Sincethis year’s tournament coincides withthe tenth anniversary of the association,we wanted to enlist someprestigious clubs to take part andhave had positive responses fromManchester United, Real Madrid,Barcelona, Valencia, PSV Eindhoven,Lazio, Grasshopper, Borussia Dortmund,Atletico de Madrid, RCD Espanyol,SK Slavia Prague, Hajduk Split, AthleticClub de Bilbao and Real Sociedad,to name just some.The tournament will be splitinto two categories: the under-9s andthe under-11s. In view of the numberof participants, three stadiums will berequired for this year’s matches: EstadiComunal, Escaldes and Aixovall. Thefinals on the Sunday will take place atthe Estadi Comunal in Andorra la Vella.We hope that this year’sevent will be as successful as previouseditions and attract a wide followingto watch some top players of the futurein action.Miquel Angel QuiñonesBONGARTSBELGIUMUEFA club licenceintroducedThis season the UEFAlicence has been introducedon top of the national licence with whichBelgium already has a certain amount ofexperience. It is in fact the fourth yearthat the national licensing system hasbeen in place. The licensing committeehas licensed all first* and second divisionclubs for next year.The first years of the nationallicensing scheme have been difficultfor some of our clubs. There have beenthree major casualties, RWDM, Harelbekeand Lommel, while other clubs haveincurred sporting and financial penalties,including Turnhout, KV Mechelen,Berchem Sport, Eendracht Aalst andFC Liégeois.The URBSFA was certainly rightto start applying this clean-up policya few years ago, since it has allowedour clubs to prepare for the new economicconstraints now being imposedby UEFA. Other European countries arealready experiencing or will face problemswhich could be dramatic. Belgiumcan be proud that its licence is bearingfruit. Our clubs are aware of the needto do all they can to put their financesin order. Obviously, financial stabilityhas been harder for some to achievethan others, but luckily all of themFAFhave obtained the national licence theyneed to play in the first division*.Others have also applied forthe UEFA licence to be eligible to takepart in the European competitionsshould they qualify. Those needing aUEFA licence for 2004/05 are Anderlecht,Club Brugge, Standard de Liège,KRC Genk, Mouscron, Westerlo, Beverenand Germinal Beerschot Antwerpen.François Vantomme* To date (30 April 2004), allclubs but one have been licensed.The financial dossier of the remaining clubis still being examined.BOSNIA ANDHERZEGOVINAHibic leaves andMuharemovicscores a centuryLast month was marked by three importantevents in Bosnia and Herzegovinanfootball. Firstly, UEFA A and B coachinglicences were awarded to the firstbatch of graduates, including somewell-known coaches and players: BlazSliskovic, head coach of the Bosnia andHerzegovina national team, his assistantsVlatko Glavac and Nedzad Kuruzovic;Muhamed Preljevic and MustafaArslanovic (NK Dinamo, Zagreb),Amar Osim and Husnija Arapovic(NK Celik), Slobodan Karalic (FK Borac,Banja Luka) and Boris Zivkovic, captainof the Croatian national team.Among the successful coacheswas Bahrija Herac, the first womanto obtain the B licence. One groupof coaches will soon be embarking onthe Pro licence programme.The Bosnia and Herzegovinanational team played their third friendlymatch of the year at the Bilino Poljestadium in Zenica and achieved theirsecond win, beating Finland. ZvjezdanMisimovic scored the one and only goalof the match. Player/captain MirsadHibic (31) officially finished his activeplaying career on this occasion, winninghis 37th cap in the process. Hereceived his first cap in 1993 in theMediterranean games in Montpellier(France). He started his career withNK Celik in Zenica, then continued withNK Hajduk in Split and after that withSevilla FC. He has spent the last yearplaying with Atletico de Madrid andhad the honour of captaining the team.“This is very hard moment,but I am happy to be saying goodbyenow, in front of all my fans, andbecause I am going out on a winningnote. Lefkaritis to asuccessful UEFA Congress raised theexpectations placed on the organisingcommittees. All concerned were thereforedelighted to accept the congratulationsof all participants and especially thewords of praise from the UEFA president.The magnitude of the event andthe presence of numerous football personalitiesoccupied the local and internationalmedia extensively for a wholeweek. The President of the Republic ofCyprus expressed his interest in the workof the Congress, arranging to meet withthe delegations of UEFA and FIFA, accompaniedby the CFA Executive Committee.The Congress and festivitiesfor the Golden Jubilee were hosted by theCFA in the town of Limassol, where theCFA organised a youth tournament forboys and girls as well as a game betweenveteran players. The two veteran teamswere named Foe and Feher in memoryof the two players who tragicallylost their lives on the field of play. MichelPlatini was present at the games andattracted many onlookers.The CFA is satisfied with theoverall result and the possibility affordedby UEFA to prove that small associationscan deliver when called upon. The CFAmotto that “through football we makefriends” has once again proven right.Kyriacos GeorgallisENGLANDStrengthenedfootball relationsAs the England team gears upfor EURO 2004 in Portugal, onthe other side of the world The FA hasalso been involved in preparations foranother continental championship.The 41st edition of the CopaAmerica, the world’s oldest internationaltournament, will be held in Peru thisJuly, and the local organisers sought todraw on the experience and knowledgeof English football in a four-day workshopat the Peruvian Football Federationheadquarters in Lima.The FA’s Senior Media RelationsOfficer Andrin Cooper and InternationalRelations Manager Kim Fisher werejoined by Glen Kirton, TournamentDirector of the very successful EURO 96,and Middlesbrough FC Safety OfficerRon Turnbull to address a total of 37enthusiastic participants comprisingrepresentatives from the Local OrganisingCommittee, the Peruvian FA, regionalassociations, CONMEBOL and the police.The sessions covered all aspectsof tournament organisation, from managementstructures to media operations,from commercial partnerships to VIPmanagement, but it was the harshlessons learnt by the English on safetyand security matters, and the stringentmeasures subsequently put in placethat provoked the most discussion.Peru will also host the FIFAUnder-17 World Championship nextyear, and the Copa America provides theideal opportunity for a rehearsal, testingfacilities, infrastructure and personnelto meet the requirements of the worldgoverning body.For Tournament Director IrzioPinasco, the workshop was an invaluableinsight into the multi-faceted and complexnature of tournament organisation:“It was a very rewarding event from whichwe have gained very good ideas that willbe implemented for the Copa America.It also confirmed that we areworking on the right track.”The workshop was thefifth to take place in the SouthAmerican region under theframework of the CooperationProgramme signed in September2003 by FA Chairman GeoffreyThompson and CONMEBOL PresidentDr Nicolas Leoz.CONMEBOL CoordinatorAlberto Almirall has been greatlyencouraged by the results: “We aredelighted with the workshops thathave been delivered by various FAand English experts in Paraguay,Ecuador, Chile and Peru.Thefeedback has been extremelypositive and we would like tocontinue to build andstrengthen football relationsbetween Englandand South America.”For The FA, itwas a chance to share ideas andknowledge in an ever-expanding rangeof football sectors. This is the first timeThe FA has been asked to deliver workshopson the themes of Stadium Safetyand Security and Tournament Organisation,and we are pleased that our friendsin the South American football family areso receptive.Kim FisherFINLANDOlympic Stadiumunder renovationThe Finnish nationalteam will begin its 2006World Cup qualifying campaign awayfrom its traditional home, as the HelsinkiOlympic Stadium is being renovated forthe 2005 IAAF World Championships.The Olympic Stadium will close its doorsat the same time as the Finns kickoff their first qualifying match. AnttiMuurinen’s side will return there in June2005 to entertain the Netherlands.Helsinki’s Olympic Stadium willbe getting a cover on the East stand,thereby doubling the number of coveredseats. At the same time, the acousticsand floodlighting will be improved, whilethe whole stadium will be brought closerto international standards.The World Cup qualifyingmatch against theNetherlands willbe the firstevent at thePHOTO NEWSBELGIUMA title anda licencefor RSCAnderlecht.17
