As a mission-drivenorganization, OPRS consistently exceeds the needs<strong>and</strong> expectations of the markets we serve. We arededicated to living our mission <strong>and</strong> keeping thepromises we make to those for whom we providecare. OPRS is committed to inclusiveness, a highethical st<strong>and</strong>ard, respect <strong>and</strong> responsiveness, allof which establishes OPRS as an integral partof the larger community.Since 1922, we have adhered to the promise thatno OPRS residents will be asked to leave becausethey run out of funds, through no fault of theirown, to pay for their housing or care. The LifeCare Commitment is the program that helpsus to continue to keep this promise.Another important way OPRS extends its cultureof caring into the community is through theSpiritual Life program. Full-time Chaplainsare employed at each of our eight continuingcare retirement communities. Each campus hasan active Spiritual Life Committee made up ofresidents <strong>and</strong> guided by the Chaplain. The Chaplainsbring an ecumenical perspective to spiritual programming.All faiths are welcome at OPRS.One of our goals is to involve as many local churcheson our campuses as possible. To offer residents worshipopportunities from a wide range of denominations,guest pastors are often invited to lead campus services.A rich spiritual life provides our residents with a senseof peace, belonging <strong>and</strong> fulfillment. Also, there isgrowing scientific evidence that indicates a directcorrelation between spiritual <strong>and</strong> physical health.OPRS also employs a Church Relations staff whoseactivities are overseen <strong>and</strong> guided by an advisorycouncil comprised of volunteers <strong>and</strong> staff throughoutthe state. <strong>Through</strong> the Church Relationsprogram, we maintain <strong>and</strong> build relationships withchurches surrounding our communities <strong>and</strong> SeniorIndependence locations. We provide assistance,education <strong>and</strong> resources to older congregationmembers <strong>and</strong> their families.Our nursing staff is highly qualified <strong>and</strong> dedicated toa holistic <strong>and</strong> personalized form of care. The NurseAide training program ensures that our employees arewell trained <strong>and</strong> many aides are recruited directlyfrom this program. Advancement opportunitieshelp keep performance st<strong>and</strong>ards high. Evidenceof our quality nursing care are in the numbers: theaverage OPRS nursing employee turnover is49%, compared to the average nationwide nursingemployee turnover of 63%, <strong>and</strong> the average <strong>Ohio</strong>nursing employee turnover of 71%. Our nursingstaff is dedicated to what they do, <strong>and</strong> this is reflectedin the high quality of care provided toresidents <strong>and</strong> clients. In addition, the OPRShealth care staff provide an average of 3.62 hoursof direct care per resident per day. This exceedsthe <strong>Ohio</strong> minimum for direct care staffing – 2.75hours per resident per day – by nearly a full hour.OPRS is committed to caring for the wholeindividual, including his or her physical, spiritual <strong>and</strong>emotional needs. Fiscal Year 2006Accomplishments Seized the opportunity to take advantageof the continuing favorableinterest rate environment to borrow$60 million for new revenue producingprojects including: Brownstoneapartment buildings on the MountPleasant <strong>and</strong> Breckenridge campuses,identification of a satellite site forthe Breckenridge campus, conversionof existing assisted living unitsto skilled nursing units on the LakeVista <strong>and</strong> Breckenridge campuses<strong>and</strong> routine capital expendituresat OPRS’ retirement communitiesthroughout <strong>Ohio</strong>. Refinanced $29 million, the 1996<strong>and</strong> 2001 bond issues, in order tocontinue to reduce cost of capital. Purchased 18 additional skillednursing beds <strong>and</strong> opened a Medicareskilled rehabilitation unit onthe Westminster-Thurber campus. Began construction, utilizingfunding from 2005 bond proceeds,of a new 53 bed assisted livingfacility on the Mount Pleasantcampus which will be completedmid-November 2006. Acquired Elder Choices ofCentral <strong>Ohio</strong> as a part of SeniorIndependence’s long-term growthplan, which helped increase netrevenues by over 15%. Began implementation of OPRS’first hospice program as a jointeffort of Senior Independence <strong>and</strong>Westminster-Thurber Community.Financial StrengthFiscal Year 2006 was a year in which OPRS took major stepsto lay the groundwork to generate strong operational resultswell into the future. The significant accomplishments shownat left initiated this direction.Other accomplishments included: Maintained an overall CCRC occupancy level of 94.6%on 2,786 units, even though twenty-six of Lake Vista’sassisted living units were decommissioned in order tofacilitate the construction of a new skilled nursing unit. Reinvested $8.7 million of cash generated fromoperations into property <strong>and</strong> equipment renovation<strong>and</strong> replacement system-wide. Increased MPSS total net assets (equity) by $2.8 millionas a result of positive operational results, OPRS Foundationtotal giving <strong>and</strong> investment portfolio performance.Fiscal Year 2006 generated a $313,000 gain operationally.Our eleven fully operating retirement communities generateda $573,000 operating gain on net revenues of $109.7 million<strong>and</strong> Community Based <strong>Services</strong> (Senior Independence)generated an operating loss of $260,000 on net revenues of$22.7 million. We expect to continue to generate positiveoperational results during Fiscal Year 2007 as we begin toimplement the projects financed from 2005 <strong>and</strong> 2006 bondproceeds.Please refer to the chart on the next page summarizing ouroperating results. Following are comments specific to eachoperational component for Fiscal Year 2006:Retirement Community Operations – The $573,000operating gain varied unfavorably from budget by $452,000.The negative budget variance was primarily attributableto management’s decision, in mid-year, to decommission26 Lake Vista assisted living beds <strong>and</strong> convert them to skillednursing. Other areas of concern during Fiscal Year 2006included the unanticipated rise in natural gas prices <strong>and</strong> theelimination of the 10% roll-back on commercial real estatetaxes. All of these areas were appropriately addressed in theFiscal Year 2007 budget <strong>and</strong> are not expected to be an issue.Hiring <strong>and</strong> retaining quality staff continues to be a top priorityfor OPRS with nursing being a major focus in the comingyear. Overall employee turnover increased during Fiscal Year2006 to 38.6% (from 36.6% in 2005).Community Based <strong>Services</strong> Operations – The $260,000operating loss for Senior Independence varied unfavorablyfrom budget by $312,000. The negative budget variance wasa result of Medicare home health episodes falling below budgetthroughout Fiscal Year 2006. Please refer to the SeniorIndependence section of this issue for more information onCommunity Based <strong>Services</strong>.Non-Operating Gains (Losses) – OPRS Foundation fundraisingexpenses (for unrestricted, temporarily restricted<strong>and</strong> permanently restricted net assets) exceeded unrestrictedcontributions received by $700,000. Total Foundationincome, including temporarily <strong>and</strong> permanently restrictedcontributions, was $2,641,000 net of operating <strong>and</strong> capitalfundraising activities.Investment portfolio performance including realized netgains on sale of investments was favorable to budget by$3,364,000. Other non-operating expenses of $420,000were unfavorable to budget by $146,000. Altruistic people like you have built strengthinto OPRS since it was founded in 1922. Generations ofindividuals have embraced the mission of our organization<strong>and</strong> helped us enhance the lives of our residents <strong>and</strong> clientsthrough their generosity. And since the OPRS Foundationwas established in 1986, donors like you have given over$140 million in support of the OPRS mission. We’re proudto report how your generosity has made a world ofdifference for all those we serve.Gifts to Senior Independence surpassed $1 Million, thehighest total in the program’s history, <strong>and</strong> more than doublethe total raised last fiscal year.Cape May dedicated the Hoggatt Pavilion, given generouslyby Galen <strong>and</strong> Elizabeth Hoggatt. This was the first majorcapital gift at Cape May.Campaign total approached $34 Million as leadershipphases for Breckenridge, Dorothy Love <strong>and</strong> Mount Pleasantmade steady gains.Dorothy Love held the first public kickoff of The Mission,The Vision, The Promise Campaign, <strong>and</strong> dedicated the newC.H. Ginn Family Entryway.Campaign leadership phases are preparing to launch atLlanfair, Park Vista, Swan Creek <strong>and</strong> Westminster-Thurber.The “Planning For Life” guidebook was developed for useby fundraisers <strong>and</strong> philanthropy committee members. Itassists individuals in planning their estates, <strong>and</strong> includessections for recording personal <strong>and</strong> financial information,spiritual planning, location of important documents, <strong>and</strong>offers information about charitable giving strategies.Philanthropy Committee workshops were held at 10 locationsthroughout the state, with over 70 volunteers participating<strong>and</strong> over 350 in attendance at the Foundation luncheons.A third board committee was established called theFundraising Advisory Committee, which will oversee allfundraising activities <strong>and</strong> budgets, <strong>and</strong> will be chaired by theBoard Vice Chair.OPRS corporate communications is now administered bythe OPRS Foundation communications department.This team now leads all statewide communications includingpublications, Web sites <strong>and</strong> media relations.Thomas G.
