UPAGE Recruitment EffortsIn 2011, the Singapore Government diversified its energysources by setting up the Singapore LNG Corporation(SLNG). The Union of Power and Gas Employees (UPAGE)was invited to organize the Company, way in advance fromits fully operational date in 1st quarter 2013.A Memorandum of Understanding (MOU) was thenestablished in Nov 2012 to allow UPAGE to represent morethan 80% of the workers at SLNG. Through negotiation,SLNG has agreed to pay union dues to all employees,except for senior management staff, for one year. This is anorganizing breakthrough to UPAGE.A joint recruitment exercise was conducted with officersfrom MED in December 2012 to share the latest NTUC andunion benefits. UPAGE officials also advocated workplacerepresentation for its members, including executives.More than 70 members signed up during therecruitment period.Learning Points:Coordinated Top-Down and Bottom-Up ApproachUPAGE builds and maintains a good relation with themanagement at SLNG. The management promptlyinvited UPAGE to represent the workers at SLNG whenthe company was set up.UPAGE had met the members as they progressivelyjoined the company since 2011. Examplesof the activities are the Members’ DayBazaar, inter-branch sportscompetitions, road-shows andoverseas trips. HSEU also have aquarterly e-draw where all HSEUpaying members will stand a chanceto win. The willingness of the topleaders to try ‘something different’allows the various sub-committees toexplore new means of engagementwith their targeted members.Bazaars are popular with theirmembers. The Union makes use ofsuch opportunities to provide fun andbring in bargains for our members.Vendors are brought in to promotetheir products at special prices. Luckydraw and games are conducted toentertain HSEU members.Many employees are needed to meet the needs of our growinghealthcare industry. The Healthcare workers care for the patients andHSEU care for our members at their workplace in representation ofwork issues, collective bargaining and activities to create bonding andrecreation. Our HSEU membership has also grown remarkably due tothe efforts and hard work of our membership subcommittee inrecruitment and Leaders in their contribution of ideas and support.Appreciate and thank all of HSEU membershipSub-committee and all NTUC seconded staff forcontribution in our growth of membership. How can the unionhelp me and my family?How can a union help a PME inthe event of a retrenchment?As our union member, you may apply forthe “U Care Back to School” (BTS)Voucher assistance scheme. Thisprogramme aims to assist ourlow-income members to defray the costof their children's school expenses forthe new school year.Each successful applicant will receive abooklet of U Care Back to SchoolVouchers worth $125 for each eligibleschool-going child (limit to one bookletper eligible child per family).As a PME union member is being covered bycollective agreement (CAs), the PME will bepaid retrenchment benefits based on what isstipulated in the CA between themanagement and union. If it is not stipulated,retrenchment benefits will be negotiatedbetween the union and management.The union will also help members:• to negotiate for training grants• to retrain at NTUC's e2i, apply forfinancial assistance• to find jobs• who are jobless or experiencefinancial hardship after the retrenchment5
