Project objectivesThe key objectives of the <strong>Rowville</strong> <strong>Rail</strong> FeasibilityStudy are to:❯❯explore improved integrated transport and landuse opportunities, and broader economic,social and environmental outcomes❯❯understand future patronage demand in themedium and long term within the Monashand Knox municipalities to ensure the costeffectiveness of planning❯❯provide a frequent, clean, reliable,and higher capacity mode of publictransport service, for the Knox andMonash communities;❯❯provide a concept for the proposed<strong>Rowville</strong> railway line interfacing withthe existing Dandenong rail corridor atHuntingdale railway station❯❯ensure that the interface to the Dandenongrail corridor integrates with all operationaland strategic plans for the existing andfuture rail network.The <strong>study</strong> will investigate integrated transportsolutions centred on the rail link to <strong>Rowville</strong>,to ensure that the railway stations are easilyaccessible by as many modes of transport aspossible (for example walk, cycle, bus, taxi, car).The <strong>study</strong> will also undertake comprehensiveand inclusive consultation with key stakeholdersand the local community that:❯❯considers the local needs and interestsof stakeholders❯❯considers the needs and interests ofstakeholders who are users of the widertransport network including business❯❯provides timely, relevant and accurateinformation about the <strong>study</strong>❯❯facilitates contact and input fromthe community❯❯gives the public the opportunity to provideinput and feedback on the <strong>study</strong>.5. Consultation andcommunication strategyCommunity consultationA key part of the <strong>Rowville</strong> <strong>Rail</strong> Feasibility Studyis to engage with key stakeholders, business,industry and the community.Early engagement will add value to the <strong>study</strong>process through assessing the community’stravel needs and their perspective on currentand future transport requirements for the localarea and surrounds.A range of engagement tools and techniques willbe used as part of the <strong>study</strong> process, includingcommunity workshops and drop in sessions,targeted interviews with key stakeholders and apublic submission process.Significant public consultation will be an integralpart of the <strong>study</strong>. The <strong>study</strong> team will holdfacilitated community and stakeholder meetings,led by the <strong>study</strong> Project Leader.Appropriate opportunities will be identified bythe <strong>study</strong> team to provide major community andstakeholder briefings throughout the progress ofthe <strong>study</strong>.Stakeholder consultationThe following organisations will be amongstthose consulted during the <strong>study</strong>:❯❯Train operators – V/Line, Metro TrainsMelbourne (MTM)❯❯VicRoads❯❯Linking Melbourne Authority (LMA)❯❯Monash University❯❯City of Monash❯❯City of Knox❯❯Shopping centres and businesses in thelocal area.


3Communications strategyand planThe <strong>study</strong> team will prepare a communicationsstrategy and plan in accordance withDepartment of <strong>Transport</strong> requirements andconsider IAP2 guidelines. The communicationsstrategy and plan will determine an appropriateapproach to public consultation.6. Project LeaderThe <strong>study</strong> team will be led by a Project Leaderwho will be the single point of reference and keyliaison with the Department of <strong>Transport</strong>. TheProject Leader will:❯❯coordinate and manage work undertaken bythe <strong>study</strong> team❯❯be the key person involved in briefing andaccompanying Department of <strong>Transport</strong> tostakeholder consultation meetings❯❯lead briefings on <strong>study</strong> direction outcomesto the Department of <strong>Transport</strong> Executiveand Minister for <strong>Public</strong> <strong>Transport</strong>❯❯be well regarded in the transport industryand bring sufficient skill and knowledge tothe role❯❯provide expert opinion and judgementdrawn from tangible experience❯❯lead discussions from a transport, land-useand community perspective.7. Study scopeThe <strong>Rowville</strong> <strong>Rail</strong> Feasibility Study will bedelivered in two phases. This project scope is forPhase 1 only.Phase 2 will develop more detailed proposalssubject to the findings of Phase 1.Cost and durationTotal Cost: $2 million(includes Phase 1 & Phase 2)Duration: Phase 1 mid 2011 – mid 2012Phase 2 mid 2012 – mid 2013Phase 1: Option developmentThe major tasks of Phase 1 are:❯❯an options identification and assessment forthe <strong>Rowville</strong> rail line❯❯a multi-criteria evaluation matrix for theassessment of the rail options❯❯desktop investigations including reviewingexisting reports❯❯engineering and architectural concept plans❯❯a high level constructability proposal andconcept of operations plan❯❯high level costing, demand forecasting,economic analysis and risk analysis❯❯public communication andcommunity consultation❯❯a <strong>feasibility</strong> reportThe <strong>study</strong> will give consideration to minimisingthe social, economic and environmental impactsof construction, operations and maintenance ofthe proposed <strong>Rowville</strong> rail line.<strong>Rail</strong> options assessmentThe <strong>study</strong> team will examine a range of optionsand determine the <strong>feasibility</strong>, cost and riskassociated with each station location and railalignment. The <strong>study</strong> will address the:❯❯location of stations, stabling and turn-backfacilities along the <strong>Rowville</strong> rail line❯❯connection at Huntingdale and proposedtrack configurations❯❯operational strategies❯❯engineering and architectural concepts forthe vertical and horizontal alignments andany road grade separation options❯❯engineering and architectural conceptsfor stations, including Station Access andMobility Plans❯❯preliminary (desktop) geotechnicalinvestigations❯❯grade line and cross section options(including combinations of tunnel, cut andcover, at-grade and elevated structures)
