MUNICIPAL HISTORIC RESTORATIONThe 1916 Palm Beach County courthouse was destined for demolition when the new courthouse across the street opened in 1995.The decision to restore the building was a monumental step for Palm Beach County as the public had a split opinion on therestoration based on cost, and the property was under consideration to become a public park. After years of lobbying bypreservationists, local politicians and the community, the County engaged Hedrick Brothers Construction to perform a feasibilitystudy to determine the constructability and potential cost of historically restoring the 1916 courthouse. Once the study wasapproved, Hedrick Brothers Construction was selected as Construction Manager at Risk.First the demolition began of a wraparound structure that had been added in 1970. Shortly thereafter, the 1927 annex and 1955addition were removed. The restoration included preserving and reusing all original materials found in the 1916 building, the annexand the addition; reconstructing areas that had been lost or destroyed; and locating original items that had been stored off-site foryears. Much of the building was preserved during the renovation. The salvaged materials included limestone, granite, exteriorwindows, marble wainscot, mosaic floor tiles, wood flooring, doors, trim and hardware. APPROACH TO PRECONSTRUCTION SERVICESThe preconstruction process is where you have the most influence over construction, operational costs and quality.Hedrick Brothers Construction has over 30 years of construction management experience to offer the our clients. With thisexpertise and with its experienced pre-construction services, Hedrick Brothers Construction will establish the foundation on whichthe team and the project will build from.Identifying responsibilities during the Schematic Design, Design Development and Construction Document phases of the drawingsis key to exceptional pre-construction services. Hedrick Brothers has developed a formal outline for these services. It provides aclear template to guide the process, and allows the project to proceed more smoothly and cost effectively. The elements of eachphase of the drawings are in a checklist form to allow the architect to track their progress as the plans evolve and allows us to issuea complete report on all aspects for contraction review and analysis. It also helps maximize efficiency and keep the project ontrack. The Preconstruction Schedule will:• Identify responsibilities among the design team• Establish key milestones• Track design phases• Provide budget delivery dates• State submission and review dates• Release documents for bidding• Provide tentative bid dates• Provide long lead items and procurement. The goal of the preconstruction service schedule will be to monitor the team’s progress and to keep the schedule on track whilemeeting the client’s budgetary, functional and aesthetic needs.During the pre-construction phase, Hedrick Brothers Construction will:••••••••Team with the owner and design consultants.Work in conjunction with the architect to develop overall design criteria and phasing scheme.Provide constructability advice. Our knowledge of constructability is expansive due to our commitment of retaining personnelthat have completed several projects with existing historic and coastal structures.Value engineering is offered in order to minimize overall cost. APPROACH TO PRECONSTRUCTION SERVICES••••••Utilizing Timberline Estimating, establish a comprehensive pre-construction budget during the: Program Estimate (Based on Functional space Program and Master Suite Plan within 10 daysafter receipt of the document). Schematic Estimate (based on Schematic drawings within 14 days of receipt of documents). 60% Construction Document Estimate (within 21 days of receipt of Construction Documents). Final GMP Estimate.Throughout all phases Hedrick Brothers Construction will consistently review and analyze cost saving alternatives andsolutions. We utilize current bid pricing in order to compare budgets and negotiate Change Orders on a project. We will work with the architect, engineers and other members of the design team to ensure compatibility of the mechanicaland electrical systems to the overall design layout.Review and analyze conceptual estimates and provide the owner with cost variance reports.Point out inconsistencies or problem areas which could impact budget parameters.

COST CONTROLTo maintain a high level of cost control, Hedrick Brothers utilizes Timberline Accounting to maintain and monitor job costs. Throughthis integrated system, Project Managers and Executive Management have immediate and real-time access to review reports forproject budget, job cost history, committed costs, etc.The Timberline system also enables the Project Managers and Management to:• Revise and refine the initially approved project construction budget, incorporate approvedchanges as they occur, and develop cash flow reports and forecasts as needed.• Identify variances between actual and budgeted or estimated costs and advise the Owner andProject Team.• Maintain cost accounting records on authorized work performed under unit costs, actual costsfor labor and materials, or other bases requiring accounting records.• Afford the owner access to these records for review upon request.Sales Tax Savings / Owner-Provided Materials ProgramWhen applicable, Hedrick Brothers’ Sales Tax Exemption Procedure provides an Owner to capture savings from its sales taxexemption status through the Owner’s direct purchase of materials during the construction process. Hedrick Brothers is extremelyknowledge in the processes involved in administering the Sales Tax Savings Program, working previously with The School Districtof Palm Beach County, Palm Beach Community College, Palm Beach County, Town of Palm Beach, Palm Healthcare Foundation,The Flagler Museum, and several worship and non-profit organizations.Forecasting Cost to CompleteAs part of our integrated business processes, Hedrick Brothers implemented a Forecast program to provide Project Managers andManagement with the financial reporting ability to estimate the cost to complete the project on a continuing basis throughout theduration of the project. These reports are generated and reviewed on a monthly basis, or as required. For the School District of Palm Beach County,Banyan Creek Elementary School’s addition wascompleted on schedule on an occupied campusand had a savings of approximately $825,000.00.One challenge that we experienced was reducingthe completion date one month to meet theowner’s needs. It was achieved through closelymonitoring the project schedule to utilize everyopportunity to reduce the durations established inour baseline along with some creative thinking tohow we could complete tasks under theestablished time frames.

STRATEGIC PLANNING & PROJECT SCHEDULEThe key to successful scheduling and management is anticipation. For proper planning, Hedrick Brothers utilizes the schedule toanticipate weeks and months in advance and the daily calendar to anticipate and communicate next week’s or tomorrow’s tasks.Throughout the course of the project, the schedule is reviewed and revised as necessary.Hedrick Brothers Construction’s Project Manager and Superintendent will prepare a comprehensive construction schedule utilizingMicrosoft Project. If required, we will utilize other scheduling software requested by the client or will outsource the schedule to aqualified consultant.•The project schedule is prepared addressing all identifiable issues including: Coordination and Integration of Owner’s Requirements and theArchitect/Engineer’s Design Time. Review all Scopes of Work and Requested Phasing. Realistic Activity Sequences and Durations. Create Initial Schedule. Incorporate Procurement Schedule. Identify: Critical Items Long Lead Materials/Finishes Scopes with Risk Scopes that Expose Additional Scopes Proper Allocation of Labor and Materials Adequate Time to Process Shop Drawings andSample Approvals Partner with Owner to Create Final Schedule•During the bidding and award process, we review the scope of work in detail with our subcontractors and suppliers, determinelead times, start and completion dates, and the installation durations. This information is entered into the baseline schedule.•During the procurement phase, the submittals required from each subcontractor are also entered into the schedule, whichbecomes part of the subcontract agreement. All subcontractors receive a copy of the schedule along with subcontractagreement.•After a master schedule is complete, we then go an additional step in analyzing all current activities into 6 week look aheadschedule. This keeps team aware of all tasks so that work is scheduled ahead of time. The client can be assured that as the Construction Manager for your project, Hedrick Brothers Construction will properly manage theproject schedule adherence, from pre-construction, to construction commencement through commissioning and final completion, and will provide a smooth running project in the scheduled timeframe.

The originalJupiter School was built in 1928 and is an important part of history in NorthernPalm Beach County. Hedrick Brothers did a fantastic job of transforming a rundownbuilding into a modern, yet original looking school.Throughout construction the building presented many unforeseen challenges thatconstantly created changes in the project. At times this can become quite stressful, but Hedrick Brothers stayed the course and completed the project on time for schoolto begin. I would also like to say Hedrick Brothers gave back to Jupiter ElementarySchool financially to assist the students in their education.Hedrick Brothers is a good company that has shown even with the toughestchallenges, they can get the job done with quality, and on time.Sincerely,Daniel K.
