“Integrated Wadi and Agriculture Diversification Programme”(<strong>Project</strong> <strong>Sunshine</strong>)The Tribal Development department is implementing agriculture – based projects under Integrated Wadiand Agriculture Diversification <strong>Project</strong> (IWADP) costing over Rs.656 crore. These <strong>Project</strong>s seek to coveran estimated 2.65 lakh Scheduled Tribes (ST) farmers, including Primitive Tribe Groups (PTGs) livingBelow Poverty Line (BPL) in <strong>Gujarat</strong>. It is among large-scale <strong>Project</strong>s being implemented under PublicPrivate Partnership (PPP) model.IWADP Includes:<strong>Project</strong> <strong>Sunshine</strong> for dry land regions <strong>of</strong> North and Central <strong>Gujarat</strong>.Jeevika <strong>Project</strong> for Water –rich regions <strong>of</strong> South <strong>Gujarat</strong>.<strong>Project</strong> <strong>Sunshine</strong>:Specifically designed for dry-land areas, this is a unique and simple but rigorous outcome-based, long –term model where farmers are assured <strong>of</strong> quality seeds, fertilizers, soil testing, micro-credit, rainfallinsurance, extension services and marketing.It is the first <strong>Project</strong> which has substantially curtailed the share <strong>of</strong> subsidy in input cost on the assumptionthat even poor farmers are willing to pay for quality inputs and services. It seeks an entry fee fromparticipating ST farmers before joining the project.Development Support Agency <strong>of</strong> <strong>Gujarat</strong> (D-SAG), an autonomous society promoted under theST Development Department (TDD) <strong>of</strong> <strong>Government</strong> <strong>of</strong> <strong>Gujarat</strong>, has been mandated to assist inimplementation <strong>of</strong> the Chief Minister’s Ten Point Programme (<strong>Vanbandhu</strong> <strong>Kalyan</strong> <strong>Yojana</strong>) fordevelopment <strong>of</strong> ST areas. This is a major outcome oriented initiative, which aims to focus at theindividual family and the ITDP areas, launching <strong>of</strong> result oriented initiatives, involvement <strong>of</strong>local people in planning and monitoring <strong>of</strong> various interventions launched for the benefit <strong>of</strong> STfamilies and forging strong convergence with other implementing departments <strong>of</strong> the<strong>Government</strong>. This programme aims to bridge the existing gaps between ITDP areas and rest <strong>of</strong>the State during the XI Five Year Plan.<strong>Project</strong> <strong>Sunshine</strong> follows Zero-Tolerance and 3-Sigma approaches for accurate targeting, use <strong>of</strong>subsidy to fund viability gap only, saturation approach and use <strong>of</strong> pre-defined BPL list.


Objective:The objective <strong>of</strong> IWADP is doubling the income <strong>of</strong> tribal farmers throughproductivity enhancement.Background <strong>of</strong> the project:In terms <strong>of</strong> tribal population, <strong>Gujarat</strong> is the fifth largest state in India. The tribal belt runs throughthe eastern part <strong>of</strong> <strong>Gujarat</strong> & consists <strong>of</strong> districts viz. Valsad, Nava sari, Surat, Vadodara,Narmada, Panchmahal, Sabarkantha and Banaskantha. Agriculture is the main occupation <strong>of</strong>majority <strong>of</strong> the people and is mainly rain dependent. Since the income from agriculture is notenough to sustain their basic needs, they also migrate as unskilled laborers in construction &agriculture. Keeping this in view, the Tribal Development Dept. <strong>of</strong> Govt. <strong>of</strong> <strong>Gujarat</strong> has set up agoal <strong>of</strong> “Increasing the income <strong>of</strong> the tribal farmers by 100% in the next 5 years”. <strong>Project</strong><strong>Sunshine</strong> is a part <strong>of</strong> the bigger vision set up by TDD, Govt. <strong>of</strong> <strong>Gujarat</strong>.In 2007, A pilot study (<strong>Project</strong> Rainbow) was inititated to test the viability <strong>of</strong> the project bydistributing free sample seeds and with close follow up etc.In 2008, the project Rainbow graduated to a full scale project called <strong>Project</strong> <strong>Sunshine</strong>, covering30,000 acres and thereby benefiting 30,003 farmers in the tribal districts <strong>of</strong> Dahod &Panchmahal.Now, having done projects in two consecutive years project was forwarded to greaterheights in 2009…Basic Features <strong>of</strong> the project:Implement with a “ ZERO TOLERANCE APPROACH”No deviation either in farmers selection or input distributionOnline <strong>Project</strong> ManagenentCovering Women beneficiariesPublic-private PartnershipPartner Selection through tenderingExternal & Concurrent Monitoring
