President’s ReportThis has been another busy yearfor ASUM, with enormouschange and challenges. This is thefirst full year that Annie Gibbins has beenthe ASUM CEO and she has an enthusiasticteam to run the Society.Keith Henderson, who has been thedriving force behind many of the advancesin the DMU and DDU, as well asthe creation of the CCPU, has resignedto take up new challenges in businesswith his son. We wish him well and willbe recognising his many years of loyalservice to ASUM at this year’s ASM.The DMU has been upgraded andmoved onto the electronic Moodleplatform. This was an enormous taskinvolving both the staff and the DMUBoard. The evidence of their success wasaccreditation for three of the four DMUswith five-year accreditation from ASAR,which I can never remember happeningbefore. The new platform will enablecontinual upgrading of the DMU, moreconvenience for students, improvedefficiency and reduced cost of runningthe course.The education staff and the DDUBoard have rebuilt the syllabus and theexaminations. The DDU is also beingmoved onto the electronic Moodle platform,which has already enabled someof the examinations to be conductedentirely online.The educational rigour of both theDMU and DDU has been improved andwe would specifically like to thank RosElmslie for her huge effort.The last Annual Scientific Meeting wasin Melbourne, convened by Dr AndrewNgu and Margaret Condon. Their teamoversaw almost every aspect of the conferenceand just over 500 registrants weretreated to a great meeting.The international, national and localspeakers were both informative andentertaining. The dinner and dance wereThis will be my last report as President.I would like to thank Annie Gibbins and all her staff,as well as all the numerous volunteers who have givenso much time to the Societyone of the best I can remember with afantastic location, jugglers and a greatband. A highlight of the night was AssocProf George Condous showing his rockingalter ego with a rendition of ShakeYour Tail Feather.The MDW was held at the HiltonHotel in Adelaide and convened by DrPeter Muller and Tony Parmiter. Theyput together a program of internationaland local speakers that was worthy of anASM, while numerous workshops wereheld behind the scenes. This impressedeveryone who attended.The next ASM is at the Hilton Hotel inSydney. There has been a lot effort fromthe new ASUM staff, making my job asconvenor much easier. The OrganisingCommittee includes Dr Meiri Robertson,Dr Sashi Siva, Prof Abdulla Omari,Lorna Hardiman, Dr Fred Joshua, SueDavies, Dr Sue Campbell-Westerwayand Dr Adrian Goudie. For the first timein many years, each of the ultrasoundcompanies are involved in the organisingcommittee to add their vast experience tocreate the best possible program.Next year ASUM is joining forces withISUOG to have one of the largest andbest ultrasound conferences in Australia.ASUM has decided to put its efforts intobranch meetings throughout next year,rather than having a MDW. This shouldbring the educational talent withinASUM to our members locally and is partof rebuilding the membership base.Like many organisations during theGFC, ASUM has suffered financially thisyear. Income derived from investments isdown. Staging the quality meetings andundergoing the necessary changes hasbeen expensive. Many of these changesare now complete and more efficientprocesses have been put in place.We are also looking at other possiblereductions in expenditure and ways toincrease the revenue. Some of these willbe built into the new constitution, suchas a reduction in the size of some of thecommittees. One of the most importantways is to grow the membership base.Adding registrar days should encourageyounger radiologists and obstetricians.A reduction in the sonographer membershipfees acknowledges that they maybe members of more than one organisation.Increasing the branch activities is apositive for all members.More emphasis on the CCPU shouldassist with increasing the number ofspecialists that use ultrasound as part oftheir clinical work. Membership of associatedmedical groups is being encouragedand education relevant to them isbeing created.Dr Adrian Goudie is the President-Elect.He is an emergency medicinespecialist from Perth. He is enthusiasticand has a number of new ideas, especiallyin member services, such as on lineeducational videos and improving boththe DDU and the CCPU.This will be my last report as President.I would like to thank Annie Gibbinsand all her staff, as well as all the numerousvolunteers who have given so muchtime to the Society.Dr Fergus ScottPresident ASUM3ASUM Annual Report 2011–2012 3

CEO’s Report4The highlight of the past yearhas been the challenging andrewarding opportunity to adoptand implement the ASUM StrategicPlan 2011–2014. It is wonderful to pauseand reflect on the volume of significantachievements, both visible and intangible,only possible due to the collaborativeefforts of many. It has been a pleasure towork alongside such passionate and committedCouncil members, volunteers andstaff who work tirelessly to advance theclinical practice of medical ultrasoundfor the highest standards of patient care.As the peak body of medical ultrasoundin Australia and New Zealand,ASUM continues to advance, expand andevolve in response to contemporary professionaldemands. Member involvementand feedback has enabled a refreshedand expanded assault on key strategicpriorities, which have enabled significantorganisational change, largely dependenton engaged efforts from a diverse range ofstakeholders. Systems, processes, policyand procedures are all being criticallyappraised allowing an operational plan tobe implemented.Constitutional reviewCouncil appointed a sub-committee towork with Andrew Hamilton in reviewingthe Constitution and the new versionwill soon be available for a memberwide consultation process. It will then bepresented to the 2012 Annual GeneralMeeting for approval.Terms of referenceFollowing on from the constitutionreview process, a suite of new terms ofreference documents have been createdto direct Boards and Committees on howtheir scope will be defined, developed,and verified. The ASUM team has commencedreviewing MOSIPP to ensureCPD points are not only equivalent toASAR and NZMRTB requirements buthave greater flexibility in order to achievethe minimum requirements. A minimumof 40 points accumulated over threeyears is required for sonographers. DDUre-credentialing will require a minimumof 75 credit points per triennium. CCPUre-credentialing will require a minimumof 25 credit points for each module perfive years including five points per yearper module (up to a maximum of 15 peryear).Education programsThe past 12 months have seen a huge volumeof work directed towards the DMUand DDU programs.Diploma of Medical UltrasoundBesides being reviewed by the DMUBoard of Examiners immediately prior tothe re-accreditation process, the DMU wasthe first to be launched on myASUM andwill be transitioning to online assessmentover the next few months. All resourcesincluding course content, learning andcurriculum guides and reading lists arenow available and the DMU was reaccreditedby ASAR in May this year.Diploma of Diagnostic UltrasoundThe DDU underwent a quality improvementreview process in late 2011,implemented for new candidates in 2012.Existing DDU students will complete thecurrent course and new students enrollingthis year will benefit from a brandnew course featuring a new and updatedcurriculum via myASUM. As part of thecontinued evolution of our educationplatform, it is pleasing that Part 1 studentsrecently sat their first online exam.It means that candidates will no longerneed to travel to a central examinationpoint and can complete the exam in theirown location under supervision, withinthe examination window.Certificate of Clinician PerformedUltrasoundThe CCPU program will undergo thenext quality improvement process andwill be then added to myASUM. Anincreased co-operation with providergroups is also being implemented toensure feedback on course requirementsis actively engaged and disseminated in atimely fashion.Elearning resourcesLearning resources are currently beingadded to myASUM and will be availableto ASUM members shortly to enhancetheir continual professional developmentopportunities.DMU and DDU Preparation CourseThe popular Diploma of Medical UltrasoundPreparation Course and Diplomaof Diagnostic Ultrasound TechnicalSeminar was successfully held from28th March–1st April. The hard workingDMU Board of Examiners delivered thiscourse and the feedback from studentswas wonderful.DMU (Asia)Over the past year the DMU (Asia)Board of Examiners has taken greateroperational responsibility for the DMU(Asia) while being well supported byMeron Oxley at head office. Studentnumbers continue to grow which is wonderfulto see.DMU re-accreditationThe DMU has recently been reviewed bythe DMU Board of Examiners, EducationPrograms Manager Roslyn Elmslie andCEO Annie Gibbins and presented toASAR for re-accreditation. This coordinatedreview process has resulted ina broad range of quality improvementsacross the full curriculum as well as theevolution of the course to on-line learningvia myASUM. Annual Report 2011–20128mentation will be staged during 2012following Board of Examiner training.AdvocacyASUM has responded strongly to Australiansonographer concerns about nationalregistration requirements. Robust discussionswith the Medical Radiation PracticeBoard of Australia and AHPRA resultedin timely information and clarificationfor medical radiation practitioners andsonographers.ASUM worked in close associationwith the New Zealand Branch Chairto review the New Zealand Scope ofPractice Consultation Paper and activelyresponded by suggesting significantwording changes.Professional indemnity insuranceASUM changed its professional indemnityinsurance broker from AON to WatkinsTaylor Stone. A packaged option forprofessional indemnity insurance is nowavailable for members requiring this.Conferences and EventsSeptember 2011 Annual ScientificMeeting (Melbourne)Convenors Margaret Condon and DrAndrew Ngu ensured the 2011 Conferencewas a resounding success, with morethan 500 delegates attending a fantasticmeeting. The group is accessiblefor forum discussions via myASUM.Neonatal Craft GroupThe Neonatal Craft Group was establishedin 2010. It is chaired by MartinKluckow and provides education forindividuals committed to completing theNeonatal CCPU. I havebeen a member of ASUM since 1977 and35 years on there is a new enthusiasmdue to the vision for the future directionsof ASUM by the CEO and councillors.Annie Gibbins has been in the topjob since May 2011 and has wasted notime in the implementation of ASUM’sstrategic plan. She has created a vibrantoffice workplace, with competent staff,with well-defined roles; they are there toassist our members.I would like to thank the variousmembers of staff for assisting me to carryout my tasks, one of which has been tooversee the revitalisation of the statebranch meetings Australia wide, whichhave seen many successful sessions conductedover the past 12 months.Members are encouraged to contactASUM with any education requests, whichcan then be discussed for possible inclusionon the steadily expanding program.ASUM membership has increasedsteadily over the past 12 months andthe society would not be as it is todaywithout the many dedicated volunteerswho assist with branch meetings, AJUMand the various boards and committees.In particular the DMU Board headed byMargaret Condon has shown that robust,practical sonographer education is whatproduces good clinical practitioners.While university courses come andgo, the ASUM DMU has been runningfor over 30 years and has been constantlyrefined.The NZ Branch continues to flourish,with an outstanding program at theannual NZ Conference. Many Australianmembers headed to Auckland to takeadvantage of the educational opportunitymixed with the potential for a winterholiday.There has been a rapid increase in thesale of small ultrasound equipment foruse in point of care such as anesthetics,emergency medicine, rheumatology andO&G as well as physiotherapy and veterinarymedicine. Honorary Treasurer’s ReportWith the employment of anOperations Manager andsubsequent contracting ofan accountant one day a month, 2011–12has been a year of review and restructuringof ASUM’s financial governancemodel, focusing on both ASUM’s shortandlong-term foundations.The year commenced with a completereview and restructuring of ASUM’sfinancial reporting framework andinvestment strategy, returning 40 percent of ASUM’s investment to in-housemanagement in order to reduce managementfees and hedge against the globaleconomic crisis. We then progressed tore-drafting ASUM’s 2011–2012 budgetinto a best practice budget format whichoutlined a significantly different forecastposition for the year to that considered inJune 2011.While around $40,000 of administrativecosts had already been identified andpermanently removed and a half-yearlybudget projection to the end of thefinancial year introduced in January, theconcerns for ASUM’s overall financialposition for the year had worsened. Acost-cutting plan was created to reducecosts by a further 20 per cent and in sucha way to avoid any impact on memberservices. Following approval by theAs this will be my last reportas Treasurer, I would like tothank the ASUM staff forsupporting the Council todevelop and implement thisnew financial governancemodel and am confident thatthe strategies developed willreturn ASUM to a profitableposition in the near futureCouncil in March, implementation commencedimmediately to reverse the trendbeginning the 2012–2013 financial year.While ASUM’s loss in 2011–2012 is$260,276.78 the overall loss is less thanthe re-drafted budget position presentedin November 2011 and well below thehalf yearly re-forecast position. Given theeconomic and global environment thisillustrates that our strategies are workingand while the 2012–2013 budget remainsin deficit, the trend is reversing. AsASUM’s net asset position remains verystrong at $2,466,859.84, we have adequatereserves to withstand this currentsituation.While overall revenue streams havedecreased, strategies have been developedand are being implemented to focus onASUM’s three business units – Mem-bership, Education and Conferencingin order to constrain costs and increaserevenue streams.Further strategies have been identifiedand will be considered by the incomingCouncil in order to strengthen ASUM’sfinancial governance model. Theseinclude:• Co-opting external expertise to assistand advise the Executive on significantfinancial decisions;• Improved recording of financialtransactions within ASUM’s accountsto enhance the financial informationreceived by the Council;• Identifying and implementing othercost-saving measures;• Developing three-year budgets alignedto the strategic plan; and• Developing detailed business casesaround any major financial decisionsto be made by Council.As this will be my last report as Treasurer,I would like to thank the ASUMstaff for supporting the Council to developand implement this new financial governancemodel and am confident that thestrategies developed will return ASUM toa profitable position in the near future.Dr Andrew NguHonorary Treasurer ASUM11ASUM Annual Report 2011–2012 11

DMU ReportLate 2011 saw the DMU move to theMoodle (myASUM) platform, toallow the candidates easier accessto all things ASUM and DMU related.The move to Moodle is a fantastic one forDMU candidates, with the potential tohave forums, chat lines and online casebasedassignment submission all plannedfor the future.In the change to the Moodle platform,the previously available study toolsfor the candidates, the Part 1 LearningGuides and the Part 2 Curriculum Guidesalso came across and are still valuabletools for candidates. Further improvementsfor the DMU candidates will,hopefully, involve online forums, casestudy submission and marking. The moveto submitting case studies online will bestaggered, as the files used by the cardiacand obstetric candidates can be quitelarge, and need to be strenuously testedprior to change.The February Board meeting sawthe exams being set for the 2012 examperiod. The Board worked well over theweekend to achieve this.The four DMU courses were presentedI look forward to the next12 months being a furtherprogression of the DMU tothe electronic world that welive into ASAR for re-accreditation, and I ampleased to say that the General DMU hasbeen accredited for another three years,and the Vascular, Obstetric and CardiacDMUs for another five years. This is afantastic achievement for the DMU andreflects the hard work put into updatingthe DMU process by the Board.The current exam cycle is just aboutcompleted, with exams being held invarious locations all over Australia andNew Zealand, and I wish all students thebest for their exams.I would like to acknowledge the hardworking members of the DMU Board ofExaminers, who have done a fantastic jobin what has been quite a tumultuous year.Alison White, Matt Morrall, Alison LeeTannock, Mark Bryant, Doona Oomens,Robert Ziegenbein, Deb Moir, VanessaPincham and Kathy Davies have all beenoutstanding members, tirelessly giving uptheir free time to benefit the candidates.I would also like to acknowledge theexaminers who have also contributedtheir free time to mark case-basedassignments and exam papers, assessstudents in their workplace and assistexamining case based discussions. DMU (Asia) Report14It has been another successful year forVision College, especially when therehas been an increased intake of studentsinto the school. Again we are luckythat there has been a past graduate whohas taken up the role of training sonographerat the school.The Board held teleconferences duringthe year to formalise the DMU(Asia)Handbook which sets up the rules and regulationof the Diploma. The Board has alsocritically appraised the examination procedures.It has revised the question bank forPart One Physics and the methodology ofthe oral and practical examination to makethe examination process more relevant tothe current standard of examination.Two examiners from Australia carriedout the examination in Kuala Lumpuron each occasion, together with a localexaminer. The process has again workedwell this year. A total of 20 studentsobtained the DMU (Asia), which wasendorsed by the ASUM Council.Due the increased intake of students,there has been a flow on effect of havingto provide more lecturers and examiners.It is a tribute to all the lecturers andexaminers who went to Kuala Lumpuras volunteers. Most of them have takenholiday from their paid employment inAustralia to go to Malaysia; their commitmentsare exemplary!I want to thank the members of theBoard and all those who have volunteeredtheir time to go to Kuala Lumpurto teach and examine. Brian Starkoff hasbeen exceptional in his contribution.Without the generosity of the volunteers,ASUM could not fulfill its commitmentto Vision College.Dr Andrew NguChair DMU(ASIA) Board ofExaminersCCPU ReportThe 2011–2012 year has seenthe CCPU credential increasein popularity, unit options andeducational quality.ASUM Council has awarded 249CCPU specialist units to 101 individualssince 2007, including 88 CCPU certificatesin 2011–2012.Candidates can be awarded the CCPUfor the completion of individual ormultiple units, ensuring flexibility aroundworkplace requirements and availabletime. This means that clinicians such asrural and remote GPs may wish to obtaina CCPU in a single unit, or Point of Carepractitioners may work to gain betweenone and five CCPU units, specific to theirindividual circumstance.The Neonatal Craft Group, establishedin 2010 and chaired by Martin Kluckowcontinues to provide education for individualscommitted to completing the NeonatalCCPU. The Group has held coursessuccessfully in Adelaide, Melbourne andBrisbane and hopes to run another in NewZealand shortly.The Craft Group Board continuesto work behind the scenes to provide astandard for neonatal ultrasound scanning.We have representatives from fiveAustralian states and New Zealand, withthe aim to have all states and territoriesrepresented.In August 2011, ASUM applied fora grant from the Department of Healthand Ageing Diagnostic Imaging QualityFunding Program and has been successfulat attaining funding for $151,790 towardsa project relating to Point of Care Ultrasound.This will enable a broad range ofquality improvements, including eLearninginitiates to be developed and implementedover the next 12–18 months.Following the success of the DMUmyASUM eLearning implementation,the CCPU program will be added tothe myASUM website in the next 12months. Australasian Journal ofUltrasound in MedicineThere has been a significant changein the direction of the AJUM overthe last 12 months. The EditorialBoard has successfully made the journalpurely scientific in its content andin doing so improved the quality of themanuscripts received and subsequentlypublished.During the year, the AJUM has published35 manuscripts, all of which havebeen extensively peer-reviewed. The distributionof articles published included49 per cent Obstetrics and Gynaecology,11 per cent Vascular, 9 per cent Cardiacand 31 per cent General ultrasound.The AJUM has successfully becomean electronic publication with an onlinesubmission process through the websitewww.minnisjournals.com.au/ajum/. Thewebsite interface has increased the profilingof the journal and also enabled usersto have access to all previous issues, witharticle PDFs readily available for downloading.In conjunction with MinnisJournals, the AJUM has also submittedan application for PubMed consideration.We are still awaiting the outcome of thisreview process.The appointment of Dr JocelyneBasseal, as the scientific co-editor of theAJUM in February 2012, has been a greatsuccess.The AJUM now achieves both editorialand publication deadlines in keepingwith the annual timetable. To achieve this,a DDU Advisory Panel was created andhas worked with the DDU Board; specialand invaluable assistance has been soughtfrom Margo Gill, who has extensiveexperience with tertiary level educationand assessment. The aim is to make theDDU the benchmark qualification thatcan be used by government for referredultrasound and the CCPU the benchmarkfor self-referred ultrasound. Partof the overhaul is the modification of theCCPU, to make it also effectively the Part1 of the two-part DDU qualification.Discussions with various universitieshave occurred and discussion of a linkbetween the DMU and a university graduatediploma is being created. This willenable trainees to complete their DMUwith a small component via a universityto attain both a DMU certificate as wellas a Graduate Diploma. This shouldcement these trainees as Australia’s besttrainedsonographers both academicallyand practically.The Annual Scientific Meeting is inMelbourne in September. The scientificprogram is of a very high quality coveringall the areas of ultrasound and thevenue is the Crown complex, which offersexcellent facilities. I cannot help butbe inspired by the New Zealand ASUMbranch – every meeting they hold is moresuccessful than the last, the quality of themeetings keep improving, and the branchmembers themselves are just exceptional.This branch epitomises what all ASUMbranches should strive to be. This is mythird visit to New Zealand in the lastseven months and I continually find NewZealanders to be the most welcoming andenthusiastic sonographers I have met,even in these turbulent times.I look forward to a successful 12months for ASUM.”Honorary Treasurer’s ReportDr Andrew Ngu referred to his report inthe Annual Report as follows:“I am very pleased to report thefinancial result for the year ending 30thJune 2011 with an operating profit of$14,911.74.Therefore the total asset of theSociety has increased from $2,719,840.81to $2,734,752.55.The income of the Society for theyear has decreased to $1,380,579.81from $1,458,374.92 from for 2010.Thisis primarily due to decreased incomefrom the Annual Scientific Meeting andMultidisciplinary Workshop. The incomefrom the DDU has remained about thesame but there has been a decrease inthe DMU examination fees received.The membership subscription has beensteady and the investment income forthe year has decreased due to the currentinvestment climate. The investmentasset has increased from $865,806.73 to$956,539.34.The expenditure for the year is slightlygreater than 2010 with a total expenditureof $1,365,668.07. This has includeda once off payment of long service leaveand termination payment for the departingCEO.Although there is only a small surplusfor the financial year, the financial positionof the society has remained strongwith good cash reserves.”The budget on research and grantsprojects was raised.
