WoodSouthern Co.Paul TurnerGASOCDaryn BarkerEON.USVicky BudreauSantee CooperJohn TrohaSERCSERC Confidentiality Policy and Antitrust Compliance GuidelinesJohn Troha reviewed the SERC Confidentiality Policy and Antitrust GuidelinesReview and approval of AgendaThe agenda was approved by consensus (Attachment 1).Review and Approve Prior Meeting MinutesThe minutes of the May 3, 2006 and May 17, 2006 meetings were approved on a motion byChuck Feagans and second by Dean Ulch.NAESB Organization and ProcessRae McQuade, President of NAESB presented a history of NAESB, from the time it was calledthe Gas Industry Standards Board (GISB) go its present name of NAESB with the inclusion ofthe Wholesale Electric Quadrant. Ms. McQuade reviewed the governing documents of NAESB,which has a primary responsibility for developing voluntary standards for gas and electricmarket practices, which are then generally adopted and made mandatory by FERC.. TheNAESB standard development process is ANSI accepted and open to any interested party.NAESB Standards are copyrighted and are free to its members – non-members must purchaseapproved copies of the standards. NAESB’s Standards and Business Practices are voluntaryunless adopted by a regulatory agency, such as FERC. FERC has adopted several NAESBStandards/Business Practices in various FERC Orders, including Orders 698 and 890. AnyNAESB Standards/Business Practices in a FERC Order become mandatory upon the entitiesunder FERC’s jurisdiction. Ms. McQuade further discussed the current efforts of NAESB tocomply with FERC Orders 698 and 890, develop market rules in the implementation ofApproved February 27, 2008 1
