WINDWARD PROPERTY REPORT<br />

The summer of 2012 is upon us like a furnace. As this<br />
article is written we are expecting temperatures of over<br />
100 degrees for the next few days, followed by high<br />
90’s. What Mother Nature provided during our first phase<br />
of the Landscape Master Plan – mild winter, early spring<br />
temperatures and above average rainfall; she has taken away<br />
with high temperatures and little rainfall. The new plantings<br />
have waned and wilted in their first year of growth as they<br />
become established. We always had a plan in place for watering<br />
by water truck for the hot summer months of July, August and<br />
September; but we have needed to implement it much earlier<br />
than expected. The new landscape is stressed but holding on as<br />
we continue to monitor the progress. The plants selected and<br />
installed will require very little water once they are established.<br />
We just need to aid them a little more in these times of<br />
drought.<br />
The second phase of the Master Landscape Plan is under way,<br />
which will hopefully wrap up the planting upgrades on all of<br />
our road shoulders by late fall.<br />
The boat launch will be getting a new lake wall installed as the<br />
old one has deteriorated beyond repair over the last 30 years.<br />
As part of this work, the turf at the pavilion will be replaced,<br />
the dock repaired & stained, and the parking lot resurfaced &<br />
painted. This work should be completed by end of fall.<br />

The sports park baseball pavilion has a new roof, the tennis/<br />
basketball wall has been painted, and stairs and picnic benches<br />
have been stained and painted. We are working to upgrade the<br />
trash enclosures by eliminating the old inadequate wood and<br />
adding a refreshed staining to the existing synthetic enclosures.<br />
Many of the enclosures will be moved to new locations where<br />
they will see more use.<br />
The City of Alpharetta has begun work on the crosswalk<br />
linking the boat launch and sports park. The push button<br />
flasher system that notifies cars in both directions that<br />
someone is in the crosswalk has been installed. Next the City<br />
will be installing curb ramps down to a crosswalk, crossing<br />
Lake <strong>Windward</strong> Drive. Mid-July is the estimated date of<br />
completion.<br />
The landscaping at the Douglas Road roundabout is<br />
installed and doing well. The City has put the installation of<br />
landscaping at the Shirley Bridge & Webb Bridge intersection<br />
on hold until fall brings cooler weather, more conducive<br />
to planting. This also allows time for the City & Georgia<br />
Department of Transportation to work on issues regarding<br />
the newly installed paving. We will continue to work with all<br />
parties to get this work completed in a satisfactory manner.<br />
We continue to work at upgrading and maintaining our<br />
community to keep <strong>Windward</strong> as the premiere residential<br />
community in North Fulton County. n<br />

MODIFICATIONS AND COVENANTS<br />
COMMITTEE UPDATE<br />

As a volunteer for our <strong>Windward</strong> community, I have<br />
served on <strong>Windward</strong> <strong>Community</strong> Services <strong>Associations</strong><br />
(WCSA) Board of Directors for seven years and I am<br />
presently responsible for two committees: the Modifications<br />
and the Covenants Committees. Most of you know that these<br />
two committees are responsible for homeowner compliance<br />
with all existing <strong>Windward</strong> covenants, use restrictions and<br />
design guidelines<br />
We are striving to make the process of applying for a<br />
modification easier than ever before and with a quicker<br />
response time. For example, the committee meets for 1st and<br />
the 3rd Wednesday of each month. The meeting of the 1st<br />
Wednesday is held at the Golf Club of Georgia so anyone can<br />
attend. The committee’s members all have extensive real estate<br />
backgrounds in construction, landscape, design or marketing.<br />
We are doing more and more of what we call pre-modification<br />
– before you go out and spend money on plans, stop by and<br />
talk with us. We can tell you right away if the direction you are<br />
headed will be approved and in some cases, since we have an<br />
architect that does all of the reviews, we can make suggestions<br />
that may save you time and money.<br />
We also try to act quickly in cases where someone has failed<br />
to apply but has painters contracted to start. As you are<br />
aware, not applying and going ahead with a modification can<br />
mean penalties, and, if you are doing something that would<br />
not be approved, you may need to make changes after the<br />
fact. The appropriate forms are on the website at<br />
www.windwardcommunity.org<br />
Regarding the covenants committee, we try to make sure<br />
lawns are mowed, mailboxes straightened, homes painted,<br />
trash picked-up, and that your home is cared for. If you see<br />
something that you think we may have overlooked, call<br />

• Did you know you can find most of the requested<br />
documents (tree removal, modifications) under<br />

board minutes that are for residents only and require<br />

• Did you see the Rock at the Dock pictures? Residents who<br />
are signed-in can now access photo galleries from Rock<br />
at the Dock and from other social organizations, with<br />
additional galleries to come. Sign-in is required so we can<br />
protect our privacy — especially for our kids.<br />
Prospective Buyers/Realtors<br />
A feature has been added to describe and show on maps<br />
where each neighborhood is located within <strong>Windward</strong><br />
and linking it to the National Association of Realtors<br />
website. This provides information to those considering<br />
relocating to this area. The ready-access to community<br />
governance documents and other information that assists<br />
the realtors market in <strong>Windward</strong>, has also been praised.<br />
In Our Large <strong>Community</strong>, How Do You Connect?<br />
Your secure profile allows you to let others find you by<br />
searching for residents who have similar interests. Whether it<br />
is art, gardening, wine tasting, kids groups, or just about any<br />
other interest — fostering communications for an engaged<br />
community is the objective.<br />

LAKE COMMITTEE REPORT<br />

Amidst this blistering heat, we hope you’ve all found relief somewhere. In the meantime,<br />
the Lake Committee has been busy taking care of business out there, starting with the<br />
hugely fun, Rock on the Dock party in May. Thanks to Martine Zurinskas and her<br />
Committee of volunteers for their organizational mettle, and the 600+ residents who turned<br />
out to celebrate our community.<br />
In June, the transfer to an electronic gate lock at our Boat Launch was completed, replacing<br />
the very old (and much compromised) lock & key system. First announced six months ago,<br />
the switch was fairly routine, with a few glitches regarding activation of the new electronic<br />
passes, or FOB’s. Thanks to neighbors who were patient with us to get it right. As always,<br />
everything necessary to know about the system, and all lake access, can be found on www.<br />
windwardcommunity.org. A couple things worth restating here – only one FOB can be issued<br />
per residence. The rules that apply regarding resident-only access to the lake, and requirements<br />
for boats launched there are unchanged. As always, be aware.<br />
Each resident was also sent last month, news of the enhanced Courtesy Officer program in<br />
effect for <strong>Windward</strong>. Our Officers are more visible, uniformed, and cover our common areas<br />
more effectively now, with the use of a small boat, and a higher profile car. The schedule is<br />
random, and intended to further discourage non-residents<br />
intending to use our prized amenity as their own. We<br />
welcome you to introduce yourselves to the Courtesy<br />
Officer team if you haven’t met previously — they plan<br />
to do the same.<br />
As an aside, included below is a resident email received<br />
weeks into the new system. Always a good thing when<br />
neighbors involve themselves in “stuff” going on in<br />
the community.<br />

FOB initiative. I’d like to report that it is a huge success<br />

ins. We live directly behind the parking area and have<br />
watched over the three years living here multiple outlier<br />
boats launched. With the new enforcement they’ve<br />
seemed to mysteriously disappear from the parking lot.<br />
Frank and Brian have also done a great job explaining<br />
the new standard but not allowing people to enter<br />
without proper registration. So congratulations on the<br />
effort, it is working. Anything I can do to assist please<br />

GOOD NEIGHBORS :<br />
WINDWARD AND THE GOLF CLUB OF GEORGIA<br />
On June 19 th , the Board of Directors of the <strong>Windward</strong><br />
<strong>Community</strong> Services Association met with two<br />
senior members from The Golf Club of Georgia<br />
(GCOG) to discuss possible plans for building upon and<br />
improving the 21-year relationship between GCOG and the<br />
<strong>Windward</strong> <strong>Community</strong>. There are presently more than 100<br />
<strong>Windward</strong> residents who are GCOG members, and many of<br />
them are among the Club’s most active members.<br />
Every year, GCOG hosts two of the biggest amateur golf<br />
events in the country in The Georgia Cup, which is played in<br />
the spring, and The United States Collegiate Championship<br />
(USCC), in the fall.<br />
The Georgia Cup invites the reigning US Amateur and British<br />
Amateur Champions to play an 18-Hole charity match on<br />
the Lakeside Course. This year’s event took place on April 1st<br />
and 2nd, the week before the Masters, with many <strong>Windward</strong><br />
residents taking advantage of the complimentary tickets this<br />
year to see British Amateur Champion Bryden Macpherson of<br />
Australia manage a 2 & 1 victory over United States Amateur<br />
Champion Kelly Kraft.<br />
The USCC will be played Oct. 19-21 on the Lakeside course,<br />
featuring 15 of the nation’s top collegiate men’s golf teams in<br />
a 54-hole team and individual completion. Both events raise<br />
funds through sponsorships from local and national companies<br />
and benefit the scholarship programs of the Georgia State Golf<br />
Association Foundation and The Folds of Honor Foundation.<br />
Information on both tournaments can be found on the golf<br />
club’s website at www.golfclubofgeorgia.com.<br />
Both tournaments bring a great deal of exposure to the club,<br />
and the club wants to share that media coverage with the<br />
<strong>Windward</strong> community through free advertising and<br />
marketing of the neighborhood during the events, as well<br />
as our highlight shows on Comcast. This advertising will<br />
showcase the gem we know as <strong>Windward</strong>, to the eyes of the<br />
world. In addition, the club will be offering complimentary<br />
tickets to residents of <strong>Windward</strong> for the upcoming USCC<br />
tournament. Stay tuned for details on how to request tickets<br />
as we get closer to the tournament.<br />

club facilities to more outside events involving the community<br />
is also part of the plans for our residents. The survey also allows<br />
for residents to ask questions of the club’s management about<br />
outings, facilities rentals, and membership programs. n<br />

What started out as idea of a<br />
little lake event turned into<br />
a fantastic community wide<br />
event supported by so many clubs and<br />
residents. Thank you to everyone who took<br />
a leadership role and got their friends/clubs/neighbors involved.<br />
It was a great way to kick off the summer season and celebrate<br />
our greatest amenity — the beautiful lake, but most of all, to<br />
celebrate our community.<br />
The 5th Annual Fishing Derby, supported by the Lake<br />
<strong>Windward</strong> Yacht Club, was a huge success with over 60<br />
registered in the derby. Many great fish were caught and we<br />

The Family Fun fishing organized by Mike Knottek and run<br />
by Ken of Southern Fishing Schools did a great job of getting a<br />
rod in everyone’s hand. At one point the water front was lined<br />
with about 40 kids and families; lots of first time fishers were<br />
out there!<br />
Thank you to all of the community groups that supported<br />
the event in various roles: WARM: parking in the sports park,<br />
WOW: water station & cups, WWC: tattoos & plastic reptiles,<br />
WCSA: first aid, bumper plates, raffle, and LWYC: derby. It was<br />
great to have our community leaders behind the event. If you<br />

Special thanks to Ron Bloom who handled all the logistics of<br />

with the vendors.<br />
Our best guess based on gate entry tally count was well over<br />
600 people participated in the event. There has been awesome<br />
feedback from everyone. The favorites of the night included:<br />
band playing awesome music, Tex Tacos, FREE gelato, fun<br />
fishing, wild animals, face painting and you can never have<br />
enough balloon clowns!<br />
Thanks everyone for coming out supporting the event, but<br />

June 2 nd proved to be the picture perfect day for a<br />
Margaritaville celebration on Lake <strong>Windward</strong> hosted by the<br />
Yacht Club. 15 pontoon boats and 55 “parrot heads” broke<br />
the record books for a fun evening on the lake! Could you hear<br />
the Buffet music? Did you see the dancing on the pontoon<br />
boats? Did you see the full sized grill perched on the front<br />
of Falkenberg’s boat? There was more island décor than ever<br />
thought possible!<br />
Coveted awards: Best Decorated Boat was a tie between<br />
Bob & Karen Poole and Frazier & Amy Lynn’s boat! Best<br />
dressed parrot heads was Steve & Elizabeth Hooper, and<br />

WINDWARD RESIDENT RETURNS<br />
FROM ROUND-THE-WORLD SAIL<br />
In June, local neighbor Paul Barrow completed his<br />
childhood dream of circling the globe in a sailboat. In<br />
a saga that began in 2004, Barrow spent a part of each<br />
year moving the family’s 43 foot sailboat from the east coast<br />
of the US, through the Panama Canal and westward through<br />
the Pacific, Indian and Atlantic oceans. The trip was done<br />
in segments, allowing Barrow to return home to family each<br />
year before setting out with a friend as crew on the next leg of<br />
the journey. Overall, the trip covered roughly 35,000 miles,<br />
and included visits to 24 different countries, and innumerable<br />
islands, cultures, traditions, cuisines and languages.<br />
“Following in the wake of some of the world’s greatest explorers<br />
and adventurers was a humbling experience, especially<br />
considering that men like Magellan did not have the GPS<br />
guidance systems and computer enhanced weather forecasting<br />
systems that modern sailors enjoy. Still, a night alone in the<br />
middle of the ocean with the majesty of the stars to light the<br />

The 3 rd Annual <strong>Windward</strong> Food Drive to support North<br />
Fulton <strong>Community</strong> Charities is scheduled for Saturday,<br />
September 8th. Every September supplies at the food<br />
pantry run dangerously low as donations during the summer<br />
months run well below average. For the past two years the food<br />
donated by <strong>Windward</strong> has provided a much needed boost to<br />
their inventories. On an average day NFCC distributes food to<br />
175 to 200 families. They are the predominant charity providing<br />
this aid to those in need.<br />

in America — or on a sailboat miles out at sea. Around the<br />
world, most of the people we met (Christian, Hindu, Buddhist<br />
or Muslim) were friendly and helpful. The smiles of the people<br />
and the unimaginable beauty of our world form the indelible<br />
collage which is my memory of this journey”.<br />

WINDWARD ASSOCIATION OF RETIRED MEN (WARM)<br />
<strong>Windward</strong> is fortunate to have a group of men (retired or semi-retired) who meet<br />
weekly for fellowship, presentations/ discussion of timely topics, group activities<br />
and community service. This group is unique in that there are no dues, fees or<br />
assessments and there are no officials or officers. The only requirement is that members live in<br />
<strong>Windward</strong> now or were previous <strong>Windward</strong> residents. Currently there are about 70 members.<br />
WARM provides an opportunity for members to meet other “retired” men, develop new<br />
friendships and participate in a variety of sporting, service and social events (some including<br />
spouses). Most of all, it offers a wide range of activities and fellowship with an interesting<br />
group of laid-back men from diverse backgrounds who come together to support each other<br />
when/as needed.<br />
Warm meets for breakfast every Monday morning at 8 a.m. at Artuzzi’s Italian Kitchen located<br />
in <strong>Windward</strong> Plaza (off <strong>Windward</strong> Parkway). These one-hour meetings are very informal with<br />
plenty of casual conversation and fellowship over a robust breakfast buffet (a real bargain at $7 00 ).<br />
We often have guest speakers covering various topics of interest.<br />
Founded in 1989, WARM is one of the longest-running groups in <strong>Windward</strong>. We welcome new<br />
members who would like to join us for fun, fellowship and an active retirement. Interested potential<br />

TENNIS COMPETITION<br />
From June 29 th through July 3 rd , you could sit as close as your ALTA<br />
matches and watch five <strong>Windward</strong> residents compete with other rising<br />
tennis pros. Whitney (singles. mixed), Casey (singles, mixed), Michael<br />
Kay (singles), Zach Wagner (singles) and Jack Williams (singles), plus four more from the<br />
<strong>Windward</strong> Tennis Academy, and one WTA pro were also entered.<br />
The <strong>Windward</strong> Lake Club hosted the US Open National Playoffs Southern Sectional<br />
Qualifying Tournament for the third year, with the men’s and women’s champions earning<br />
a wild card into the US Open National Playoffs - Men’s Singles and Women’s Singles<br />
Championship held August 17-20 at Yale University The US Open National Championship -<br />
Mixed Doubles will be held August 22-25 at the Billie jean King National Tennis Center.<br />
The USTA created the US Open National Playoffs to expand the footprint of the US Open<br />
to cities nationwide by providing the opportunity for all players 14 years of age and older to<br />
earn a berth into the US Open. The US Open National Playoffs begin as a series of sectional<br />
qualifying tournaments, held in 13 USTA Sections throughout the country, including<br />
Alpharetta. Torrey Hawkins, the club’s tournament director, said, “Last year the US Open<br />
National Playoffs was a huge success, drawing crowds and some of the top players in the<br />
South. We are extremely excited to host the tournament again.”<br />
Qualifying tournaments for the US Nationals at Forest Hills (predecessor of the Open)<br />
started in the mid-1960’s while <strong>Windward</strong> Lake Club President Dave Power (he competed<br />
in five Grand Slam events reaching the semi-finals in doubles at the Australian Nationals<br />
and the third round of singles at Forest Hills (now the Australian Open and US Open). was<br />
playing. “At that time, we were all amateurs playing for pride and national rankings”, said<br />
Power. “The Nationals attracted a few top international players, but the draw consisted mainly<br />
of American players playing on the USTA summer circuit. Today’s players are from all over the<br />
world. There is no prize money for winning our tournament, but if the winner gets into the<br />
qualifying rounds at Flushing Meadows, even the first round loser gets a nice paycheck.” n<br />

KNOCK-OUT ROSES FOR LUNCH<br />

Ah, the promise of continuous blooming disease free<br />
roses in a pleasing palette of colors. Yet this season<br />
something was chewing the rose leaves from the<br />
ground up. The holes in the leaves and the chew damage were<br />
too small and irregular to be a rabbit with a sweet tooth.<br />
Looking closer, something else was evident. The half inch<br />
red and black insects seemed to come out of nowhere this<br />
spring crawling all over the canes of the rose bushes. The adult<br />
Boxelder Bug is charcoal black with a red chevron stripe on its<br />
back. The nymphs and larvae are bright red. And they were<br />
around my roses in the thousands.<br />
Because of our unusually warm winter, the Boxelder bugs (or<br />
Maple bugs as they are also known) are thriving in record<br />
numbers this year. In addition to the swarms on the ground<br />
they also like to sun on the south facing side of the house.<br />
They leave tiny nicotine like stains of<br />
excrement on the siding which can be<br />
easily washed away. If you step on them<br />
they stink.<br />
Maple and elder trees are their natural<br />
hosts. But before you go cutting down<br />
those trees, Boxelder bugs can fly for blocks<br />
and eradication is nearly impossible. They<br />
can be drowned in a full force of water<br />
from a garden hose and don’t survive if<br />
they land indoors so interior infestation<br />
is unlikely. Some insecticides may work<br />
and often just temporarily because of their<br />
breeding numbers. Poisoning the soil with a broad spectrum<br />
insecticide in an attempt to eradicate these little nuisances is<br />
something I was unwilling to do. To control their numbers,<br />
cleanup debris, clippings or other breeding places around the<br />
exterior of the house and caulk any cracks and crevices that<br />
might provide refuge.<br />
As for my Roses, I trimmed them back, gave them a shot of<br />
Bayer All in One Rose and Flower Care. And that was it. They<br />
are now beginning to bloom again with perfect, lovely leaves. It<br />
appears I did that just as their breeding season was ending, so I<br />
am not sure that was curative or just lucky timing.<br />
And the next time the temperatures dip below zero in mid-<br />
Winter I am going to say a blessing for the benefits of natural<br />
disease control. n<br />

The Opening Act — A Plan Unfolds<br />
I love<br />
it when a plan comes together, especially a good plan. We have hired some of the best<br />
experts in their respective fields — architecture, city planning, retail analysts, landscape<br />
architects, engineers, construction managers, and more — to help us turn the City Center<br />
vision into reality. Their expertise and guidance has been invaluable thus far and we expect<br />
nothing but great things from them and for the project.<br />
Earlier this year I reported to you that the City Center project had begun with the relocation<br />
of Haynes Bridge Road. Since then we have selected Smallwood Reynolds Stewart, Stewart &<br />
Associates and David M Schwarz Architects as the architect and master planner (the “Master<br />
Planner”) for the City Center Project. Both firms joined together to create a combined 68 years<br />
of unique design and planning experience that we are fortunate to have at our disposal. Their<br />
backgrounds include civic, public and private projects. This gives them the experience and vision<br />
to create a design blending the uses and activities that Alpharetta expects for City Center into<br />
a single cohesive plan that works well together. The City Center plan must be, above all things,<br />
successful — for if we build it and no one wants to come, then we will not have achieved our<br />
goals.<br />
There seems to have been a bit of confusion recently over City Center site plans and versions of<br />
those plans. The City issued a plan in May 2011 that was a conversation starter. The plan was<br />
very austere, almost stark, and intended to be a “blank canvas”. It was used to solicit public<br />
opinion regarding whether we should pursue City Center again, displaying the land available<br />
and what it might include. After much public input, the plan was revised in October 2011 into<br />
an artist’s rendering that was used by the City to educate citizens and by a Bond Committee to<br />
promote the bond referendum.<br />
The artist’s rendering did an excellent job of displaying the concepts for the project – a new city<br />
hall, a new parking garage, a town green, park space, water features, future development (by<br />
others) and space for Fulton County to construct a new library branch. The rendering brought<br />
some color and life into the plan thanks to public input, but the core elements remained.<br />
After hiring the Master Planner work immediately began to scrutinize<br />
the artist’s rendering for constructability and functionality. Public input<br />
sessions and hearings were held and the illustrative plan has been refined<br />
into something that can be constructed. The same core elements still<br />
exist, but refinements include:<br />

» These streets will be at an appropriate scale, to include<br />
parallel parking and very wide sidewalks, plus planned<br />
spaces for trees, lights, signs and planters.<br />
» The streets are also being designed such that any one or<br />
all of them can be closed to vehicles and used as public<br />
space for events and festivals like the Taste of Alpharetta,<br />
the Farmer’s Market, Summer Concerts and more. This<br />
will give the City very useful and flexible spaces for many<br />
years to come — something that we currently<br />
lack downtown.<br />
The parking deck has been turned slightly to make more<br />
efficient use of the property. It conforms better to the<br />
elevations of the property, minimizing construction cost<br />
and height of the deck.<br />
City Hall has been moved east slightly. This was done<br />
to accommodate well studied and known dimensions of<br />
city streets/blocks that function and support downtown<br />
merchants and shoppers. It is important that any areas for<br />
future development are planned to accommodate buildings<br />
that are desirable and useful.<br />
A water feature is still included but has evolved into a more<br />
natural, stream-like shape rather than the formal, linear<br />
shape originally shown in 2011.<br />
The library is now shown slightly more to the north, to<br />
better engage the park and other spaces. Plus, the park now<br />
extends further south along Haynes Bridge Road.<br />
Future Development Parcels: Many have expressed concerns<br />
about whether the development will include residential<br />
units and, if so, will they be townhomes, condominiums<br />
or apartments. The opinions on whether residential should<br />
or should not be included are wide and varied, and I<br />
respect them all. I am a believer that active and successful<br />
downtowns are supported by people. People will decide to<br />
arrive in a variety of ways — by car from the fine homes and<br />
offices on <strong>Windward</strong> Parkway and Haynes Bridge Road;<br />
by bicycle from nearby parks and neighborhoods; by foot<br />
from other stores and from homes that they choose to make<br />
in downtown. I can promise you that I am open-minded<br />
to ideas and uses that will promote an active and successful<br />
downtown, and that I am open to hearing your ideas and<br />
suggestions, but this decision is one that simply has not<br />
been made yet. Some things to keep in mind about the<br />
Future Development Parcels:<br />
» Any uses proposed on the site will be studied and decided<br />
upon as part of future public meetings and hearings.<br />
Whether to include (and how much to include) of certain<br />
specific uses — be it retail, office, or residential — has not<br />
been predetermined.<br />
» The City has no plans (or funds) to act as a developer<br />
for the future development parcels. Market demand and<br />
investor interest will dictate the timing of construction<br />
for these buildings. Our adopted plan shows what the<br />
buildings might look like, but no decision has been made<br />
regarding actual uses or structures.<br />
» The City will grade and prepare these parcels for<br />
development. Since the timing of these buildings is<br />
unknown, we plan to install landscaping and grass lawns<br />
on each parcel, and sidewalks around them, so that they<br />
will be attractive and useful to the public until it is time<br />
for construction.<br />
» We will also go through a public process to adopt design<br />
and architectural guidelines for the future development<br />
parcels so that we have an overall project that looks like it<br />
“belongs” in Alpharetta.<br />
City Council voted to adopt the refined Illustrative Site Plan<br />
on June 18, 2012. The adoption of this plan is a big step for the<br />
project, but only the first of many. There are still meetings,<br />
discussions and input sessions to be held for decisions such<br />
as architectural standards, possible uses for the future<br />
development parcels, the interior and exterior designs of City<br />
Hall and many other items. City Council will be reaching<br />
out to the community for more help as this plan evolves and<br />
is implemented.<br />
This is proving to be an exciting journey and I hope that you<br />
all will participate along the way. What an amazing time for<br />
our City! Please know that I am open to any and all questions,<br />
comments, concerns or otherwise that anyone has at any time.<br />
This is a community effort and we all want it to be a success. n<br />
FINANCIAL UPDATE<br />

We have completed the fourth<br />
quarter of our Fiscal Year<br />
2012 and will begin Fiscal Year 2013 on July 1,<br />
2012. Through May, we have collected 98% ($47 million) of<br />
our $48.1 million budgeted revenue. This pace exceeds the prior<br />
fiscal year; therefore we have adjusted our anticipated revenues<br />
up by an additional $2.25 million. All this is even better news<br />
considering that our Departments have only spent 87% of their<br />
budgeted amounts through the same period. Our government<br />
continues to budget, and operate, within its means.<br />
The City recently advertised side-by-side, a tax increase and a<br />
tax decrease for Budget Year 2013, which begins July 1, 2012.<br />
We increased our base operating millage rate and decreased our<br />
bond millage rate by a corresponding equal amount. Therefore,<br />
our total millage stayed level at 5.75 mills. This reallocation of<br />
our tax structure will allow us to pay for ordinary maintenance<br />
and recurring items (such as road paving) out of our annual<br />
operating funds rather than bond funds. The lowered bond<br />
millage rate reflects past debts that have been repaid while<br />
meeting obligations for current items such as active bonds<br />
like City Center. This is a much more responsible method of<br />
funding our needs and will serve the City well going forward.<br />

Guiding a child towards reaching their fullest potential<br />
What is Montessori?<br />
Developed by Dr. Maria Montessori in the late1800’s<br />
the now internationally renowned doctor and<br />
educator created a method of education based<br />
on her scientific observations of how children developed<br />
naturally. Dr. Montessori knew in order to best educate each<br />
individual child one must use careful observation, as well as<br />
the knowledge and research of child development. A teacher<br />
must not only be a guide, as teachers are referred to in the<br />
Montessori classroom, but also an observant scientist. Dr.<br />
Montessori recognized that each child, in a carefully prepared<br />
environment possessed an endless ability to absorb as much<br />
knowledge as they are exposed to. This led her to proclaim<br />
that all children regardless of socio-economic status were<br />
capable of: • Intense concentration • Keen observation • A love<br />
of order and repetition • A need to work • Freedom within<br />
limits • Meaningful reflection. The classroom guide has the<br />
responsibility of preparing the materials and environment<br />
which will best aid the individual child’s development.<br />
Furthermore the guide is charged with keen observation<br />
which allows him/her to respond to the child when assistance<br />
is needed. Teacher training includes methods in how to<br />
develop the child’s independence, sense of responsibility,<br />
self-discipline, and cooperation. At the Montessori Academy<br />
we strive to develop the whole child. Dr. Montessori said “If<br />
education is always to be conceived along the same antiquated<br />
lines of a mere transmission of knowledge, there is little to<br />
be hoped from it in the bettering of man’s future. For what<br />
is the use of transmitting knowledge if the individual’s total<br />
development lags behind?“(1949). All of our students are more<br />
than capable of learning facts and figures but it is developing<br />
those relationships between each other and the world which<br />
allows the individuals to develop into human beings who use<br />
their gifts of intelligence as well<br />
as compassion in relating to their<br />

works towards one common goal, “what is best for the child”.<br />

and a “second-to-none” curriculum, are at the forefront of<br />
this successful school where education thrives and students<br />
learn. The foundation of the community is consistent, positive,<br />
caring relationships between the adults and children, among<br />

Instead of having a teacher in a traditional sense the learning<br />

WHAT KIND OF MULCH SHOULD I USE?<br />
Over the last 10 years, there have been many new and<br />
different options offered to the Atlanta market on the<br />
type of mulch that can be used for your bed areas.<br />
The traditional mulch for the Piedmont region has been pine<br />
straw for the last fifty years. Today there are numerous types<br />
of mulch such as ground, hardwood, and pine being offered as<br />
choices. Dyed mulches have also become extremely popular.<br />
While these mulches are very good in covering bed areas and<br />
last longer than pine straw, there can be long term issues when<br />
using these products. The most typical horticulture issue is<br />
this mulch is slow to decay so it can begin building up on the<br />
foliage and stems of plants, causing plant decline. Buildup of<br />
mulch can cause plant stem rot and create different fungus<br />
related problems. If ground mulch is not properly composted, it<br />
can also cause plant decline due to the decomposition process,<br />
depleting nitrogen during its decaying process.<br />
OLM recommends to our residential and commercial<br />
customers to use pine straw. It decays and becomes organic<br />
material in the soil much quicker and is much less likely<br />
to buildup on stems of plants, eliminating many of the<br />
horticulture issues that are created. We also recommend that<br />
our customers avoid using the brightly colored dyed hardwood<br />
mulches. We believe that the ground should not be the focus of<br />
your horticultural expertise. Many times the brightly colored<br />
mulches really stand out, do not look natural, and draw<br />
attention to any weak areas in your planted beds.<br />
