Instructions to the Tenderer (Bidder)<br />

-: 2 :-<br />

1. Name of the work: “Tender <strong>for</strong> the work of House keeping and Cleanliness Services" of different<br />

Microwave, OFC, Satellite Stations and other sites under the jurisdiction of Addl.GMM ‘NTR’<br />

Shimla and helping the OFC routes parties to dig the road etc. <strong>for</strong> carrying out OFC repair,<br />

caretaking services in Inspection Quarters and other associated works as per specifications laid<br />

down in the <strong>tender</strong> documents.<br />

2. Submission of Tender: - Tenders should be submitted in the following manner:<br />

(a) Technical Bid (ANNEXURE – II) (Sealed Envelope No.-1) should contain<br />

1. Original Tender document duly signed by <strong>tender</strong>er on all pages.<br />

2. Attested copy of PAN card.<br />

3. Attested copy of Income Tax return <strong>for</strong> the financial year 2010-11, (if income Tax payee)<br />

else a declaration is to be given that the bidder is not an Income Tax payee.<br />

4. Attested copy of Service Tax Registration Number.<br />

5. Attested copy of EPF Registration Certificate.<br />

6. Attested Copy of ESI Registration Certificate (wherever ESI is applicable), <strong>for</strong> other stations an<br />

undertaking (attested by Notary Public)) to be given that medical insurance will be submitted<br />

within one month of signing the agreement.<br />

7. Attested copy of Certificate of Registration from Registrar of firms (in case of partnership<br />

firm)/certificate of incorporation from Registrar of companies and copy of Memorandum of<br />

Association (in case of company)/affidavit of ownership (in case of proprietary firm).<br />

8. An undertaking to the effect that labour licence will be obtained & submitted within one<br />

Month of receipt of <strong>for</strong>m -V from the principal employer, However attested copy of Registration<br />

with labour Departmrnt should be submitted along with the bid.<br />

9. Experience certificate of successful completion of work, issued by BSNL/MTNL/DOT/Central<br />

Govt. Organisations/PSU’s/state Govt. related to cleaning, housekeeping and similar works of<br />

unskilled labour during the financial year 2007-08 to 2011-12, mentioning the value of work<br />

executed (value of such work should not be less than 10 Lakhs). Specification given in Para 1 of<br />

NIT. The experience Certificate should be signed by Officer, not below the rank of DGM or<br />

equivalent.<br />

10. Attested copy of Power of attorney in case any person other than <strong>tender</strong>er has signed the<br />

<strong>tender</strong>.<br />

11. A certificate that none of the relatives of Tenderer working in BSNL (as per Annexure – IV).<br />

12. Particulars of Demand Draft amounting to Rs.569/- only as the cost of the Tender<br />

documents (if Tender Documents have been downloaded from the web site) drawn in favour<br />

of Accounts Officer (Cash) BSNL, % The DGMM, NTR, Shimla payable at Shimla.<br />

13. Particulars of Demand Draft amounting to Rs.93060/- only drawn in favour of Accounts<br />

Officer (Cash) BSNL, % The DGMM, NTR, Shimla payable at Shimla towards Earnest Money as<br />

specified in NIT. The EMD of successful bidder shall be converted into security deposit.<br />

Minor irregularities in the bid document filed by the bidder may be ignored/relaxed by the<br />

<strong>tender</strong> opening committee<br />

NOTE: The copy of documents wherever required should be attested by a Gazetted<br />

Officer/Notary Public.<br />

(b) FI�A�CIAL BID (ANNEXURE – III) (Sealed envelope No.-2) should contain:<br />

The quoted rates in the Annexure I with signature and stamp of the <strong>tender</strong>er. Rates should be<br />

quoted in figures as well as in words and should be genuine & reasonable. The bid should contain<br />

rates <strong>for</strong> all the sites given in Annexure I. The bid containing the rates <strong>for</strong> fewer sites will be<br />

summarily rejected.<br />

Both the above sealed envelopes (1 & 2) should be placed in another third envelope and<br />

sealed. The third sealed envelope containing envelopes (I&II) should be prominently marked:<br />

“Tender <strong>for</strong> the work of House Keeping and Cleanliness Services”, addressed to SDE (Admn)<br />

O/o ADDL. GMM “NTR”BSNL Shimla and submitted be<strong>for</strong>e the fixed time. The name and<br />

address of the Bidder should be clearly mentioned on the envelope.<br />
