June SorgInterim ChairElk <strong>County</strong>Health AllianceBOARD OF DIRECTORSCCAP HealthAllianceOur newest insurance program,the CCAP HealthAlliance, is still in itsinfancy but will be readyto market in July. The goal<strong>of</strong> this program is to create a pooled riskgroup, similar to PComp and PCoRP, forthe purpose <strong>of</strong> purchasing group healthinsurance. The Alliance is in the process<strong>of</strong> partnering with three health insurancecarriers (UPMC, Capital Blue Cross andAetna) in order to <strong>of</strong>fer coverage to all<strong>Pennsylvania</strong> counties regardless <strong>of</strong> sizeor geographic location. Small to mid-sizecounties will benefit from group purchasingpower, unique funding mechanismsand increased cost control, and countieslarge enough to self-insure will be ableto remain self-insured while accessingthe group discounts afforded to the pool.Effective January 1, 2011, Berks andFranklin counties joined as “pilots” for theprogram in order to begin the process <strong>of</strong>working with the health insurance partnersand help determine the fundamentals necessaryfor the program’s infrastructure.The CCAP Health Alliance replaces theCCAP BEST Flex program which dissolvedeffective December 31, 2010.
