Those sameprinciples guide PLGIT today. Unlike other<strong>Pennsylvania</strong> institutions which countiescan use to invest their money, PLGITis owned and operated by its members.Members sit on the board, set investmentgoals, and spur the development <strong>of</strong> newservices. Each <strong>of</strong> our members isprovided individual attention, and receivesspecialized loss control services. By utilizingour wealth <strong>of</strong> technical knowledge anddepth <strong>of</strong> expertise we provide loss controlservices that are designed to reducemembers’ risk. We consider our ability toprovide ongoing safety support and solutionsour most valuable asset.A large part <strong>of</strong> reducing risk is avoidingaccidents in the first place. A well-constructedloss control program can assistmembers create a safer work environment.Loss control services provide memberswith a comprehensive array <strong>of</strong> servicesespecially designed to address challengesin county government.Last year we introduced the Risk ManagementAssistance Program (RMAP)to PComp members with an experiencemodification factor <strong>of</strong> 1.1 or greater tohelp those members develop and implementa program that will work to reducetheir experience modification factor.Through that experience we have learnedthat the members appreciated and valuedthe customized service.For 2011, CCAP’s insurance programsannounced another service, Hazard Identificationsurveys. Hazard identificationis an integral part <strong>of</strong> every loss controlprogram. Frequently we address specifichazards after an incident has occurred, andthen we investigate and find the cause orthe hazard that contributed to the incidentor injury. This frequently is not the bestuse <strong>of</strong> time or human resources resultingin loss <strong>of</strong> productive time and energy.Identifying potential hazards prior to anincident is a more effective way <strong>of</strong> controllinglosses and costs. We recommendperiodic hazard identification surveysalso known as a self-inspection program.Members should be conducting thesesurveys to detect potential hazards.A loss control specialist is available to assistinsurance program members and theirsafety committees to develop a programthat will meet their needs. The specialistis pleased to assist conducting a hazardidentification survey, and provide trainingas necessary in the development <strong>of</strong> ahazard identification program. After initialdemonstration, education and training, themember’s staff will be capable <strong>of</strong> maintainingthe hazard identification programindefinitely. This integral part <strong>of</strong> yoursafety program will benefit members foryears to come by controlling or eliminatingpotential incidents, injuries and relatedcosts.Also for 2011, we have introduced aloss control incentive program for thePELICAN insurance program. Subscriberfacilities are encouraged to conduct andparticipate in various loss control activitiesin order to lessen the chances <strong>of</strong> loss,and also to reduce the costs <strong>of</strong> losses whenthey do occur. The PELICAN Loss ControlCredit Program rewards subscriberfacilities who conduct certain activitieswith a reduction <strong>of</strong> their premium costs,up to three percent annually. The first timethis credit can be earned will be for theMarch 1, 2012 renewal, based on activitiesconducted from March 2011 throughFebruary 2012.These are examples <strong>of</strong> value-added losscontrol services that are available to members<strong>of</strong> PComp, PCoRP and PELICANat no additional charge. For loss controlassistance for members <strong>of</strong> CCAP’s insuranceprograms, please call (800) 895-9039and ask for Gary Nicholson, Loss ControlServices Manager.Loss Control Training ProgramsOver 1,000 <strong>of</strong>ficials and employees <strong>of</strong><strong>Pennsylvania</strong>’s counties and countyrelatedentities attended trainings provided byCCAP’s loss control programs in 2010.Trainings on a variety <strong>of</strong> topics were <strong>of</strong>feredin multiple locations around the statethroughout the year.During 2010 topics included customerservice, effective communication, timemanagement, leadership, risk managementand much more! All workshops wereplanned based on the feedback receivedfrom workshop evaluations and otherinformation provided by members. Wealso examine claims trends and developtraining designed to help counties reduceboth the number and cost <strong>of</strong> claims.PCoRP, PComp, COBALT, PELICAN andthe UC Trust insurance programs continueto sponsor the loss control trainingprograms. The members <strong>of</strong> the sponsoringprograms continue to be able to attend theworkshops for free, except the DefensiveDriving course where PCoRP, PComp andCOBALT members receive a discountedrate.
