TENDER PROCESS1. Tender is invited in two parts i.e. (1) Qualifying bid <strong>and</strong> (2) Financial bid. Thefinancial bids shall be called <strong>for</strong> from only those suppliers selected on completion ofprocessing qualifying bids. The <strong>tender</strong> <strong>for</strong>m <strong>for</strong> Qualifying bid in pro<strong>for</strong>ma prescribedin Annexure-I complete in all respects shall be submitted in sealed covers addressedto the Additional Commissioner of Income Tax (H.Qrs)(Admn.), O/o ChiefCommissioner of Income Tax & CCA 121, M.G.Road, Nungambakkam, Chennai - 600034, by 5:30 p.m. on 14-Feb-2011. The sealed covers should be superscribed with"Qualifying Bid – Modular Workstations <strong>and</strong> Furniture – Registration of suppliers".Qualifying Bids will be opened on 15-Feb-2011 at 03:00 p.m. in the presence ofbidders at Conference Room, No.117, Ist floor, Main Building, 121, Mahatma G<strong>and</strong>hiRoad, Nungambakkam, Chennai - 600034. Incomplete bid documents shall berejected. The valid qualifying bids shall be scrutinized by the Department to short listthe eligible bidders. The financial bids of the selected bidders will be called <strong>for</strong>subsequently. Late submission of <strong>tender</strong>s shall not be accepted.Page 3 of 3


2. If the <strong>tender</strong>s are sent by post / courier, it should be ensured that the covershould be intact at the time of reaching destination without any damage or loss.Department is not responsible <strong>for</strong> the delay on account of Postal / Courier Services.3. Earnest Money Deposit of Rs.1,00,000/- (Rupees One Lakh only) perapplication in the <strong>for</strong>m of Dem<strong>and</strong> Draft/Banker’s cheque of scheduled Bank drawn infavour of The Administrative Officer, Office of the Chief Commissioner of Income Tax-I, Chennai-34 shall accompany the qualifying bid. Qualifying bids without EarnestMoney Deposit will be rejected. EMD will be returned to all the unsuccessful biddersat the end of the selection process. However, the EMD shall be <strong>for</strong>feited in case thesuccessful bidder withdraws or the details furnished in the bids are found to beincorrect or false during the <strong>tender</strong> selection process. No interest shall be paid onthe Earnest Money Deposit.4. Per<strong>for</strong>mance Security: Per<strong>for</strong>mance security to the tune of 5% of total valueof contract shall be deducted from the payment due to the successful bidder. Theper<strong>for</strong>mance security withheld shall be refunded to the contractor after a period ofone year from the date of installation.5. The <strong>tender</strong>er shall sign <strong>and</strong> stamp each page of this <strong>tender</strong> document <strong>and</strong> allother enclosures appended to it as a token of having read <strong>and</strong> understood the terms<strong>and</strong> conditions contained herein <strong>and</strong> submit the same along with the qualifying bid.The <strong>tender</strong>er would fill up the in<strong>for</strong>mation in the Annexure enclosed at the end of thisdocument in clear <strong>and</strong> legible terms. Wherever required, copies of the supportingdocument in respect of details mentioned in the annexure should be enclosed.Annexure shall also have to be signed <strong>and</strong> stamped by the bidder or its authorizedsignatory.6. The <strong>tender</strong> <strong>for</strong>ms shall be rejected if it is not complete in any aspect.7. The <strong>tender</strong> documents are not transferable.Page 4 of 4


II. TERMS AND CONDITIONS1) Conditions to be satisfied in the qualifying bid:a) Bidder must have Sales Tax Registration. Evidence should be enclosed.b) The bidder must have obtained Permanent Account Number (PAN) underIncome Tax Act, 1961. Copy of the PAN card should be enclosed.c) The evidence <strong>for</strong> filing of returns along with Income <strong>and</strong> ExpenditureAccount <strong>and</strong> Balance Sheet <strong>for</strong> Financial year 2009-10 (Assessment year 2010-11)should be enclosed along with the qualifying bid.d) The bidder must have in receipt of gross contractual receipts of Rs.1 Crore<strong>and</strong> above during the financial year 2009-10. A statement showing list of clients alongwith evidence <strong>for</strong> contractual receipts should be enclosed along with the qualifyingbid.e) Name <strong>and</strong> Address of the two clients in Chennai to whom <strong>modular</strong><strong>workstations</strong> have been provided in the last Financial year shall be provided.Inspection by the departmental official shall be made while processing qualifying bid.2. The selection procedure includes the following:-a) Based on the above terms <strong>and</strong> conditions, the qualifying bids shall bescrutinized <strong>and</strong> suppliers will be short listed <strong>for</strong> registration.b) Registered suppliers shall be required to inspect the site where <strong>modular</strong>workstation <strong>and</strong> <strong>furniture</strong> are required to be provided.c) On inspection of the sites <strong>and</strong> based on the manpower to beaccommodated, the registered suppliers shall be required to submit drawings / layout<strong>for</strong> the proposed <strong>modular</strong> <strong>workstations</strong> <strong>and</strong> cabins along with the specifications.d) On approval of drawing by the department, the selected suppliers shallbe required to submit their financial bids.Page 5 of 5


e) On analysis of financial bids along with the specifications <strong>and</strong> quality ofmaterials proposed to be provided, the supplier will be selected <strong>for</strong> the supply of<strong>modular</strong> <strong>workstations</strong> <strong>and</strong> <strong>furniture</strong>.3. Rate <strong>and</strong> prices: The registered suppliers shall quote their rates <strong>for</strong> theproposed <strong>modular</strong> <strong>workstations</strong> <strong>and</strong> <strong>furniture</strong> in the pro<strong>for</strong>ma <strong>for</strong> the financial bidsissued later. The rate quoted should be inclusive of all taxes. The prices quoted shallbe written in figures <strong>and</strong> words as well.4. Final Payment: The contractor shall submit the bill on completion ofinstallation of <strong>modular</strong> workstation <strong>and</strong> <strong>furniture</strong> along with the completioncertificate obtained by the respective officers. Payment on supply of materialspending installation due to any delay, part payment shall be made if necessary.5.
