In the framework of the Tuning project the problemhas been discussed, and as a result the following main obstacles havebeen identified:—Calculation of workload in terms of credits is to a large extentdiscipline related, and therefore is and has to be determinedalways by academic staff.—The notional learning time of a student is influenced by at leastthe following elements: diversity of traditions, curriculum designand context, coherence of curriculum, teaching and learningmethods, methods of assessment and performance, organisationof teaching, ability and diligence of the student and financialsupport by public or private funds. The notional learning time isthe number of hours which it is expected a student (at a particularlevel) will need, on average, to achieve the specified learningoutcomes at that level.48
