This transition process could only be managed bythe successful adoption <strong>of</strong> <strong>in</strong>novations. In the agricultural sector, agricultural eng<strong>in</strong>eer<strong>in</strong>g researchheld a key position <strong>in</strong> technology transfer. The agricultural eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>stitutes <strong>in</strong> Prague <strong>and</strong>Potsdam-Bornim worked out low-cost proposals for the reconstruction <strong>of</strong> animal hous<strong>in</strong>g plants <strong>in</strong>the early transition period. These proposals found a high acceptance regionally. Moreover farmers<strong>and</strong> agricultural adm<strong>in</strong>istration were supported concern<strong>in</strong>g the implementation <strong>of</strong> new environmentalregulations <strong>in</strong> Br<strong>and</strong>enburg. The agricultural eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>stitute <strong>in</strong> Prague developed an <strong>in</strong>ternetbased<strong>in</strong>formation system for Czech agriculture with the potential <strong>of</strong> sav<strong>in</strong>g substantial costs <strong>of</strong><strong>in</strong>formation sourc<strong>in</strong>g. The relevance <strong>of</strong> technology transfer will <strong>in</strong>crease <strong>in</strong> the future, due to enhancedcomplexity <strong>and</strong> need <strong>of</strong> explanation <strong>of</strong> new technologies. Agricultural eng<strong>in</strong>eer<strong>in</strong>g research has anexcellent precondition to do this job, because <strong>of</strong> its <strong>in</strong>dependence <strong>and</strong> the know-how <strong>of</strong> its staff.Keywords: technology transfer, transition period, agricultural eng<strong>in</strong>eer<strong>in</strong>gIntroductionAgricultural eng<strong>in</strong>eer<strong>in</strong>g as a practically oriented discipl<strong>in</strong>e is ma<strong>in</strong>ly assessed by its capabilityfor develop<strong>in</strong>g successful solutions for farm<strong>in</strong>g. For this reason a close relationship betweenagricultural eng<strong>in</strong>eer<strong>in</strong>g research <strong>and</strong> farmers is an essential precondition for success. In this paperthe <strong>in</strong>terface between agricultural eng<strong>in</strong>eer<strong>in</strong>g research <strong>and</strong> development on the one h<strong>and</strong> <strong>and</strong> thefarms on the other h<strong>and</strong> is studied more closely. The analysis is based on regional case studies <strong>in</strong>the State <strong>of</strong> Br<strong>and</strong>enburg (Northeast Germany) <strong>and</strong> <strong>in</strong> the Czech Republic.Initial situationThe restructur<strong>in</strong>g <strong>of</strong> agriculture <strong>in</strong> Central <strong>and</strong> Eastern Europe from a central planned economy tomarket orientation was <strong>and</strong> still is a major challenge. Measured aga<strong>in</strong>st the <strong>in</strong>itial situation, <strong>in</strong>tensiveadaptation processes had to take place <strong>in</strong> a short time to reach compatibility with the European <strong>and</strong><strong>in</strong>ternational competition <strong>and</strong> to stabilise rural regions.There was no historical model for the restructur<strong>in</strong>g <strong>and</strong> modernisation <strong>of</strong> the former stateenterprises <strong>and</strong> cooperatives under the conditions <strong>of</strong> a market economy. Therefore the successorshad to f<strong>in</strong>d new ways <strong>of</strong> reorganis<strong>in</strong>g <strong>and</strong> renew<strong>in</strong>g their enterprises. In contrast to this, the Czech farms surveyed largely ma<strong>in</strong>ta<strong>in</strong>ed historical farm sizes <strong>and</strong> a broaddiversification <strong>of</strong> production activities.One focus <strong>of</strong> modernisation was animal production <strong>in</strong> both regions (see table 1). In dairyfarm<strong>in</strong>g, tethered hous<strong>in</strong>g was replaced completely by loose hous<strong>in</strong>g. Normally this came alongwith a renovation <strong>of</strong> milk<strong>in</strong>g technology. In many cases the lack <strong>of</strong> farm capital led to low-costreconstruction <strong>of</strong> old build<strong>in</strong>gs. This permitted costsav<strong>in</strong>gs <strong>in</strong> dairy production <strong>of</strong> an order <strong>of</strong> magnitude <strong>of</strong> 1000 to 2300 EURO per cow <strong>in</strong> Br<strong>and</strong>enburg.A further focus <strong>of</strong> activities <strong>in</strong> animal production concerned the improvement <strong>of</strong> environmentalsusta<strong>in</strong>ability concern<strong>in</strong>g slurry <strong>and</strong> manure storage. In this field far-reach<strong>in</strong>g regulations for farmerswere implemented <strong>in</strong> Br<strong>and</strong>enburg. These ma<strong>in</strong>ly affected the approval <strong>of</strong> new animal hous<strong>in</strong>gprojects <strong>and</strong> the construction <strong>of</strong> slurry storage sites. Animal hous<strong>in</strong>g plants, e.g. with at least 2000fatten<strong>in</strong>g pigs, are subjected to permits accord<strong>in</strong>g to the Federal clean air act. Moreover slurrystorage sites with a capacity <strong>of</strong> at least 2500 m 3 are subjected to permits. The activities <strong>of</strong> agriculturaleng<strong>in</strong>eer<strong>in</strong>g research aimed to contribute to specify<strong>in</strong>g the m<strong>and</strong>atory distance between animalplant <strong>and</strong> hous<strong>in</strong>g development by exam<strong>in</strong><strong>in</strong>g the odour emissions from animal hous<strong>in</strong>g plants(Müller et al. 1998). The competence acquired <strong>in</strong> this field was <strong>in</strong> dem<strong>and</strong> by farmers <strong>and</strong> agriculturaladm<strong>in</strong>istrations <strong>in</strong> diverse procedures dur<strong>in</strong>g <strong>of</strong>ficial approval <strong>of</strong> plann<strong>in</strong>g.5
At the Research Institute <strong>of</strong> Agricultural Eng<strong>in</strong>eer<strong>in</strong>g (vuzt) Prague, an <strong>in</strong>ternet-based<strong>in</strong>formation service for agriculture has been developed s<strong>in</strong>ce 1999. It <strong>of</strong>fers up-to-date <strong>in</strong>formationto the farms <strong>in</strong> the fields <strong>of</strong> mach<strong>in</strong>e purchase, bus<strong>in</strong>ess management, market, technological systemsfor crop <strong>and</strong> animal production. This service <strong>of</strong>fers the possibility <strong>of</strong> reduc<strong>in</strong>g the costs <strong>of</strong> <strong>in</strong>formationsignificantly <strong>and</strong> thus improves the competitiveness <strong>of</strong> the farms.ConclusionsRestructur<strong>in</strong>g <strong>and</strong> modernisation <strong>of</strong> farms came along with a high dem<strong>and</strong> for <strong>in</strong>vestment <strong>in</strong> thetransition period. In this situation consult<strong>in</strong>g-<strong>in</strong>tensive technology transfer held a key position.Because farms <strong>in</strong> the State <strong>of</strong> Br<strong>and</strong>enburg <strong>and</strong> the Czech Republic are characterised by a lack <strong>of</strong>capital <strong>and</strong> large structures, region-specific <strong>and</strong> farm-specific solutions had to be developed. In thissituation agricultural eng<strong>in</strong>eer<strong>in</strong>g research was able to provide useful support thanks to the knowhow<strong>of</strong> its staff <strong>and</strong> its impartiality. The task <strong>of</strong> technology transfer will rema<strong>in</strong> important <strong>in</strong> thefuture <strong>of</strong> agricultural eng<strong>in</strong>eer<strong>in</strong>g research because state-<strong>of</strong>-the-art agricultural technology is<strong>in</strong>creas<strong>in</strong>gly complex <strong>and</strong> <strong>in</strong> need <strong>of</strong> explanation.ReferencesAckermann, I., R.
