NOTICE INVITING TENDER
Wax / PVC sealed open tenders are invited for " Section wise Patrolling of OFC Route" under
D.E. (TM), Chhindwara and Rewa on behalf of the Bharat Sanchar Nigam Limited from the
experienced Contractors. The tenders for each Division is to be submitted separately and on the Bid
envelope the name of the division should be noted clearly. The cost of the tender form, the EMD
and Security Deposit for each division will be separate. The details are as under.

Tender forms can be down loaded from our web site http://wtr.bsnl.co.in and such form shall be
considered valid for participation. The cost of the tender document shall be submitted by D/D drawn in
favour of Accounts officer % the DGMM WTR, Jabalpur or can be obtained on written request on all
working days between 11.00 hours to 13.00 hours up to 10.01.2012 from O/o, DE (TM), Chhindwara
on payment of Rs. 563/- at Cash Counter, A.O. o/o DGMM,WTR Jabalpur or by producing a D/D from
any Nationalized bank for Rs 563/-
1. EMD is to be paid in the form of D/D from any Nationalized Bank/or by ACG-67 (The ACG-67
may be received by paying the EMD amount by cash at Cash Counter, A.O. o/o DGMM,WTR
Jabalpur.
2. The DGMM, WTR Jabalpur reserves the right to reject any or all tenders without assigning any
reason thereof, and he is not bound to accept the lowest tender.
3. Any Bid which is not according to the terms and conditions and specifications mentioned in the
tender document is liable to be rejected.

SPECIAL INSTRUCTIONS (TO BE FOLLOWED STRICTLY)
The following papers attached with this tender form are to be duly filled and signed by the bidders.
Schedule - I : Annexure A to G.
Schedule - 2 :
2.1 The tender form should be filled legibly in ink only in English / Hindi. Each page of the tender
schedule and Annexure should be signed by the bidder and returned along with tender. All
conditional / incomplete tenders will be rejected. No erasures or overwriting are permitted. If any
corrections are to be made the entry should be clearly scored out by a single line and encircled and
fresh entry should be made. All such corrections should be authenticated under the full signature
of the person signing the tender. Any tender which does not comply with the requirement will be
treated as invalid.
2.2 Incase of partnership concern all the persons should sign the tender documents. Tender may be
required to have documentary evidence in token of their ownership or partnership or authority to
sign on behalf of registered firm.
3.0 Tender: How to address?
3.1 The tender should be submitted in sealed envelope super scribed with the tender name " Section
wise Patrolling of OFC Route " and the Name of the Division (under DE (TM), WTR
Chhindwara or Rewa) for which the Bidder is submitting the tender. It should be placed only
in the tender box available in the office of DE (TM), WTR Chhindwara not later than 13.00 Hrs.
of dated 10.01.2012.
3.2 The Earnest Money Deposit payable to Accounts officer % The DGMM Jabalpur as mentioned in
clause of the EMD can be paid either in the form of D/D in favour of Accounts officer % the
DGMM, WTR. Jabalpur or depositing in cash in the office of Accounts Officer WTR, Jabalpur
and, the receipt (ACG –67) in original should be attached with the tender form.
4.0 The tender will be opened at 15.00 Hrs of dated 10.01.2012 by the D.E.(TM), WTR,
Chhindwara in the presence of Tender Opening Committee constituted by him and before the
available Bidders or their representatives who may desire to be present.
5.0 The bidder will submit schedule-I Annexure and Schedule- II duly filled in sealed cover with
sealing wax & stamped.
6.0 The tender forms will be available in the office of The D.E. (TM) WTR, Chhindwara on all the
working hours from 21.12.2011 to 10.01. 2012( Up to 13.00Hrs) after producing a D/D of Rs.
563/- payable to the Accounts officer O/o the DGMM, WTR, Jabalpur or depositing Rs. 563/- by
cash in the office of Accounts Officer WTR, Jabalpur, and by producing the receipt (ACG –67) in
original. The cost of tender form is not refundable.
7.0 Each page of the tender form should be signed by the bidder.
8.0 During the entire evaluation process if it is observed that the downloaded document is exactly
not as per the original tender document and or it is tempered/changed/altered / modified in any
way the bid will be rejected.

9.0 SUBMISSION OF BIDS
A. Method of preparation and submission of bid:
A.1 Bid for each tender should be submitted in Three envelops placed inside a main cover. These
envelops should contain the following:

2. EMD
Second Qualifying Bid 1. All Tender Documents except Annexure G and
supporting documents.
Third Financial Bid 1. Annexure G only.
On all envelopes the name “Bid Security”, “Qualifying Bid” or “Financial Bid” for
each division must be clearly mentioned. The name & address of the firm should be clearly
mentioned on the envelops. The three envelops should be properly sealed (with sealing wax/ PVC
tape) on all the openings. These envelopes are to be placed inside an outer envelope and properly
sealed (with sealing wax/ PVC tape on both side and middle openings). The tenders which are
not submitted in above-mentioned manner will be rejected.
A.2 All envelopes (3 inner & 1 outer) must bear the following:

A.3 The bidder is bound to all terms, conditions & specifications as detailed in the Tender
documents.
A.4 Any tender with conditions other than those specified in the tender documents is liable to be
summarily rejected. No modification by the contractor in any of the conditions will be
permitted after the tender is opened.
A.5 Tenders should be dropped in person in the tender box placed in the office of DE (TM), WTR,
Chhindwara before the closing (date & time) of tender as mentioned in the Tender Form. The slit
of the tender box will be sealed immediately after the specified time for receipt of tender. Any
tender presented in person after the sealing of box will not be accepted by the Divisional Engineer
(TM), WTR Chhindwara or by any of the subordinates or will not be allowed to be deposited in the
tender box.
A.6 Postponement of Tender opening: Whenever it is considered necessary to postpone the opening
date of tender / Tenders, the decision will be put-up on the notice board at least one day before the
original date of opening. No correspondence in black and white or in other way will be done with
the bidders who have purchased the tender documents. If the date of opening of bids is declared
as holiday, the bids will be opened on the next working date at the same time and venue.

10. LATE BIDS:
Tenders will not be accepted after the specified time of closing of the tender and the same shall be
rejected and returned unopened to the bidder. It is sole responsibility of the bidder that he
should ensure timely submission of tender.
BID OPENING AND EVALUATION:
11. OPENING OF BIDS BY THE DEPARTMENT:
11.1 The Tender Opening Committee shall open the bids in the presence of bidders or their
authorized representatives who choose to attend, on due date and time. The representatives who
have the authority letter dully signed and stamped by the by bidders will be allowed to be
present during the Tender opening. The bidder’s representatives, who are present, shall sign an
attendance register.
11.2 The Bids will be opened in the following manner:
11.2.1 The Tender Opening Committee will count the number of bids and assign serial numbers to
the bids. For example, if 10 tenders have been received the bids will be numbered as1/10, 2/10
etc. All the members will put their initial on the outer envelopes of all the bids with date.
11.2.2 The envelopes containing the tender and not properly sealed, as required vide para-9 above shall
not be opened and shall be rejected.
12. Security Deposit :
The successful bidder will have to deposit the security amount as indicated in NOTICE
INVITING TENDER in the form of Bank Demand Draft / Bank Guarantee to Accounts Officer
O/o DGMM WTR. Jabalpur or depositing in cash in the office of Accounts Officer WTR,
Jabalpur and, the receipt (ACG –67) in original should be deposited.

1. I / We do hereby take the contract for "Section wise Patrolling of OFC Route” within the
jurisdiction of D.E. (TM), Chhindwara or Rewa, as the case may be, for one year from the date of
entry into the contract in accordance with the terms and conditions.
2. I / We enter into prescribed agreement within one week or being called upon to do so bearing all
expenses in connection there with including charges for stamps etc. if any and the agreement will be
binding on the undersigned. All the pages of the tender form except page No.8 (Agreement) has
been duly filled in and signed.
3. That until such agreement is executed this tender together with your acceptance there off in writing
shall be in contract.
4. Earnest Money: (EMD)
i) I/ We have understood that the D/D for an amount as indicated in NOTICE INVITING
TENDER in the name of the Accounts officer % DGMM WTR, C.T.O. Compound,
Jabalpur should be obtained and attached along with Bid security otherwise tender will be
rejected.
ii ) I/We understand that the Earnest Money of the unsuccessful tenders will be refundable
without interest after final acceptance of the tender and execution of the agreement with the
successful bidder. If the bidder withdraws his tender before its final acceptance of
execution of agreement the earnest money deposit shall be forfeited to the BSNL. If the
successful bidder fails to make the Security Deposit or fails to enter into the prescribed
agreement within the prescribed time given by the D.E. (TM), Chhindwara, his Earnest
Money deposit will be forfeited to the BSNL
5. Security Deposit:
If this tender is accepted, I/We agree to submit a Security Deposit of an amount as indicated in
NOTICE INVITING TENDER to the Accounts officer % The DGMM WTR, CTO Compound
Jabalpur within 7 day's of the acceptance of the tender in the form of FDR / D/D which will not
carry any interest on this sum.
6. I /We also agree that decision of the DGMM WTR, Jabalpur regarding the meaning and effect
of this tender shall be final and legally binding on me/us.
7. I / We understand that the bidder whose rates are accepted will be liable for compensation to be
paid to the department in the event of failure in supply of items in prescribed time limit. Apart
from forfeited the security deposit liquidated damages of 2 % of the total cost of the order will be
imposed on the contractor for each day of delay and will be deducted from the bills payable to the
contractor.
8. I / We have read the terms and conditions mentioned in schedule - II and agree to abide by all
conditions laid down therein.
9. I / We understand that DGMM WTR, Jabalpur is not bound to accept the lowest or any other
tender. He can reject the tender without assigning any reasons. The decision of the DGMM WTR,
Jabalpur will be final in all cases.
10. I/We understand that the bidder whose rates are accepted will be liable for the expenses,
department may not incur to meet any emergent situation and work will be carried out at the cost of
bidder.

INSTRUCTIONS TO BIDDERS
1. The bidder must carefully read all the terms and conditions to bidders detailed below before filling
up the tender schedule and his quotation.
2. Tender in sealed covers should be super scribed " Section wise Patrolling of OFC Route” under
the DE (TM) WTR, Chhindwara / Rewa. The name and address of firm / Agency should be
indicate on bottom left hand corner of the envelope.
3. Tenders received in unsealed cover will neither be opened nor considered. Such tender will only be
recorded until a request is received from the bidder at any time for return of any demand draft as
EMD enclosed.
4. Closing of the cover with gum or stapling the cover with stapler or pasting adhesive tape etc. will not
be treated as the same as sealed cover. The cover should bear the seal of the bidder over sealing wax
properly fixed.
5. Complete set of tender document inclusive of notice inviting tender. Instructions to bidders,
conditions of contract specification and tender schedule signed by the bidder or his authorized
representative who is authorized to sign. The tender document should be signed on each page of
tender document as the acceptance of all terms and conditions of tender documents and should be
submitted.
6. Rate should be quoted both in words and figures. The rates quoted in words will be taken as correct
for the purpose of evaluation.
7. Any tender not accompanied by the prescribed E.M.D. (Unless exempted from payment of EMD), is
liable to be rejected.
8. Any tender not strictly according to any of the conditions will not be permitted.
9. Modification by the bidder in any of the conditions will not be permitted.
10. During the execution of Patrolling of OFC Route work it is the sole responsibility of the
Contractor/ Agency to comply all the obligations of Labour Act ; EPF, ESI etc and the
amendments in it from time to time which ever / where ever is applicable, and the Law of
Land.
11. Document to be submitted with the tender: -
(i) Experience / Performance Certificate from the competent authority of doing similar
work at least for Two Years in BSNL. An experience certificate (issued by not below
the rank of DE or equivalent) should be submitted.
(ii) The Firm shall have the minimum Turn Over of one third amount of the cost of the
tender in any one financial year in the last three financial years (in any financial year
2007-2008 to 2009-2010).
(iii) BSNL Relative Certificate.
(iv) One Copy of complete set of tender document duly signed on each page and also at every
correction or overwriting by the bidder.
(v) E M D in the manner prescribed unless exempted.
(vi) Original power of attorney in case, any person other than bidder himself has signed the
tender document .
(vii) Authorized copy of partnership deed in case of partner ship firm.
(viii) The information about bidder / questionnaire supplied along with the tender document to
be filled in complete in all respect.
(ix) Attested Photocopy of the Registration of Firm.
(x) Photocopy of the PAN Card.

12. Tender may be sent by registered post or deposited in the tender box kept with the D.E. (TM),
WTR, Chhindwara.
13. No tender will be received in person by the D.E. or any other staff subordinate to him.
14. Late tenders: The slit of the tender box will be sealed immediately after the specified time for
receipt of tender. Any tender received by post or courier service after the tender box is sealed will
not be opened or considered. Such late tenders will be opened only when a request is made by
bidder for return of any demand draft enclosed as EMD in such of cases the D/D will be returned
in original and other documents will not be returned.
15. The tender schedule is to be read in conjunction with specifications, instructions to bidder,
conditions of contract, notice inviting tender and other parts of the tender document. It is under
stood and agreed that the bidder by careful examination of the document has satisfied himself of
the various terms, conditions and specifications set out therein before giving his tender rates.
16. The DGMM WTR, Jabalpur is not bound to accept the lowest or other tender. He can reject the
tender without assigning any reason. The decision of the DGMM WTR, Jabalpur will be final in
all the cases.
17. A tender by partner ship firm must be signed separately by each partner and in event of the absence
of any partner it must be signed by a person holding a power of attorney and tender should
accompany such power of attorney and tender should accompany such power of attorney & it
must also disclose that the firm is fully registered under the Indian partnership Act.
18. The contractor shall not assign or sublet the work to any third party and if the contractor assigns or
sublets his contract or attempt to do so or becomes insolvent, D.E. (TM) concerned, there upon
serve a notice rescinding the contract and EMD paid by the contractor shall there upon stand
forfeited.
19. The D.E. (TM) concerned reserves the right to recover departmental claims arising from this
contract from the amount due to the contractor on this work or under any other contract.
20. The BSNL reserves the right to reject or consider any tender deficient or incomplete in any of the
requisite matters particulars or formalities or for any reason which shall not be disclosed to the
bidder, without assigning any reason whatsoever.
21. The tender documents are not transferable.
22. The contractor shall take every measure for proper execution of work included in the contact
whether original/ altered according to the indent and measure of the drawings and specifications.
23. Submission of tender will bind the bidder to acceptance of all conditions specified in the tender
document.
24. The DGMM WTR, Jabalpur has power to make any alteration, omissions, addition or substitution
from the original specification / drawing in the interest of service of department and the contractor
has to carry out the work in accordance with the revised instructions. Any alteration/addition or
substitution which the contractor may be directed to do in the manner specified above as a part of
the work should be carried out by the contractor on the same conditions and in all respects on
which he agreed to do the main work. If the rates for the additional, altered or substituted work are
not specifically provided in contract, the rates will be decided from the rates for similar class of
work or on the basis of the prevailing market rates.
25 The DGMM WTR, Jabalpur has full right to allot the work to any one bidder if similar rates
quoted by the bidders for " Section wise Patrolling of OFC Route "
26. Terms & Conditions :
a) The bidder must have experience of doing similar works at least for Two Years in BSNL. .
An experience certificate (issued by not below the rank of DE) should be submitted.
b) The near relatives of all BSNL Employees either directly recruited or on deputation are prohibited
units of BSNL. The detailed from participation in tender and execution of works in the different
guidelines in this regard are given in the following paragraphs:

i) The near relatives for this purpose are defined as :
a) Member of a Hindu undivided family.
b) They are husband and wife.
c) The one is related to the other in the manner as father, mother, son(s) & son’s wife
(daughter-in-law), Daughter(s) & daughter’s husband (son-in-law), brother’s wife,
sister(s) & sister’s husband brother-in-law).
ii) As per Govt. of India’s CCS Conduct rule 4 no Govt. servant shall in the discharge of
his official duties deal with any matter or sanction any contract to any company or for
any other person, if any member of his family is employed in that company or firm
under that person or if he or any member of his family is interested in such matter or
contract in any other matter.
iii ) The company or firm or any other person is not permitted to tender for work in BSNL
unit in which his near relative(s) is (are) posted. The unit is defined as
SSA/Circle/Chief Engineer/Chief Arch./ Corporate office for non-executive &
executive Employees.
iv) Bidder should fill-up the BSNL relative certificate given in the tender form in
Annexure- F.
27. Earnest Money Deposit :-
a) Earnest money deposit of unsuccessful tender shall be refunded after final acceptance of tender
and within reasonable time, but not later than six months from the date of final acceptance of
tender.
b) The E.M.D. of successful bidder shall be refunded after signing of agreement and deposit of SD.
c) The E.M.D. will not carry any interest for any period whatsoever.
d) E.M.D. will be forfeited by the BSNL in the event of the bidder withdrawing his offer before final
acceptance of tender.
28. Security Deposit. :-
a) The person / persons whose tender (s) may be accepted (Herein after called the contractor)
will have to submit a security deposit of an amount as indicated in NOTICE INVITING
TENDER to the Accounts Officer % The DGMM WTR, Jabalpur.
b) Security Deposit will not bear any interest for any period whatsoever.
c) Security Deposit shall be liable for appropriation / adjustment against any liquidated damages
for delay in execution of work. If the contractor fails or neglect to perform any of his
obligations under the contract, it shall be lawful for the BSNL to forfeit either whole or any
part of the security deposit furnished by the contractor.
d) If the contractor duly performs & completes the contracts in all respect, BSNL shall refund
the Security Deposit to the contractor after deducting all costs & other expenses which may
incur for any loss due to any action attributable to the contractor with BSNL.
e) Exemption from remitting of security deposit shall be considered under the same conditions
as for exemption of payment of E.M.D.
f) If any bidder withdraws within the validity period or makes any modification in the terms &
conditions of the tender which are not acceptable to the department then the BSNL shall
without prejudice to any other right or remedy, be at liberty to forfeit 50 % ( fifty percent ) of
the Security Deposit absolutely.
29. Price validity :- The price quoted should remain firm and valid for any work order, which the
BSNL may place within a period of one year from the opening date of tender and until its
complete execution. No variation in price will be allowed within this period for reason
whatsoever.

a) For delay in execution of the work order, liquidated damages at the rate of 0.5 % ( Half percent )
for every day of delay shall be realizable subject to a maximum of 10% ( ten percent ) of the
accepted tender cost. The number of days of delay will be reckoned with the due date of
completion of work. The percentage of liquidated damages will also be work done the cost of the
item of work that is required to be completed on such specified date. On any occasion the
liquidated damages recoverable exceeds 10 % it shall be open to the department to cancel the work
order in respect of the portion of the work remaining incomplete.
b) However, the BSNL have discretion to grant extension of time limit for completion of the said
work. If such extension of time limit is granted after any liquidated damages have already become
due realizable, the same shall be recoverable from the contractor. In case the work in whole or
parts of it as required is not completed even in the extended time limit, liquidated damages
realizable amount to the 10%, the BSNL may has its option to cancel the work order for the
portion of the work /completion of remaining work. In such cases full amount of Security Deposit
shall be forfeited by BSNL in addition to realization of whatever liquidated damages become due.
c) Any amount which become due and recoverable from the contractor on amount of liquidated
damages or on account of any matter relating to this contract, shall also be recoverable from any
sum thereafter may becomes due to the contractor out of this contractor any other contract with
the BSNL.
30. The bidder should agree in carry out modifications if any without extra charges.
31. Guarantee :- The contractor shall guarantee that the entire supply work will be done in a
satisfactory manner & free from any defects in all respects He has to give guarantee for quality of
work.
32. If the contractor shall desire an extension of time for completion of the work on the grounds of his
having been unavoidably hindrances in the execution or on any other ground, he shall apply in
writing to the concerned D.E within seven day's of the date of hindrance on account of which he
desires such extension as aforesaid, and BSNL shall, if in its opinion (which shall be final ), feels
the grounds reasonable may authorize such extension of time if any, as may be necessary.
33. Price variation :- The BSNL shall not be responsible for any escalation in prices of labour or
materials machinery, equipments etc. whatsoever or any increase in duties/leaves/or taxes in
respect there of whatsoever and the tendered rates and the contractor's obligation shall remain
unaffected by such escalation and /or increase.
34. Release of Security Deposit :- The security deposit shall become due for refund/release within
three months from the final completion of work and settlement of the bill.
35. Disputes and Arbitration :- Any dispute arising out of this contract under this notice shall be to
the sole arbitration of DGMM WTR, 2nd floor Transmission Building CTO compound, Jabalpur or
an officer nominated or appointed by him on his behalf. His decision shall be final and binding on
both parties.
36. Only those bidders who have sufficient experience of Patrolling of OFC Route Work and
executed the Patrolling of OFC Route work at least for Two Years in BSNL and having
certificate regarding successful completion of job, should apply. The Firm shall have the
minimum Turn Over of one third amount of the cost of the tender in any one financial year
in the last three financial years (in any financial year 2007-2008 to 2009-2010).
37. The contractor will have to perform the Route-Patrolling work in the specified sections and at
specified place(s) as per the requisition by the D.E. (TM), concerned.. The D.E. (TM), concerned
has the right of changing the section for Route-Patrolling and his decision will be binding on the
contractor.
38. If the D.E. (TM), concerned considers any personnel employed for Route-Patrolling unsuitable, the
contractor will have to replace the same by another personnel. No incidental expenses will be paid to
the contractor / or its personnel's in any case.

39. It will be the sole responsibility of the contractor to provide the Route-Patrolling services to the
department's satisfaction that all properties remains duly secured / works are executed as per
requirement.
40. The contractor/or its personnel will not cause or permit any nuisance on the site and / or any thing
which will cause unnecessary disturbance or inconvenience to the employees of BSNL.
41. Contractor will be responsible for providing all statutory benefits to the Route-Patrolling personnel
employed by him such as W-off, N/Holidays etc. at his own cost and BSNL will not entertain any
liability on this account.
42. The Route-Patrolling personnel will be bound to observe all instructions by the D.E. (TM),
concerned and his representatives concerning general discipline.
43. The benefits of provision like bonus, Estt. and provident funds etc. will be the responsibility of
contractor. The D.E. (TM), concerned commitment will be only to the extent to the bills to be paid
to contractor on the rates as agreed to.
44. The D.E. (TM), concerned will not be responsible financially or otherwise for any injury to the
persons employed for Route Patrolling work deployed by the contractor in the course of performing
the duties.
45. The contractor will maintain absolute secrecy with regards all the matters concerning to the care
taking of any aforesaid buildings and also matters that comes to the knowledge of contractor by
virtue of the contract. The DGMM WTR Jabalpur may terminate the contract without assigning
any reasons.
46. The Tender for Patrolling of OFC Route is for one year from the date of entering into the
contract however BSNL reserves the right to extended the tender up to six months with
mutual consent of the BSNL and the Bidder.
47. The Tender cost of the Patrolling of OFC Route is as indicated in NOTICE INVITING
TENDER however BSNL reserves the right to extended the tender cost by 50% with mutual
consent of the BSNL and the Bidder.
48. BSNL reserves the right to have more than one Agency for execution of the said work.
49. If the performance of the Agency is not satisfactory, BSNL reserves the right to cancel his
tender. Further he may be debarred / Black listed from BSNL.
50. The BSNL, where ever required, may terminate the contract by given one month notice
51. The work specification / duties and responsibilities for Route Patrolling are as under :
Section wise Patrolling of OFC route means patrolling of optical fiber cable section
between two OFC stations. Selected OFC route sections will be required for daily patrolling on all
the days of the month. However, the number of sections may vary from time to time depending
upon urgency of the situation. While patrolling the OFC Routes special attention is to be given for
following events.
(A) National Highway Authorities works such as widening of roads, embankment works, culvert
works and tar melting work on the cable routes which may cause damage to the cable.
(B) P.W.D. works as mentioned above.
(C) Water Supply Department works, like trenching on our cable route and as such extreme care is to
be taken

.
(D) Railway Department works, such as construction of over bridges / under bridges etc.
(E) Forest Department works, such as plantation of trees on the cable routes which may cause damage
to the cable .
(F) Electricity Board Works, like trenching on our cable routes, erection of Electricity posts on cable
routes etc.
(G) BSNL and other Telecom Operators works, like trenching or other cable work on the WTR cable
route.
(H) Putting up of Pandals by social organizations in connections with the visit of VIP, meetings and
functions.
(I) Digging of wells / Pumps sets by private parties near the brim of the Highway.
(J) In all the above instances route patrolling agency, or his representative will contact the officer /
official of the concerned Department / Board on the spots & inform them about the existence of
the WTR, O.F. Cable, its importance, the amount of loss that BSNL has to face & the heavy
penalties the parties have to pay to the BSNL in case they create any fault to the cable. The
patrolling person will also inform the Officer-in-Charge of the section immediately for this
purpose. Within 15 days of signing of the contract, the officer-in-charge of the route will arrange
to provide the contractor, the name, address, telephone No. etc. of the concerned section officerin-charge
of the various departments likely to work along the highway of that section and also the
important telephone numbers of his own / unit officers. If such information, within a fortnight is
not received , the matter is to be brought to the notice of Divisional Engineer in-charge in writing.
(k) These men of the contractor will report to the JTO / SDE about their movements on the road every
day. They should maintain a diary regarding their movement & officers spoken to & submit for
verification at least once every week.
(L) Necessary cycles for this daily patrolling is to be provided by the contractor. They will cover the
cable wherever exposed put soil during the erosion of soil in the rainy season.

During the execution of work it is the sole responsibility of the Contractor/ Agency to
comply all the obligations of Labour Act ; EPF, ESI etc and the amendments in it from time to time
which ever / where ever is applicable, and the Law of Land.
The required work of "Section wise Patrolling of OFC Route ” will be started within 7 day's
after placing the order. The rate quoted should be valid for minimum one year from the date of formal
acceptance of the tender. The DGMM WTR, Jabalpur reserves the right to accept or reject any or all the
tenders at his discretion without assigning any reason.
