Building the <strong>Bridge</strong>Major events occurred in local railway transportationabout this time. In November 1905, the CPRannounced that <strong>Lethbridge</strong> would become a divisionalpoint on the Crowsnest line, that distinction beingtransferred from Macleod. As a result, a UnionStation was built to serve the CPR, the AR&I, and theGreat Northern railways; extensive railway yards wereput in place, including 8 miles of new track; and a 10-stall roundhouse, shops, and freight sheds wereconstructed. All these things were dependent upon athrough railway and so a major bridge to cross theBelly River to the west was essential to the plan. (Atthe time, <strong>Lethbridge</strong> was located at the end of a 1-1/2-mile-long spur line, which necessitated trains runningin to the town, then backing out.) As a result of thesedevelopments, which the Board was told about ameeting on 18 May 1904, <strong>Lethbridge</strong> was assured ofbecoming the major distributing centre in the region.The railway yards, particularly, proved to be a seriousbarrier between North and South <strong>Lethbridge</strong> and theBoard of Trade in June discussed various ways ofsolving the problem. Many were in favour of asubway; some wanted it at the north end of RoundStreet (now Fifth Street South), others at the end ofGlyn Street (now Seventh Street South). In the end,neither was built and the Galt Street (now SecondStreet South) level crossing was used until Sage’s<strong>Bridge</strong> (the 9th Street Overhead <strong>Bridge</strong>) was built tocross the railway yards in 1911 and the 13th StreetSubway was put in place in 1913.Also, the Board of Trade had long been concernedabout a traffic bridge over the Belly River. Farmers tothe west, whose natural market was <strong>Lethbridge</strong>, hadto endure the long descent into the river valley withtheir produce, then a long hard pull with their teamsand wagons to reach the city. Many simply refused tosubject their horses to the climb and dealt inClaresholm or elsewhere instead. When the CPR inJuly proposed the modern CP Rail <strong>High</strong> <strong>Level</strong> <strong>Bridge</strong>,the Board of Trade suggested that a traffic bridge beincluded in the design. Correspondence between WM.Whyte, vice-president of the CPR in Winnipeg, and theBoard of Trade continued for a time.An inclined railway, called The Incline, used to transport coal carsfrom Drift Mines Nos. 1-9 to The Bankhead about 1885. From thereit was loaded onto narrow gauge railway cars for shipment tomarket. The CP Rail <strong>High</strong> <strong>Level</strong> <strong>Bridge</strong>, built in 1907-09 is nowlocated immediately to the right (south) of the inclined railway.The CPR was willing to include the traffic bridgeprovided someone else would bear the cost. In theend, the traffic bridge proved to be very costly and nomoney was forthcoming from the new provincialgovernment. By November, the new bridge, without atraffic bridge, was a certainty and drilling was goingon to determine the geologic structure in preparationfor building foundations. President’s MessageJune 30th marked the end of another year and more importantly, the beginning of a new year. Before we look forward to thefuture, let’s take a few moments and look back over the past year, I believe another successful year for the <strong>Lethbridge</strong>Chamber of Commerce.Success can be defined in many ways, but what defines success at our Chamber is involvement of our members. It is truethe committees are the backbone of our Chamber, but the committees would not work without the volunteers. Again thevolunteers came forward and worked hard on our programs and developing resolutions to be presented not only at theprovincial level but at the Canadian Chamber as well. Truly our Chamber is well respected at all levels. Resolutionspresented by our Chamber at the national and provincial chamber meetings were all passed and became part of therespective policy manual presented to respective governments. Resolutions reflect the continued knowledge, strength andleadership of our committees.Dennis Hatt, 2008-<strong>2009</strong> PresidentAgain, we enjoyed strong support at the President’s Dinner, Business of the Year Awards Breakfast, annual fundraiser –Dinner & Auction, Mix & Mingles and of course the well attended golf tournament. This was the second year of the F.I.R.E.Awards and there were over 190 nominations for 8 award categories. This year began the new member “Meet & Greet”,introducing and encouraging new members to join our committees and providing details of what our Chamber is about.Speaking of new members, the Chamber continues to grow, as close to <strong>100</strong> businesses joined during the past year. This isan outstanding achievement considering the economic downturn which began last October and a tribute to our staff andmembers, who continue to make our Chamber work.Building <strong>Bridge</strong>sConnecting PeopleGrowing BusinessWe supported the Canadian Chamber requesting MPs from all parties to consider Canadians and work together; weprovided pre-budget consultations both provincially and federally and spoke out against the “Buy American” provisions inthe U.S. Government Stimulus Package. Because of our letter campaign, the Great Falls Chamber has requested a meetingwith us to discuss common interests and goals.During the year, the Governmental Affairs Committee began to educate themselves on the City’s budget process with thegoal to provide input prior to the City’s next budget and represent our members in the process. We were also a member ofTeam <strong>Lethbridge</strong>, with our community groups representing our city at meetings with the Provincial Government.The year certainly has been very busy and I thank all of you for allowing me the opportunity. As Chamber President, theyear went by so fast and I have learned so much. Thanks to all the volunteers for their hard work, dedication and support.Now to look forward to next year -- already, planning has started for the 2010 Alberta Chambers’ Annual General Meeting in<strong>Lethbridge</strong> next spring. I know that the Chamber will continue to have a full plate and I wish new President Paul Pharo andthe new Executive and Board all the best.Finally, I wish to pass on my thanks to the staff; Jody, Brent, Heather, Alyssa and Bosco. To date the program hasabout 30 partners in about 22 schools covering approximately 61 grades in both the separate and public schooldivisions, and the annual wrap up event invites all the winners and their families to an evening of fun, food andcelebration.• Careers in Trades’ Breakfast – This annual event highlights the Careers in Trades Demo Day at the Exhibition Park inApril. This event brings the school community and the trade business community together for a hands on day oflearning and experiencing what today’s trades entail. AwardsBanquet was held in January <strong>2009</strong> where eight winners were honoured in front of an audience of 150attendees.• Ballot boxes with new branding developed in collaboration with <strong>Lethbridge</strong> College students have beendistributed to various community locations to collect nominations for the 2010 awards celebration.“<strong>2009</strong> has been a tremendously successful year for theTourism Connection Committee, with great strides beingmade in several key areas, not the least of which has beenthe re-branding of the FIRE Awards. Governmental Affairs CommitteeMandate: To influence the process and policy of government in the context of the goals and objectivesof the <strong>Lethbridge</strong> Chamber of Commerce.Co-Chairs: Tom Ackerman & Stephan Mogdan• The Alberta Royalty Review – The Governmental Affairs committee revisited the Royalty Review of 2007/2008and made significant modifications concentrated on revenue/expense analysis and prudent financialforecasting based on current market fluctuations.• City of <strong>Lethbridge</strong> – Since the City has a three-year budget, we agreed that the City of <strong>Lethbridge</strong> and the<strong>Lethbridge</strong> Chamber should meet on a semi-annual basis to proactively work together on the budgeting from abusiness and operations perspective.• Alberta EnergyDiscussions have now started within the committee regarding power generation, transmission infrastructureand renewable energy subsidizations. Within Alberta and Canada, there is considerable discussions about oil,coal, and carbon sequestration technology.
