Superintendent’s MessageA MESSAGE TO PARENTS, STUDENTS, AND RESIDENTSDear <strong>Warwick</strong> Resident:<strong>Warwick</strong> <strong>School</strong> <strong>District</strong> is proud of the success of 2009-2010, however, Arthur Ashe reminds us: “Success is ajourney, not a destination. The doing is often more important than the outcome.”The school board, administration, faculty, and staff are eagerly anticipating the start of the 2010-2011 schoolyear. This summer has seen both endings and beginnings here at <strong>Warwick</strong>. All professional staff received trainingon the Pennsylvania Department of Education’s Standards Aligned System (SAS), Learning Focused <strong>School</strong>s, andon instructional practices. Teachers and staff have worked very hard to prepare for a challenging and excitingschool year for all students. The administration has been hard at work revising the curriculum cycle and relatedprograms, working on consistency in district initiatives, and preparing for the start of the new school year. Theadministration also completed a communications plan, based on surveys and data collected in 2009-2010. Thisplan has resulted in upgrades to the district website, a more ‘green’ approach to use of paper, and changes inthe way information is distributed across the district. Additionally, <strong>Warwick</strong> <strong>School</strong> <strong>District</strong> saw the completion ofthe Middle <strong>School</strong> building, with final landscaping work to be completed this fall, and the opening of Grosh Fieldwith upgrades to the turf, visitor’s bleachers, and lighting. These projects represent the final phase of a multi-yearimprovement process to all district facilities.This calendar represents the beginning of a new school year. Whether this year is the beginning of the ‘schooljourney’ for you and your Kindergartener, or this is your final year with a student in our system, or whether youas a community member assist us as we start this new school year, this beginning brings a fresh start for all of us.Marsha Petrie Sue reminds us about the importance of new beginnings: “Every day is a new beginning. These individuals have accepted the responsibility of assessingthe educational needs of the community in order to assist in designing themost responsive school program possible. The major function of the Boardof <strong>School</strong> Directors is to frame a set of policies that defines the guidelines foroperating the schools from kindergarten through twelfth grade.The Board of <strong>School</strong> Directors meets regularly on the third Tuesday ofeach month at 7:00 p.m. in the Board Room of the <strong>District</strong> Office. Parentsand residents are invited to attend. All formal action and decision-makingare made at these public meetings.A unique feature of the <strong>Warwick</strong> <strong>School</strong> Board is its committee structure.Four standing committees – Education, Student Activities, Building andProperty, and Finance and Legal – meet monthly to focus on specific areasof concern to the schools. Each of these committees is composed of boardmembers, school administrators, teachers, and community members. This compositionallows for diverse thinking and broad-ranging discussion. Althoughcommittee meetings are not decision-making sessions, recommendations madeby the committees provide a basis for school board consideration and action.The <strong>Warwick</strong> Board of <strong>School</strong> Directors also meets monthly on the firstTuesday of each month as a Committee of the Whole for the purpose of discussion,information, and study. Formal action does not occur during this session.Several other board committees convene on an “as needed” basis for considerationof specific issues and include: Labor and Management. All committeemeetings are open to the public, except for Labor and Management.

The four-day scheduleidentifies each day by letter, therefore, Day A, DayB, Day C, etc. rather than by the day of the week.Beginning with Day A on Wednesday, September8, 2010, each consecutive day follows up to Day Dand then the cycle starts again. This four-day cycleis repeated throughout the entire year in an uninterruptedmanner. Cycle days are never skipped andonly counted when school is held.For elementary schools special area classes, suchas Art, Music and Physical Education, will be scheduledon a specific cycle day. An example may bethat a child has Music class on “Day B“ and “DayD.“ Please note that some activities, due to scheduling,will continue to be held on the same day of theweek. One such example is the voluntary ReleasedTime Religious Education program sponsored bythe <strong>Warwick</strong> Association of Churches for students infourth and fifth grades.Six-day cycleBoth the WARWICK MIDDLE SCHOOL AND THEWARWICK HIGH SCHOOL will follow a six-daycycle for scheduling of classes. The six-day scheduleidentifies each day by number, therefore, Day 1, Day2, Day 3, etc. rather than by the day of the week.Beginning with Day 1 on Wednesday, September 8,2010, each consecutive day follows up to Day 6 andthen the cycle starts again. In these instances, the individualwith the complaint should seek a remedy with the partymost directly involved, i.e., teacher, bus driver, or administrator.If some mutual resolution cannot be reached, the complaintshould be addressed to the building principal. In the eventthe problem still remains unsettled, contact should be madewith either the Superintendent or the Assistant Superintendent.Concerns that are not reconciled at this level should be directedto the Board of <strong>School</strong> Directors for their consideration.CORPORAL PUNISHMENTCorporal punishment, including striking or paddling, willnot be administered. Students maynot carry medicine of any kind or keep the medicine in theirlockers or desks. Exceptions to this policy may be grantedproviding that the parent obtains a written request from thestudent’s physician and approval from the principal. Studentswith asthma may carry their inhalers with them if deemedsufficiently responsible by the physician, parent/guardian,school nurse and building principal. Pupils requiring suchmedication shall obtain and submit a completed asthma inhalerself-administration authorization form to the school nurse.• Parents are responsible to provide for the safe deliveryand return of students’ medications.• The responsibility to take the medication at the propertime lies with the student.• All medications must be sent in the original containers withproper and legible labels affixed. Video cameraswill add a dimension of verification of student behaviorthat will not further detract driver attention.Video monitoring will not replace the responsibility of thedriver to control the students riding his/her bus. All bus disciplinepolicies and procedures remain in effect, and the drivermust continue to monitor the behavior of riders as has beenexpected in the past.PROCEDURES FOR USE OF CAMERASCameras will be assigned to buses on a random basis by theAssistant Superintendent, Transportation Coordinator, and the contractor.Principals may suggest assignments to the TransportationOffice as they become aware of problems on certain buses.Tapes recorded by the camera will not be used on a routinebasis as a means of spotting discipline problems. Tapes will beused for verification only if a driver needs assistance in sortingout the necessary facts. Building principals may use recordedtapes to determine the appropriateness of student behavior.Tapes will be reviewed only by appropriate school personnel.Parents will not be given the opportunity to review tapesunless their child is involved in a violation and is receiving disciplinaryaction as the result of that infraction, and only if thetape was used to determine the violation.Drivers will not discuss the use of cameras and/or tapeswith students, especially avoiding any conversation regardingthe presence of a camera on the bus.Students shall be informed that there is a possibility theirbus will be monitored on a random basis. The audio recordingshall not be used as a basis for disciplining students.Tapes will be erased one week after the original taping oruntil a pending disciplinary situation requiring use of said tapeis completed.No tape shall be used for any other purpose than statedabove.Internet safety and networkacceptable use poLicyAn Acceptable Use Policy has been developed to establishguidelines for all students and staff on the use of network resourcesin the district, including Internet access. With the Internet comesthe availability of material that may not be considered appropriatein a school setting. The <strong>School</strong> <strong>District</strong> cannot regulate andmonitor all the information received or sent by persons who usethe Internet; and the <strong>School</strong> <strong>District</strong> cannot ensure that studentswho use the Internet will be prevented from accessing inappropriatematerials or sending or receiving objectionable communications.The <strong>School</strong> <strong>District</strong> believes, however, that the availabilityand value of the Internet far outweigh the possibility that usersmay procure inappropriate or offensive material.Internet access and network resources are available to teachers,administrators, and students in the <strong>Warwick</strong> <strong>School</strong> <strong>District</strong>solely for educational and instructional purposes and otherpurposes consistent with the educational mission of the <strong>School</strong><strong>District</strong>. In addition, a home and school visitor serves as a liaisonbetween parents, staff, and community agencies.At the secondary level, student assistance teams (SAP) consistof trained staff members who identify students whose behaviorscreate barriers to learning. We strive to provide all studentsidentified with special needs an individualized educationplan (IEP) within their home school building or as close to theschool district as possible, while meeting their unique specialand academic needs.The school district provides a continuum of services designed toserve all students with IEPs. Building principals, school counselors,learning facilitators, and teachers (general and special) work closelywith the Supervisor of Student Services and the school psychologistin the screening, referral, and evaluation process. When astudent is determined to be eligible for “specially designed“ instruction,an Individualized Education Plan (IEP) or Gifted IndividualEducation Program (GIEP) is developed. Some of the services availableare classroom services, physical therapy, occupationaltherapy, and speech and language therapy. Early Interventionmakes a difference in a child’s life!Student Records PolicyThe <strong>Warwick</strong> <strong>School</strong> <strong>District</strong> Board of <strong>School</strong> Directors hasprimary responsibility for the collection, maintenance, disclosure,and security of student records. Only records mandated by theCommonwealth of Pennsylvania, the federal government, orspecifically permitted by the <strong>Warwick</strong> <strong>School</strong> Board may becompiled by the staff. No information shall be gathered fromstudents without either representational consent of the <strong>School</strong>Board or informed individual consent from the parents or eligiblestudent. Student records are purged of information that is notnecessary to help a child or to protect others at transition pointsbetween elementary, middle, and high school.The Family Rights and Privacy Act (FERPA) states that parents,eligible students, or their designated representatives (as authorizedin writing) have the right to examine their child’s schoolrecords. The district requires all parents to submit such requestsin writing. To review your child’s school records, please makean appointment with your child’s school counselor or the buildingprincipal. Access to such records shall be granted within 30days after receiving a written request.Parents are responsible for providing the district with verificationof any custody or court order related to access to records.In cases where a non-custodial parent has requested access torecords, the district will verify the person’s identity and notify thecustodial parent of the request. In the absence of written parentnotification regarding divorce, custody, or other court orders,the school district will assume that the requesting parent hasauthority to inspect and review the records. Conversely, if thereis a court order restricting parent access, the order will be honoredby the district.Parents have the right to consent to disclosures of personallyidentifiable information contained in the student’s educationalrecord, except to the extent that FERPA and Pennsylvania StateRegulations authorize disclosure without consent. One exceptionthat permits disclosure without consent is disclosure toschool officials with legitimate educational interests. A schoolofficial is a person employed by the <strong>District</strong> as an administrator,supervisor, teacher, support staff (including health staff andlaw enforcement personnel), school board member, person orcompany which the <strong>District</strong> has contracted to perform a specifictask (such as an attorney, auditor, medical consultant, therapist,liaisons from community agencies). A school official hasa legitimate educational interest if the official needs to reviewan educational record in order to fulfill his or her professionalresponsibility. Upon request, the <strong>District</strong> discloses educationalrecords without consent to officials of another school district inwhich a student seeks to enroll.Directory information may be disclosed for purposes beneficialto the student or the school district only with the approvalof the Superintendent or her designee.
