Thevolunteers will not be asking fordonations. Mayor’s MessageIt would be no surprise tomany <strong>of</strong> you that dumpedrubbish is a major problem insome <strong>of</strong> our railway stationcar parks, shopping strips andeven residential streets.For those <strong>of</strong> you who maybe considering dumpingunwanted goods, I urgeyou to please consider thealternatives.You can hold on to the goodsuntil Council’s annual hardwaste collection in August/September and get rid <strong>of</strong>them for free then. Or youcan take them to a local tip.Sure, tip fees have increased,mainly due to State andFederal Government leviesand taxes. However, that’snot an acceptable excusefor dumping your goods andmaking them somebodyelse’s problem.Please think more aboutthe alternatives to dumpingrubbish. Have Your SayProposed changes to tree protectionsCommunity views are sought on proposed changes to <strong>Monash</strong>’sVegetation Protection Overlay (VPO) that would make it easierfor landowners to remove significant trees.The changes are included in proposed Amendment C115 to the<strong>Monash</strong> Planning Scheme. If you have a view on the proposedchanges, please make a submission to Council by Friday 15 March.The amendment proposes to introduce exemptions under whichpeople would be able to remove a tree or trees from theirproperty without requiring a planning permit. If the changesare introduced, people who live in VPO areas would not need aplanning permit to remove:»»Any tree where the tree would be replaced by two newplantings (which can be planted anywhere on the sameproperty) that would grow to become canopy trees withspreading crowns. Prior to the removal <strong>of</strong> the tree for whichthe exemption is sought, a plan or simple diagram <strong>of</strong> thesite identifying the tree to be removed and the species andplanting location <strong>of</strong> the two replacement tree plantingswould need to be submitted to and endorsed by Council.The two replacement tree plantings would need to beplanted within six months <strong>of</strong> the tree removal and thenappropriately maintained to the satisfaction <strong>of</strong> Council.»»Non-native trees and environmental weeds.»»Dead, dying or dangerous trees.Other exemptions are proposed. Free energy-saving products up for grabsBook in now to have free energy andwater-saving products installed inyour home this <strong>February</strong> or March.Fluorescent light bulbs, door seals,stand-by control devices and waterefficientshowerheads are being <strong>of</strong>feredfor free under the Live Green with LESSprogram. Installing these products inyour home will cut your power bills andreduce your household’s impact on theenvironment.Six eastern metropolitan councils,including <strong>Monash</strong>, initiated the programand chose Low Energy Supplies &Services (LESS) to deliver the services totheir residents.While the energy-saving products arefree, households may need to pay afee <strong>of</strong> $20-$50 to have some productspr<strong>of</strong>essionally installed by LESS. Councilwill cover the installation fees for the first500 pension/health care card holders, upto a limit <strong>of</strong> $100 per household.Protecting young peopleTwo local tobacco retailers have been fined $560 each afterthey were caught illegally selling cigarettes to a minor.Under a statewideprogram coordinatedby the Department <strong>of</strong> Health, teenagersare employed by Councils to attemptto purchase cigarettes from tobaccoretailers.In January, a 16-year-old boy wasemployed by <strong>Monash</strong> Council to attemptto purchase cigarettes from localbusinesses. Of the 20 retailers the boyvisited, eight sold cigarettes to him.Two <strong>of</strong> the retailers – one in Mt Waverleyand one in Glen Waverley – have beenfined. One <strong>of</strong> these businesses hadpreviously been caught selling cigarettesto a minor while Council had receivedpublic complaints the other businesswas selling cigarettes to minors. TheHot water pipe lagging, which involveswrapping pipes with foam to prevent heatloss, is also available through the LESSprogram. It costs $10 for the product and$10 for the installation.People who have recently bought a highefficiency LED TV can apply for a rebatethrough the program. More than 80% <strong>of</strong> smokers takeup the habit when they are teenagers.We don’t want local young people togo on and join the ranks <strong>of</strong> the 15,000Australians who die each year fromsmoking related diseases.Council regularly reminds retailers<strong>of</strong> their legal obligations to ask foridentification from anyone asking topurchase cigarettes who looks under 25.Please report any concerns you have thata local retailer may have sold cigarettes toa minor to Council’s Public Health Unit on9518 3540.HOW DO I...?...handle possumproblems in my ro<strong>of</strong>?While possums are a protectedspecies in Victoria, people areallowed to trap possums forthe sole purpose <strong>of</strong> removingthem from their ro<strong>of</strong> orbuilding. Trapped possums canonly be released on the sameproperty where they werecaptured, within 50 metres <strong>of</strong>the capture site.
