environments that put<strong>the</strong>m at higher risk than<strong>the</strong>re counterparts <strong>in</strong>suburban neighborhoods.Risks relat<strong>in</strong>g<strong>to</strong> exposure <strong>to</strong> violence,low perform<strong>in</strong>gschools <strong>and</strong> a weakmental health systemwere addressed <strong>in</strong>Chapter 1.Voices from <strong>the</strong> <strong>District</strong>The level <strong>of</strong> disconnection,“level <strong>of</strong> trust <strong>and</strong> confidence <strong>in</strong><strong>the</strong> future, lack <strong>of</strong> affordablehous<strong>in</strong>g, grow<strong>in</strong>g numbers<strong>of</strong> kids becom<strong>in</strong>g disconnectedfrom <strong>the</strong>ir families <strong>and</strong>schools <strong>and</strong> well-pay<strong>in</strong>g jobs –it’s all fuel for what we’re see<strong>in</strong>gon <strong>the</strong> streets .”A BLUEPRINT FOR ACTIONWarn<strong>in</strong>g Signs <strong>of</strong> <strong>Youth</strong> <strong>Violence</strong>Many children <strong>and</strong> youth who behave violently have along his<strong>to</strong>ry <strong>of</strong> emotional <strong>and</strong> behavior problems. Symp<strong>to</strong>ms<strong>of</strong>ten exist for years, <strong>and</strong> are not isolated behaviorsor s<strong>in</strong>gle emotional outbursts. In an effort <strong>to</strong> assist parents,educa<strong>to</strong>rs <strong>and</strong> service providers identify children <strong>and</strong>youth who are exhibit<strong>in</strong>g behaviors that may lead <strong>to</strong> violence,researchers suggest <strong>the</strong> follow<strong>in</strong>g signs. It is especiallyimportant <strong>to</strong> consult with a mental healthpr<strong>of</strong>essional when a child exhibits multiple signs simultaneously:Follow<strong>in</strong>g are some <strong>of</strong> <strong>the</strong> most significant additional fac<strong>to</strong>rsthat impact <strong>the</strong> likelihood <strong>District</strong> youth will be <strong>in</strong>volvedwith violence:• Over 108,000 <strong>District</strong> residents live <strong>in</strong> poverty;• 32% <strong>of</strong> all children live <strong>in</strong> poverty;• 54 % <strong>of</strong> children live <strong>in</strong> s<strong>in</strong>gle parent <strong>and</strong> fa<strong>the</strong>r-absenthouseholds;• 36% <strong>of</strong> <strong>District</strong> residents are functionally illiterate;• One <strong>in</strong> ten children is born <strong>to</strong> a teenage mo<strong>the</strong>r; 50Accord<strong>in</strong>g <strong>to</strong> <strong>the</strong> Substance Abuse <strong>and</strong> Mental HealthServices Adm<strong>in</strong>istration, “An accumulation <strong>of</strong> risk fac<strong>to</strong>rsis more important <strong>in</strong> predict<strong>in</strong>g violent behaviorsthan is <strong>the</strong> presence <strong>of</strong> any s<strong>in</strong>gle fac<strong>to</strong>r. The more riskfac<strong>to</strong>rs a child or young person is exposed <strong>to</strong>, <strong>the</strong> greater<strong>the</strong> likelihood that he or she will become violent.” 51Therefore, it is even more troubl<strong>in</strong>g that <strong>the</strong> highest rates<strong>of</strong> poverty, s<strong>in</strong>gle parent headed households, child abuse<strong>and</strong> neglect, teen pregnancy, unemployment <strong>and</strong> illiteracyare concentrated <strong>in</strong> certa<strong>in</strong> neighborhoods <strong>in</strong> <strong>the</strong> <strong>District</strong>,especially those <strong>in</strong> Wards 7 <strong>and</strong> 8. It is no surprise<strong>the</strong>n that <strong>the</strong>se neighborhoods also experience <strong>the</strong> highestcrime.In summary, as stated <strong>in</strong> <strong>Youth</strong> <strong>Violence</strong>: Report <strong>to</strong> <strong>the</strong>Surgeon General:“<strong>Violence</strong> prevention <strong>and</strong> <strong>in</strong>tervention efforts h<strong>in</strong>ge onidentify<strong>in</strong>g risk <strong>and</strong> protective fac<strong>to</strong>rs <strong>and</strong> determ<strong>in</strong><strong>in</strong>gwhen <strong>the</strong>y emerge. To be effective, such efforts must beappropriate <strong>to</strong> a youth’s stage <strong>of</strong> development. Moreover,<strong>the</strong> fac<strong>to</strong>rs targeted by violence prevention programs maybe different from those targeted by <strong>in</strong>tervention programs…”Patterns <strong>of</strong> Adolescent <strong>Violence</strong> 52Researchers have del<strong>in</strong>eatedfour dist<strong>in</strong>cttypes <strong>of</strong> adolescent violence.Voices from <strong>the</strong> <strong>District</strong>Often, young people are not“fully conscious <strong>of</strong> <strong>the</strong>irbehavior – it’s called ‘poorimpulse control’ <strong>in</strong> <strong>the</strong> jargon –<strong>the</strong>y become <strong>in</strong>st<strong>in</strong>ctual ra<strong>the</strong>rthan <strong>in</strong>tellectual.”SituationalThis pattern is responsive<strong>to</strong> catalysts, suchas street tension, frustrations,events, poverty <strong>and</strong> oppression, as well as availability<strong>of</strong> weapons, alcohol or drugs. It accounts for about25 percent <strong>of</strong> adolescent violence.Relational<strong>Violence</strong> can arise from <strong>in</strong>terpersonal disputes, generallybetween family members or friends. It <strong>in</strong>cludes dat<strong>in</strong>g violence,<strong>and</strong> <strong>of</strong>ten is <strong>the</strong> result <strong>of</strong> differ<strong>in</strong>g <strong>in</strong>terpretations <strong>of</strong>actions <strong>and</strong> mean<strong>in</strong>g such as experiences <strong>of</strong> be<strong>in</strong>g “disrespected.”About 25 percent <strong>of</strong> adolescent violence falls<strong>in</strong><strong>to</strong> this category.Preda<strong>to</strong>ryThis is <strong>the</strong> violence <strong>of</strong> crews <strong>and</strong> gangs, typically <strong>in</strong>clud<strong>in</strong>gmugg<strong>in</strong>gs, robbery <strong>and</strong> even r<strong>and</strong>om shoot<strong>in</strong>gs. Researchershave found it is <strong>of</strong>ten a pattern <strong>of</strong> serious chronicantisocial behavior. While generally 5 <strong>to</strong> 8 percent <strong>of</strong> violence,it is estimated that as many as 20 percent <strong>of</strong> teensare <strong>in</strong>volved <strong>in</strong> some <strong>in</strong>cidents <strong>of</strong> this type.PathologicalGenerally a byproduct <strong>of</strong> serious mental illness, it is rare,caus<strong>in</strong>g about 1 percent <strong>of</strong> violence.
