ROAD CLOSURE UNDER TOWN POLICE CLAUSES ACT 1847Please read these notes before completing the attached <strong>application</strong> <strong>form</strong>.1. In order to make a <strong>road</strong> <strong>closure</strong>, we require a minimum of 8 weeks notice andcertainly not less than 6 weeks notice.2. Currently there is no charge for the making of an Order, however, this may bereviewed in the future.3. Before making an <strong>application</strong>, assuming there is time, we would stronglyrecommend that the event organisers discuss the proposals with the Police.This will save time as it is not always necessary to have a <strong>form</strong>al <strong>road</strong><strong>closure</strong>.4. Under the terms of the legislation, the Council must be satisfied that it isnecessary to close the <strong>road</strong> in order to facilitate the event.5. If there are a number of residents, businesses, bus/taxi companies, whichmay be affected by the <strong>closure</strong>, the Council will require the event organisersto consult with those parties and confirm in writing that they have done so.6. For all events that require a <strong>Temporary</strong> Road Closure Order, the organiserswill be required to provide a ‘Signing Schedule’. This must consist of:a) a map indicating positions of <strong>road</strong> <strong>closure</strong>/diversion signs, barriers etc,andb) a list describing the wording/size/colour of the <strong>road</strong> <strong>closure</strong>/diversionsigns, barriers etc used.All signs MUST con<strong>form</strong> to ‘Traffic Safety Measures & Signs for Roadworks &<strong>Temporary</strong> Situations Act’ (Traffic Signs Manual, Chapter 8). A copy of themost commonly used signs is attached for your reference. Any cost involvedmust be met by the organisers. For large events the organisers aresometimes requested to provide marshals or stewards.7. Sign suppliers can be found in the Yellow Pages under ‘Road markingcontractors’.8. The completed Application Form and Signing Schedule should be sent to<strong>Taunton</strong> <strong>Deane</strong> <strong>Borough</strong> Council as soon as possible. The Council will thenconsult the interested parties.9. Please note that if the Police and/or the Highways Authority object to theproposals, the Council will not proceed with the Order.10. If there are any objections from any other parties, the organisers should havediscussions with the objector to try to reach a compromise solution. If acompromise is not possible, the issue must be placed before the Council’sappropriate review panel, which will consider the objections and any otherrepresentations and decide whether or not the Order should be implemented.11. Event organisers should be aware that during the <strong>closure</strong> there must be clearaccess at all times for emergency vehicles. The <strong>closure</strong> will apply to ALLother traffic.
