WINDWARD PROPERTY REPORT
By Pat Corkill — WCSA Property Chair
The summer of 2012 is upon us like a furnace. As this
article is written we are expecting temperatures of over
100 degrees for the next few days, followed by high
90’s. What Mother Nature provided during our first phase
of the Landscape Master Plan – mild winter, early spring
temperatures and above average rainfall; she has taken away
with high temperatures and little rainfall. The new plantings
have waned and wilted in their first year of growth as they
become established. We always had a plan in place for watering
by water truck for the hot summer months of July, August and
September; but we have needed to implement it much earlier
than expected. The new landscape is stressed but holding on as
we continue to monitor the progress. The plants selected and
installed will require very little water once they are established.
We just need to aid them a little more in these times of
drought.
The second phase of the Master Landscape Plan is under way,
which will hopefully wrap up the planting upgrades on all of
our road shoulders by late fall.
The boat launch will be getting a new lake wall installed as the
old one has deteriorated beyond repair over the last 30 years.
As part of this work, the turf at the pavilion will be replaced,
the dock repaired & stained, and the parking lot resurfaced &
painted. This work should be completed by end of fall.
The sports park baseball pavilion has a new roof, the tennis/
basketball wall has been painted, and stairs and picnic benches
have been stained and painted. We are working to upgrade the
trash enclosures by eliminating the old inadequate wood and
adding a refreshed staining to the existing synthetic enclosures.
Many of the enclosures will be moved to new locations where
they will see more use.
The City of Alpharetta has begun work on the crosswalk
linking the boat launch and sports park. The push button
flasher system that notifies cars in both directions that
someone is in the crosswalk has been installed. Next the City
will be installing curb ramps down to a crosswalk, crossing
Lake Windward Drive. Mid-July is the estimated date of
completion.
The landscaping at the Douglas Road roundabout is
installed and doing well. The City has put the installation of
landscaping at the Shirley Bridge & Webb Bridge intersection
on hold until fall brings cooler weather, more conducive
to planting. This also allows time for the City & Georgia
Department of Transportation to work on issues regarding
the newly installed paving. We will continue to work with all
parties to get this work completed in a satisfactory manner.
We continue to work at upgrading and maintaining our
community to keep Windward as the premiere residential
community in North Fulton County. n
MODIFICATIONS AND COVENANTS
COMMITTEE UPDATE
By Georgia Barrow
As a volunteer for our Windward community, I have
served on Windward Community Services Associations
(WCSA) Board of Directors for seven years and I am
presently responsible for two committees: the Modifications
and the Covenants Committees. Most of you know that these
two committees are responsible for homeowner compliance
with all existing Windward covenants, use restrictions and
design guidelines
We are striving to make the process of applying for a
modification easier than ever before and with a quicker
response time. For example, the committee meets for 1st and
the 3rd Wednesday of each month. The meeting of the 1st
Wednesday is held at the Golf Club of Georgia so anyone can
attend. The committee’s members all have extensive real estate
backgrounds in construction, landscape, design or marketing.
We are doing more and more of what we call pre-modification
– before you go out and spend money on plans, stop by and
talk with us. We can tell you right away if the direction you are
headed will be approved and in some cases, since we have an
architect that does all of the reviews, we can make suggestions
that may save you time and money.
We also try to act quickly in cases where someone has failed
to apply but has painters contracted to start. As you are
aware, not applying and going ahead with a modification can
mean penalties, and, if you are doing something that would
not be approved, you may need to make changes after the
fact. The appropriate forms are on the website at
www.windwardcommunity.org
Regarding the covenants committee, we try to make sure
lawns are mowed, mailboxes straightened, homes painted,
trash picked-up, and that your home is cared for. If you see
something that you think we may have overlooked, call
Maggie Stam, our property manager, at Community
Management Associates at (404) 835-9158, or leave a note
anonymously on the website.
If you have any suggestions that can help us improve, we
would like to hear your thoughts. n
COMMUNICATIONS COMMITTEE UPDATE
By Chris Palmer — WCSA Communications Committee Chair
Objectives
1Provide the most useful
information and
features for current
residents and prospective
new homebuyers.
2Improve the transparency
for the activities and
initiatives of the WCSA
Board and various
committees that support
the community.
3Publicize ways our
property management
company (CMA) supports
residents, and encourage
more website and personal
communication of
every type.
4Be the best community we
can be by being engaged.
The WCSA Communications
Committee focus has been
on the above objectives
identified by past WCSA
President Bill Johnson. We
do this via our website, www.
windwardcommunity.org,
the quarterly publication of
the Mainsail, and by working
with CMA along with other
committees — thus making
the WCSA forms and
guidelines for Windward easy
to know about, find, and use.
Who Uses the Website?
The website statistics show good traffic from Windward
residents and significant referrals from realtor websites, and the
sold signs around Windward bear that out.
Residents
• Do you use the regularly updated calendar?
• Have you seen the restaurant discount coupons?
• Did you know you can find most of the requested
documents (tree removal, modifications) under
the Community Governance tab? There are some,
however, like requests for the boat launch fobs, or
board minutes that are for residents only and require
you to sign in.
• Did you see the Rock at the Dock pictures? Residents who
are signed-in can now access photo galleries from Rock
at the Dock and from other social organizations, with
additional galleries to come. Sign-in is required so we can
protect our privacy — especially for our kids.
Prospective Buyers/Realtors
A feature has been added to describe and show on maps
where each neighborhood is located within Windward
and linking it to the National Association of Realtors
website. This provides information to those considering
relocating to this area. The ready-access to community
governance documents and other information that assists
the realtors market in Windward, has also been praised.
In Our Large Community, How Do You Connect?
Your secure profile allows you to let others find you by
searching for residents who have similar interests. Whether it
is art, gardening, wine tasting, kids groups, or just about any
other interest — fostering communications for an engaged
community is the objective.
Contributors, Committee Members, and
Suggestions are Welcome.
The website and the Mainsail encourage you to write about
your interests & expertise, send photos, or participate in the
web discussion groups. Future committee plans include:
continuing to feature interesting Windward people and
their accomplishments, and keeping you up-to-date on
activities. Coming soon are web sections for: Windward
resident-owned businesses, highlights of successful exterior
modification and home landscape/gardens, and improving
communication with new residents in order to help them
more easily join our community. n
Be sure to create your profile now at
www.windwardcommunity.org
and stay tuned for further enhancements!

LAKE COMMITTEE REPORT
By Ed Tessaro — WCSA Lake Committee Chair
Amidst this blistering heat, we hope you’ve all found relief somewhere. In the meantime,
the Lake Committee has been busy taking care of business out there, starting with the
hugely fun, Rock on the Dock party in May. Thanks to Martine Zurinskas and her
Committee of volunteers for their organizational mettle, and the 600+ residents who turned
out to celebrate our community.
In June, the transfer to an electronic gate lock at our Boat Launch was completed, replacing
the very old (and much compromised) lock & key system. First announced six months ago,
the switch was fairly routine, with a few glitches regarding activation of the new electronic
passes, or FOB’s. Thanks to neighbors who were patient with us to get it right. As always,
everything necessary to know about the system, and all lake access, can be found on www.
windwardcommunity.org. A couple things worth restating here – only one FOB can be issued
per residence. The rules that apply regarding resident-only access to the lake, and requirements
for boats launched there are unchanged. As always, be aware.
Each resident was also sent last month, news of the enhanced Courtesy Officer program in
effect for Windward. Our Officers are more visible, uniformed, and cover our common areas
more effectively now, with the use of a small boat, and a higher profile car. The schedule is
random, and intended to further discourage non-residents
intending to use our prized amenity as their own. We
welcome you to introduce yourselves to the Courtesy
Officer team if you haven’t met previously — they plan
to do the same.
As an aside, included below is a resident email received
weeks into the new system. Always a good thing when
neighbors involve themselves in “stuff” going on in
the community.
“Maggie,
Please process my application for two kayaks for the
Windward Lake. If you require any other information
please let me know. I also want to thank you for the
FOB initiative. I’d like to report that it is a huge success
in stopping the outsider traffic in the boat launch area.
My wife and I have wondered about possible break-
ins. We live directly behind the parking area and have
watched over the three years living here multiple outlier
boats launched. With the new enforcement they’ve
seemed to mysteriously disappear from the parking lot.
Frank and Brian have also done a great job explaining
the new standard but not allowing people to enter
without proper registration. So congratulations on the
effort, it is working. Anything I can do to assist please
feel free to contact me. Warm regards, Andy Goddard”
General
• All water testing through
June delivered normal results.
We anticipate the summer’s
extreme heat will produce
more algae, and are planning
accordingly.
• As a reminder —Participate
in Lake Activities At Your
Own Risk!
• Boat Owners: Please
register your email as a
boat person (the form can
be found on our website,
www.winwardcommunity.org
for easy access) and be
included in news you can use
about water levels, fishing
particulars, etc.

GOOD NEIGHBORS :
WINDWARD AND THE GOLF CLUB OF GEORGIA
On June 19 th , the Board of Directors of the Windward
Community Services Association met with two
senior members from The Golf Club of Georgia
(GCOG) to discuss possible plans for building upon and
improving the 21-year relationship between GCOG and the
Windward Community. There are presently more than 100
Windward residents who are GCOG members, and many of
them are among the Club’s most active members.
Every year, GCOG hosts two of the biggest amateur golf
events in the country in The Georgia Cup, which is played in
the spring, and The United States Collegiate Championship
(USCC), in the fall.
The Georgia Cup invites the reigning US Amateur and British
Amateur Champions to play an 18-Hole charity match on
the Lakeside Course. This year’s event took place on April 1st
and 2nd, the week before the Masters, with many Windward
residents taking advantage of the complimentary tickets this
year to see British Amateur Champion Bryden Macpherson of
Australia manage a 2 & 1 victory over United States Amateur
Champion Kelly Kraft.
The USCC will be played Oct. 19-21 on the Lakeside course,
featuring 15 of the nation’s top collegiate men’s golf teams in
a 54-hole team and individual completion. Both events raise
funds through sponsorships from local and national companies
and benefit the scholarship programs of the Georgia State Golf
Association Foundation and The Folds of Honor Foundation.
Information on both tournaments can be found on the golf
club’s website at www.golfclubofgeorgia.com.
Both tournaments bring a great deal of exposure to the club,
and the club wants to share that media coverage with the
Windward community through free advertising and
marketing of the neighborhood during the events, as well
as our highlight shows on Comcast. This advertising will
showcase the gem we know as Windward, to the eyes of the
world. In addition, the club will be offering complimentary
tickets to residents of Windward for the upcoming USCC
tournament. Stay tuned for details on how to request tickets
as we get closer to the tournament.
As part of building our relationship, The Golf Club of Georgia
is asking that the residents of Windward complete a brief
survey that might help tailor preferred membership programs
specifically for Windward residents. Opening up the use of the
club facilities to more outside events involving the community
is also part of the plans for our residents. The survey also allows
for residents to ask questions of the club’s management about
outings, facilities rentals, and membership programs. n
More information about the work between the WCSA Board and
GCOG will be presented in the coming months as the details are
worked out on these new programs. Please visit the survey link
What started out as idea of a
a fantastic community wide
rod in everyone’s hand. At one point the water front was lined
with about 40 kids and families; lots of first time fishers were
out there!
Thank you to all of the community groups that supported
the event in various roles: WARM: parking in the sports park,
WOW: water station & cups, WWC: tattoos & plastic reptiles,
WCSA: first aid, bumper plates, raffle, and LWYC: derby. It was
great to have our community leaders behind the event. If you
are interested in any of these groups please go to the Windward
website for their links, www.windwardcommunity.org.
Special thanks to Ron Bloom who handled all the logistics of
meeting the vendors and ensuring on site planning went so
smooth. And to our courtesy officer Frank, who was always
around lending a much needed hand. Big thanks to Maggie at
the CMA office who handled lots of paperwork and contracts
with the vendors.
Our best guess based on gate entry tally count was well over
600 people participated in the event. There has been awesome
feedback from everyone. The favorites of the night included:
band playing awesome music, Tex Tacos, FREE gelato, fun
fishing, wild animals, face painting and you can never have
enough balloon clowns!
Thanks everyone for coming out supporting the event, but
most of all, thank you to the board of WCSA for taking a
leap of faith on a new idea. Let’s hope we can make this an
annual celebration! n
LAKE WINDWARD YACHT CLUB
Paradise Found on Lake Windward
June 2 nd proved to be the picture perfect day for a
Margaritaville celebration on Lake Windward hosted by the
Yacht Club. 15 pontoon boats and 55 “parrot heads” broke
the record books for a fun evening on the lake! Could you hear
the Buffet music? Did you see the dancing on the pontoon
boats? Did you see the full sized grill perched on the front
of Falkenberg’s boat? There was more island décor than ever
thought possible!
Coveted awards: Best Decorated Boat was a tie between
Bob & Karen Poole and Frazier & Amy Lynn’s boat! Best
dressed parrot heads was Steve & Elizabeth Hooper, and
best appetizer went to Bob & Karen Falkenberg!!! Chris
Palmer gets honorable mention with “cheeseburgers in
paradise”. Thank you to everyone who got into the spirit of
the party! Great turn out — fantastic themed boats, delicious
appetizers, and plenty of dressed up parrot heads!!! Upcoming
WINDWARD RESIDENT RETURNS
FROM ROUND-THE-WORLD SAIL
In June, local neighbor Paul Barrow completed his
childhood dream of circling the globe in a sailboat. In
a saga that began in 2004, Barrow spent a part of each
year moving the family’s 43 foot sailboat from the east coast
of the US, through the Panama Canal and westward through
the Pacific, Indian and Atlantic oceans. The trip was done
in segments, allowing Barrow to return home to family each
year before setting out with a friend as crew on the next leg of
the journey. Overall, the trip covered roughly 35,000 miles,
and included visits to 24 different countries, and innumerable
islands, cultures, traditions, cuisines and languages.
“Following in the wake of some of the world’s greatest explorers
and adventurers was a humbling experience, especially
considering that men like Magellan did not have the GPS
guidance systems and computer enhanced weather forecasting
systems that modern sailors enjoy. Still, a night alone in the
middle of the ocean with the majesty of the stars to light the
3RD ANNUAL WINDWARD FOOD DRIVE
FOR NFCC
Jimmy Gilvin and Mark McKean
The 3 rd Annual Windward Food Drive to support North
Fulton Community Charities is scheduled for Saturday,
September 8th. Every September supplies at the food
pantry run dangerously low as donations during the summer
months run well below average. For the past two years the food
donated by Windward has provided a much needed boost to
their inventories. On an average day NFCC distributes food to
175 to 200 families. They are the predominant charity providing
this aid to those in need.
For additional information about items you can donate or the
drop-off location visit www.windwardfooddrive.weebly.com. You
can also email Mark McKean at mdmckean@bellsouth.net or
Councilman Jimmy Gilvin at jimgilvin@bellsouth.net.
The smiles of the
people and the
unimaginable beauty
of our world form
the indelible collage
which is my memory
of this journey.
way can’t help but leave you in awe of the universe and filled
with a sense of wonder about how it all came to be.
Yes there are storms, pirates, whales and tsunami-trash to be
aware of and hopefully avoided. These, however, are short-lived
challenges easily compensated for by the joy of meeting people
anxious to share their lives and beliefs, and to hear about life
in America — or on a sailboat miles out at sea. Around the
world, most of the people we met (Christian, Hindu, Buddhist
or Muslim) were friendly and helpful. The smiles of the people
and the unimaginable beauty of our world form the indelible
collage which is my memory of this journey”.
Barrow is in the process of culling through the 1000’s of
photographs with the thought of making brief, no-charge
presentations to groups who might like to hear more
about his adventure. If your club or organization would
have any interest, please free to contact Paul at his home
in the Spinnakers. n
NEW, CLOSE PLACE FOR WINE TASTINGS AND DINNERS
Are you tired of having to go to the Perimeter Mall area
to enjoy a wine tasting dinner? Dal Cuore, located
behind the QT at State Bridge and Jones Bridge
specializes in “humble Italian food” and an extensive list of
wines. As for the food being humble, you’ll have to judge, (it
is featured in the 2012 Spring/Summer Dining Out (Atlanta)
Magazine, Urban Spoon has 88% like (92 votes) and Yelp–4.5
Stars) but it seems to be appreciated.
The third Wednesday of every month, owner and wine expert,
Jon Agri and Chef Greg cook up a wine tasting treat at a
very reasonable price. The June event was an appetizers and
wine affair for $20. Raptor Ridge’s Kevin Wiles came in from
Oregon with some of their Pinot Gris and Pinot Noir wines.
The menu consisted of Bruschetta,
Calamari, Prosciutto-wrapped
and homemade “Butterfinger”
truffles.
July’s dinner will be a “tour of
California” and feature wellbalanced,
well-priced wines with an
expected cost of $30.
While the restaurant is open only
in the evenings (Wednesday–
Saturday), next door at the Dal
Cuore Market they sell a large
selection of wines and locally made,
organic food items, like Tuscan herb and blood orange-infused
olive oils, up to 18-year-old aged balsamic vinegars in a variety
of flavors and aged-in-wine-barrels maple syrup.
Wine prices are very reasonable (on par with the large wine
warehouses near the malls) and even better if you join their
wine club, where you can get wines for $2.00 over cost and
work with the Dal Cuore staff to bring in your favorites if the
in-store selections aren’t what you like.
For Windward residents, Dal Cuore has agreed to participate
WINDWARD ASSOCIATION OF RETIRED MEN (WARM)
Windward is fortunate to have a group of men (retired or semi-retired) who meet
weekly for fellowship, presentations/ discussion of timely topics, group activities
and community service. This group is unique in that there are no dues, fees or
assessments and there are no officials or officers. The only requirement is that members live in
Windward now or were previous Windward residents. Currently there are about 70 members.
WARM provides an opportunity for members to meet other “retired” men, develop new
friendships and participate in a variety of sporting, service and social events (some including
spouses). Most of all, it offers a wide range of activities and fellowship with an interesting
group of laid-back men from diverse backgrounds who come together to support each other
when/as needed.
Warm meets for breakfast every Monday morning at 8 a.m. at Artuzzi’s Italian Kitchen located
in Windward Plaza (off Windward Parkway). These one-hour meetings are very informal with
plenty of casual conversation and fellowship over a robust breakfast buffet (a real bargain at $7 00 ).
We often have guest speakers covering various topics of interest.
Founded in 1989, WARM is one of the longest-running groups in Windward. We welcome new
members who would like to join us for fun, fellowship and an active retirement. Interested potential
new members are invited to drop by Artuzzi’s to check us out on Monday’s at 8 a.m. Please call Bing
WINDWARD RESIDENTS IN TOP
TENNIS COMPETITION
From June 29 th through July 3 rd , you could sit as close as your ALTA
matches and watch five Windward residents compete with other rising
tennis pros. Whitney (singles. mixed), Casey (singles, mixed), Michael
Kay (singles), Zach Wagner (singles) and Jack Williams (singles), plus four more from the
Windward Tennis Academy, and one WTA pro were also entered.
The Windward Lake Club hosted the US Open National Playoffs Southern Sectional
Qualifying Tournament for the third year, with the men’s and women’s champions earning
a wild card into the US Open National Playoffs - Men’s Singles and Women’s Singles
Championship held August 17-20 at Yale University The US Open National Championship -
Mixed Doubles will be held August 22-25 at the Billie jean King National Tennis Center.
The USTA created the US Open National Playoffs to expand the footprint of the US Open
to cities nationwide by providing the opportunity for all players 14 years of age and older to
earn a berth into the US Open. The US Open National Playoffs begin as a series of sectional
qualifying tournaments, held in 13 USTA Sections throughout the country, including
Alpharetta. Torrey Hawkins, the club’s tournament director, said, “Last year the US Open
National Playoffs was a huge success, drawing crowds and some of the top players in the
South. We are extremely excited to host the tournament again.”
Qualifying tournaments for the US Nationals at Forest Hills (predecessor of the Open)
started in the mid-1960’s while Windward Lake Club President Dave Power (he competed
in five Grand Slam events reaching the semi-finals in doubles at the Australian Nationals
and the third round of singles at Forest Hills (now the Australian Open and US Open). was
playing. “At that time, we were all amateurs playing for pride and national rankings”, said
Power. “The Nationals attracted a few top international players, but the draw consisted mainly
of American players playing on the USTA summer circuit. Today’s players are from all over the
world. There is no prize money for winning our tournament, but if the winner gets into the
qualifying rounds at Flushing Meadows, even the first round loser gets a nice paycheck.” n
KNOCK-OUT ROSES FOR LUNCH
By Linda Persing, Windward Resident
Ah, the promise of continuous blooming disease free
roses in a pleasing palette of colors. Yet this season
something was chewing the rose leaves from the
ground up. The holes in the leaves and the chew damage were
too small and irregular to be a rabbit with a sweet tooth.
Looking closer, something else was evident. The half inch
red and black insects seemed to come out of nowhere this
spring crawling all over the canes of the rose bushes. The adult
Boxelder Bug is charcoal black with a red chevron stripe on its
back. The nymphs and larvae are bright red. And they were
around my roses in the thousands.
Because of our unusually warm winter, the Boxelder bugs (or
Maple bugs as they are also known) are thriving in record
numbers this year. In addition to the swarms on the ground
they also like to sun on the south facing side of the house.
They leave tiny nicotine like stains of
excrement on the siding which can be
easily washed away. If you step on them
they stink.
Maple and elder trees are their natural
hosts. But before you go cutting down
those trees, Boxelder bugs can fly for blocks
and eradication is nearly impossible. They
can be drowned in a full force of water
from a garden hose and don’t survive if
they land indoors so interior infestation
is unlikely. Some insecticides may work
and often just temporarily because of their
breeding numbers. Poisoning the soil with a broad spectrum
insecticide in an attempt to eradicate these little nuisances is
something I was unwilling to do. To control their numbers,
cleanup debris, clippings or other breeding places around the
exterior of the house and caulk any cracks and crevices that
might provide refuge.
As for my Roses, I trimmed them back, gave them a shot of
Bayer All in One Rose and Flower Care. And that was it. They
are now beginning to bloom again with perfect, lovely leaves. It
appears I did that just as their breeding season was ending, so I
am not sure that was curative or just lucky timing.
And the next time the temperatures dip below zero in mid-
Winter I am going to say a blessing for the benefits of natural
disease control. n
The Opening Act — A Plan Unfolds
I love
it when a plan comes together, especially a good plan. We have hired some of the best
experts in their respective fields — architecture, city planning, retail analysts, landscape
architects, engineers, construction managers, and more — to help us turn the City Center
vision into reality. Their expertise and guidance has been invaluable thus far and we expect
nothing but great things from them and for the project.
Earlier this year I reported to you that the City Center project had begun with the relocation
of Haynes Bridge Road. Since then we have selected Smallwood Reynolds Stewart, Stewart &
Associates and David M Schwarz Architects as the architect and master planner (the “Master
Planner”) for the City Center Project. Both firms joined together to create a combined 68 years
of unique design and planning experience that we are fortunate to have at our disposal. Their
backgrounds include civic, public and private projects. This gives them the experience and vision
to create a design blending the uses and activities that Alpharetta expects for City Center into
a single cohesive plan that works well together. The City Center plan must be, above all things,
successful — for if we build it and no one wants to come, then we will not have achieved our
goals.
There seems to have been a bit of confusion recently over City Center site plans and versions of
those plans. The City issued a plan in May 2011 that was a conversation starter. The plan was
very austere, almost stark, and intended to be a “blank canvas”. It was used to solicit public
opinion regarding whether we should pursue City Center again, displaying the land available
and what it might include. After much public input, the plan was revised in October 2011 into
an artist’s rendering that was used by the City to educate citizens and by a Bond Committee to
promote the bond referendum.
The artist’s rendering did an excellent job of displaying the concepts for the project – a new city
hall, a new parking garage, a town green, park space, water features, future development (by
others) and space for Fulton County to construct a new library branch. The rendering brought
some color and life into the plan thanks to public input, but the core elements remained.
After hiring the Master Planner work immediately began to scrutinize
the artist’s rendering for constructability and functionality. Public input
sessions and hearings were held and the illustrative plan has been refined
into something that can be constructed. The same core elements still
exist, but refinements include:
1
CITY CENTER
By Chris Owens – Alpharetta City Council Post 3, Liaison to Engineering and Public Works
Streets have been reintroduced into the plan
» The artist’s rendering did not include these and we were told by the
Master Planer that access for both cars and people is crucial to the
development’s success. If people cannot easily and conveniently get
to the buildings then they just won’t come. This goes for City Hall,
the Library and the future private development.
The City Center
plan must be,
above all things,
successful — for if
we build it and no
then we will not have
achieved our goals.
6
» These streets will be at an appropriate scale, to include
parallel parking and very wide sidewalks, plus planned
spaces for trees, lights, signs and planters.
» The streets are also being designed such that any one or
all of them can be closed to vehicles and used as public
space for events and festivals like the Taste of Alpharetta,
the Farmer’s Market, Summer Concerts and more. This
will give the City very useful and flexible spaces for many
years to come — something that we currently
lack downtown.
The parking deck has been turned slightly to make more
efficient use of the property. It conforms better to the
elevations of the property, minimizing construction cost
and height of the deck.
City Hall has been moved east slightly. This was done
to accommodate well studied and known dimensions of
city streets/blocks that function and support downtown
merchants and shoppers. It is important that any areas for
future development are planned to accommodate buildings
that are desirable and useful.
A water feature is still included but has evolved into a more
natural, stream-like shape rather than the formal, linear
shape originally shown in 2011.
The library is now shown slightly more to the north, to
better engage the park and other spaces. Plus, the park now
extends further south along Haynes Bridge Road.
Future Development Parcels: Many have expressed concerns
about whether the development will include residential
units and, if so, will they be townhomes, condominiums
or apartments. The opinions on whether residential should
or should not be included are wide and varied, and I
respect them all. I am a believer that active and successful
downtowns are supported by people. People will decide to
arrive in a variety of ways — by car from the fine homes and
offices on Windward Parkway and Haynes Bridge Road;
by bicycle from nearby parks and neighborhoods; by foot
from other stores and from homes that they choose to make
in downtown. I can promise you that I am open-minded
to ideas and uses that will promote an active and successful
downtown, and that I am open to hearing your ideas and
suggestions, but this decision is one that simply has not
been made yet. Some things to keep in mind about the
Future Development Parcels:
» Any uses proposed on the site will be studied and decided
upon as part of future public meetings and hearings.
Whether to include (and how much to include) of certain
specific uses — be it retail, office, or residential — has not
been predetermined.
» The City has no plans (or funds) to act as a developer
for the future development parcels. Market demand and
investor interest will dictate the timing of construction
for these buildings. Our adopted plan shows what the
buildings might look like, but no decision has been made
regarding actual uses or structures.
» The City will grade and prepare these parcels for
development. Since the timing of these buildings is
unknown, we plan to install landscaping and grass lawns
on each parcel, and sidewalks around them, so that they
will be attractive and useful to the public until it is time
for construction.
» We will also go through a public process to adopt design
and architectural guidelines for the future development
parcels so that we have an overall project that looks like it
“belongs” in Alpharetta.
City Council voted to adopt the refined Illustrative Site Plan
on June 18, 2012. The adoption of this plan is a big step for the
project, but only the first of many. There are still meetings,
discussions and input sessions to be held for decisions such
as architectural standards, possible uses for the future
development parcels, the interior and exterior designs of City
Hall and many other items. City Council will be reaching
out to the community for more help as this plan evolves and
is implemented.
This is proving to be an exciting journey and I hope that you
all will participate along the way. What an amazing time for
our City! Please know that I am open to any and all questions,
comments, concerns or otherwise that anyone has at any time.
This is a community effort and we all want it to be a success. n
FINANCIAL UPDATE
By Chris Owens
We have completed the fourth
quarter of our Fiscal Year
2012 and will begin Fiscal Year 2013 on July 1,
2012. Through May, we have collected 98% ($47 million) of
our $48.1 million budgeted revenue. This pace exceeds the prior
fiscal year; therefore we have adjusted our anticipated revenues
up by an additional $2.25 million. All this is even better news
considering that our Departments have only spent 87% of their
budgeted amounts through the same period. Our government
continues to budget, and operate, within its means.
The City recently advertised side-by-side, a tax increase and a
tax decrease for Budget Year 2013, which begins July 1, 2012.
We increased our base operating millage rate and decreased our
bond millage rate by a corresponding equal amount. Therefore,
our total millage stayed level at 5.75 mills. This reallocation of
our tax structure will allow us to pay for ordinary maintenance
and recurring items (such as road paving) out of our annual
operating funds rather than bond funds. The lowered bond
millage rate reflects past debts that have been repaid while
meeting obligations for current items such as active bonds
like City Center. This is a much more responsible method of
funding our needs and will serve the City well going forward.
I hope you all enjoy a happy and healthy summer! If anyone
has questions about City projects, comments on how we can
improve, or anything at all – please let me know. I can be
reached at cowens@alpharetta.ga.us, or 404-518-5505. Again,
thank you for allowing me to serve you. It is truly an honor
and a pleasure. n
EXPANDING MINDS
Guiding a child towards reaching their fullest potential
What is Montessori?
Developed by Dr. Maria Montessori in the late1800’s
the now internationally renowned doctor and
educator created a method of education based
on her scientific observations of how children developed
naturally. Dr. Montessori knew in order to best educate each
individual child one must use careful observation, as well as
the knowledge and research of child development. A teacher
must not only be a guide, as teachers are referred to in the
Montessori classroom, but also an observant scientist. Dr.
Montessori recognized that each child, in a carefully prepared
environment possessed an endless ability to absorb as much
knowledge as they are exposed to. This led her to proclaim
that all children regardless of socio-economic status were
capable of: • Intense concentration • Keen observation • A love
of order and repetition • A need to work • Freedom within
limits • Meaningful reflection. The classroom guide has the
responsibility of preparing the materials and environment
which will best aid the individual child’s development.
Furthermore the guide is charged with keen observation
which allows him/her to respond to the child when assistance
is needed. Teacher training includes methods in how to
develop the child’s independence, sense of responsibility,
self-discipline, and cooperation. At the Montessori Academy
we strive to develop the whole child. Dr. Montessori said “If
education is always to be conceived along the same antiquated
lines of a mere transmission of knowledge, there is little to
be hoped from it in the bettering of man’s future. For what
is the use of transmitting knowledge if the individual’s total
development lags behind?“(1949). All of our students are more
than capable of learning facts and figures but it is developing
those relationships between each other and the world which
allows the individuals to develop into human beings who use
their gifts of intelligence as well
as compassion in relating to their
environment. Dr. Montessori
The hands are the instruments
of man’s intelligence.
— Dr. Maria Montessori
believed her methods not only
prepared the child for a successful
education but also for a successful
life. This is Montessori!
When entering the doors of the
Montessori Academy at Sharon
Springs the feeling of walking

Education is a natural process carried
out by the child and is not acquired by
listening to words but by experiences in
the environment.
— Dr. Maria Montessori
into a home is coupled with the embrace of education. “Our
students and their parents are part of our Montessori family,”
asserted Katherine Lindaman, Head of School. This same
feeling of home is sensed at the new Montessori Academy at
Vickery, that opened in June of 2011. The Montessori education
system has been successfully implemented worldwide for over
100 years. Since 2004, the Montessori Academy has guided
children ages 18 months to 15 years of age. The Montessori
Academy students have enjoyed this systematic method of
education-based upon careful research. A Montessori classroom
is an environment filled with appropriate physical concrete
materials, and carefully planned arrangements; inviting
learning through exploration and interaction. “Montessori
values children’s independence, and defined what many today
refer to as child-centered education and active learning”,
Lindaman explained. “We believe in following the child and
guiding parents who are a part of our community”. Our staff
works towards one common goal, “what is best for the child”.
Dedicated teachers, parents, volunteers, enthusiastic students
and a “second-to-none” curriculum, are at the forefront of
this successful school where education thrives and students
learn. The foundation of the community is consistent, positive,
caring relationships between the adults and children, among
children, among teachers, and between teachers and families.
Instead of having a teacher in a traditional sense the learning
comes through working with the materials, peer teaching, and
guidance as lead by the Montessori teacher. Providing a child
an opportunity to learn in a Montessori environment is a rich
and rewarding experience for the child allowing the child to
reach their fullest potential. n
WHAT KIND OF MULCH SHOULD I USE?
Over the last 10 years, there have been many new and
different options offered to the Atlanta market on the
type of mulch that can be used for your bed areas.
The traditional mulch for the Piedmont region has been pine
straw for the last fifty years. Today there are numerous types
of mulch such as ground, hardwood, and pine being offered as
choices. Dyed mulches have also become extremely popular.
While these mulches are very good in covering bed areas and
last longer than pine straw, there can be long term issues when
using these products. The most typical horticulture issue is
this mulch is slow to decay so it can begin building up on the
foliage and stems of plants, causing plant decline. Buildup of
mulch can cause plant stem rot and create different fungus
related problems. If ground mulch is not properly composted, it
can also cause plant decline due to the decomposition process,
depleting nitrogen during its decaying process.
OLM recommends to our residential and commercial
customers to use pine straw. It decays and becomes organic
material in the soil much quicker and is much less likely
to buildup on stems of plants, eliminating many of the
horticulture issues that are created. We also recommend that
our customers avoid using the brightly colored dyed hardwood
mulches. We believe that the ground should not be the focus of
your horticultural expertise. Many times the brightly colored
mulches really stand out, do not look natural, and draw
attention to any weak areas in your planted beds.
OLM would recommend that the residents of Windward
strongly consider using pine straw as their mulch. n
