary evidence along with published literature / catalogues / illustratedpamphlets / drawings, etc. in support of providing similar certification in otherorganizations, Govt. offices particularly those in public sector Govt. offices is requiredto be submitted.The consultancy organizations are requested to submit their bids in two separateenvelopes / covers, one as Technical bid (Proforma given at Annexure ‘A’) and theother as Financial bid (Proforma given at Annexure ‘B’). Only those bids which arefound qualifying based on the opening of technical bid will be considered for financialcompetitiveness.The consultancy organizations are required to submit in addition to its capabilities thedetails of registered lead auditors on their rolls and also empanelled, type ofaccreditations they hold with clear validity period, number of organizations of the typeof DSR / ICAR prepared for certification and such other details which are necessary forfacilitating decision making. In the financial bid, the fee for the external audit andcertification should be shown separately.DSR reserves the rights of utilizing services of BIS for its certification and theconsultancy agency selected should have good working relation with BIS which shouldbe explicitly certified. The time frame fixed for the completion of the activity from thetime of award is three months and the time frame should strictly be adhered.’The sealed quotations should reach this office latest by 12.30 hrs on 02.07.2013 andthe same will be opened at 03.30 on 02.07.2013 in the Tender Box kept in the receptionarea of DSR, Kusmaur,Mau .The envelope / cover containing quotation should beprominently super scribed on top of envelope as “Quotation for Quality ManagementSystem, ISO-9001”.

Quotations shall satisfy the following conditions:The rates quoted shall be valid for a minimum period of 120 days from the last date fixedfor receipt of quotations.The bidders may visit DSR website www.dsr.org.in for more information.The firm will specify a team of experts for execution of the work and their CVs are to beprovided. Date, Time & Venue will be informed later.All the bidders will be required to make a presentation before the ISO ManagementCommittee about the company’s services and overall performance.The bidders, whose presentation will be as per Council’s specifications and need shall betreated as qualified for the financial bid. Date, Time and Venue of opening of financialbids of such successful bidders will be intimated as may be decided by the DSR.7. It may be specifically noted that the quotations are required to be submitted with EMDamounting to Rs. 10,000/- (Rupees Ten Thousand only) in the form of Demand Draft/ Pay Order from any of the Nationalized Banks in favour of “ICAR-Unit DSR,Kushmaur Mau” payable at Maunath Bhanjan.8. If taxes, duties or any other charges, over and above the rates quoted, are leviable by thecompany, the actual / percentage of such taxes / duties / charges should be clearlyindicated.9. If the tenderer does not accept the offer, after issue of letter of award by DSR within 15days, the offer made shall be withdrawn and earnest money forfeited.10. Payment will be made by DD /Cheque / RTGS after satisfactory completion of supply/execution of the assignment and receipt of pre-receipted bills in triplicate.11. The DSR, Kusmaur Mau reserves the right to accept or reject any or all the quotationseither in full or in part without assigning any reason.12. Quotations not complying with the above conditions are liable to be rejected.13. The representative experts of the firm will have to make a presentation of the action planfor preparing DSR, Kushmaur Mau & certification of DSR, Kushmaur Mau on date /timeas informed by DSR if required.
