1. The central government should be represented at the different administrative levels ofthe country.2. Oecussi Ambeno shall be governed by a special administrative policy and economicregime.3. Ataúro shall enjoy an appropriate economic status.4. The political and administrative organisation of the territory of the DemocraticRepublic of East <strong>Timor</strong> shall be <strong>de</strong>fined by law.Article 72(Local government)1. Local government is constituted by corporate bodies vested with representativeorgans, with the objective of organising the participation by citizens in solving theproblems of their own community and promoting local <strong>de</strong>velopment without prejudiceto the participation by the State.2. The organisation, competence, functioning and composition of the organs of localgovernment shall be <strong>de</strong>fined by law.Section 73(Publication of legislation and <strong>de</strong>cisions)1. Legislation and <strong>de</strong>cisions shall be published by the organs of sovereignty in theofficial gazette.2. Failure to publish any of the legislation or <strong>de</strong>cisions specified in item 1 above or<strong>de</strong>cisions of a general nature taken by the organs of sovereignty or local governmentshall ren<strong>de</strong>r them null and void.3.
