The range of programmes offered is very diverse. Programmesof only a couple of weeks and several years are both <strong>in</strong>cluded. Some of the programmes areshort courses which usually can only be taken as part of an exchange programme (<strong>in</strong> thisbrochure they are referred to as “other programmes” – however, courses of less than fiveF<strong>in</strong>nish credits are not <strong>in</strong>cluded <strong>in</strong> the list). Degree programmes are broader-based, takeseveral years to complete and lead to a recognised qualification. In most of the programmesthe language of <strong>in</strong>struction is English.The programmes presented <strong>in</strong> this list do not cover all the options. There are many <strong>in</strong>stitutions,faculties and departments which offer tailor-made curricula for <strong>in</strong>ternational students– this especially applies to doctoral level studies. <strong>Study</strong> <strong>in</strong> F<strong>in</strong>landIntroductionThe F<strong>in</strong>nish education systemThe F<strong>in</strong>nish education system consists of preschooleducation, comprehensive school,post-comprehensive general and vocationaleducation, higher education and adult education.Comprehensive school provides an<strong>in</strong>e-year educational programme (with avoluntary 10 th form) for all school-age children,beg<strong>in</strong>n<strong>in</strong>g at the age of seven. Postcomprehensiveeducation is given by generalupper secondary schools (approx. threeyears, end<strong>in</strong>g <strong>in</strong> the national matriculation exam<strong>in</strong>ation)and vocational <strong>in</strong>stitutions (threeyears, lead<strong>in</strong>g to upper secondary vocationalqualifications).Higher education is provided by 20 universities(yliopisto/universitet <strong>in</strong> F<strong>in</strong>nish/Swedish)and 29 polytechnics (ammattikorkeakoulut/yrkeshögskolor, for short AMK/YH). Adulteducation is given by special <strong>in</strong>stitutions, vocational<strong>in</strong>stitutions (specifically by vocationaladult education centres), polytechnics, anduniversities, all of which have a cont<strong>in</strong>u<strong>in</strong>geducation centre.UniversitiesF<strong>in</strong>nish universities have roots go<strong>in</strong>g back tothe 17th century and today the country hasone of the most comprehensive universitynetworks <strong>in</strong> Europe. There are 20 universities<strong>in</strong> F<strong>in</strong>land: of these ten are multi-facultyuniversities, three are universities of technology,three are schools of economics and bus<strong>in</strong>essadm<strong>in</strong>istration, and the rema<strong>in</strong><strong>in</strong>g fourare art academies. In addition, university-leveleducation is provided at the National DefenceCollege under the M<strong>in</strong>istry of Defence.The total university enrolment is currently163,000 students, of which approx. 3,700are students from abroad study<strong>in</strong>g for a degree.The number of <strong>in</strong>ternational visit<strong>in</strong>g studentsat the F<strong>in</strong>nish universities is approx.3,500 per year.All universities carry out research and conferdoctorates.System of studyF<strong>in</strong>nish university degrees correspond toBachelor’s (kandidaatti/kandidat), Master’s(maisteri/magister) and Doctor’s degrees (tohtori/doktor).In most fields students can also takea Licentiate’s degree (lisensiaatti/licentiat) beforethe Doctor’s degree.The Bachelor’s degree takes at least threeyears to complete. It consists of basic and<strong>in</strong>termediate studies <strong>in</strong> the major subject, <strong>in</strong>clud<strong>in</strong>ga Bachelor’s thesis, studies <strong>in</strong> one ormore m<strong>in</strong>or subjects and language studies.The Master’s degree requires at least fiveyears of full-time study (or two years after aBachelor’s degree) and <strong>in</strong>cludes advancedstudies and a Master’s thesis.University study consists of several types ofwork: lectures and other <strong>in</strong>struction, exercises,essays or other <strong>in</strong>dependent work, setbookexam<strong>in</strong>ations, sem<strong>in</strong>ars, and so on. Theycan be compulsory or optional. It is possibleto take extra courses <strong>in</strong> addition to what isrequired for the degree. Students <strong>in</strong>creas<strong>in</strong>glydo part of their studies at other universities <strong>in</strong>F<strong>in</strong>land or abroad.It should be possible to complete a Licentiate’sdegree <strong>in</strong> two years and a Doctor’s degree<strong>in</strong> four. Research and the preparation ofa substantial thesis are essential parts of thestudies for both the Licentiate’s and Doctor’sdegrees.The unit by which study progress is measuredis the credit (op<strong>in</strong>toviikko/studievecka).One credit is awarded for approximately 40hours of work. One semester of full-time studyis usually worth 15–20 credits. The m<strong>in</strong>imumrequirement for a Bachelor’s degree is 1202

The Master’s degree requires 160–180 credits.Cont<strong>in</strong>u<strong>in</strong>g education centres at the universitiesprovide professional education for universitygraduates as well as organise openuniversity <strong>in</strong>struction. Information aboutopen university courses <strong>in</strong> English is availablefrom the universities and on the Internet athttp://www.avo<strong>in</strong>yliopisto.fi/english.PolytechnicsThe F<strong>in</strong>nish polytechnic system was builtdur<strong>in</strong>g the 1990’s to create a non-universitysector of higher education. It is founded onthe <strong>in</strong>stitutions which previously providedpost-secondary vocational education andwhich have been developed to form a nationwidenetwork of regional <strong>in</strong>stitutions of highereducation, i.e. polytechnics.Polytechnic education emphasises close contactswith bus<strong>in</strong>ess, <strong>in</strong>dustry and services,especially at the regional level. The degreesare designed to meet the chang<strong>in</strong>g requirementsand development needs of the worldof work, hav<strong>in</strong>g a pronounced occupationalemphasis, and qualify<strong>in</strong>g graduates for variousexpert duties. Polytechnics undertakesome research and development with an appliedand practical emphasis.There are 29 polytechnics, most of which aremulti-field and operate <strong>in</strong> several units. Currentlythere are approx. 121,000 studentsregistered at polytechnics <strong>in</strong> F<strong>in</strong>land. Around2,600 of them are students from abroad study<strong>in</strong>gfor a degree. There are approx. 2,000<strong>in</strong>ternational visit<strong>in</strong>g students at the F<strong>in</strong>nishpolytechnics per year.Polytechnic-level education is also providedat the Police College, which operates underthe M<strong>in</strong>istry of the Interior.System of studyPolytechnic degrees are Bachelor-level highereducation degrees with a professional emphasis.Studies are organised <strong>in</strong>to degree programmes,which are confirmed by the M<strong>in</strong>istryof Education. However, the curricula are<strong>in</strong>dependently decided by the polytechnics.The extent of a degree programme is measured<strong>in</strong> credits. The term ”credit” refers toapprox. 40 hours of work. The study load foran academic year is around 40 credits. Theextent of most degree programmes is either140 or 160 credits, which corresponds tothree and a half or four years of full-timestudy; an extension of one year is allowed.Degree programmes consist of basic and professionalstudies, optional studies, practicalstudies <strong>in</strong>clud<strong>in</strong>g an on-the-job tra<strong>in</strong><strong>in</strong>g period,and a Bachelor’s thesis. The studies also<strong>in</strong>clude communication and language studies,i.e. studies <strong>in</strong> the native language, <strong>in</strong> thesecond official language and <strong>in</strong> one or moreforeign languages. Students can also comb<strong>in</strong>estudies <strong>in</strong> other fields, other <strong>in</strong>stitutions, orabroad, with their degree.How to apply?Visit<strong>in</strong>g studentsExchange students can come to F<strong>in</strong>landthrough European Union programmes, suchas Socrates/Erasmus and Leonardo da V<strong>in</strong>ci.Students from the USA may participate <strong>in</strong> theISEP exchange programme while studentsfrom the other Nordic countries can take advantageof the Nordplus scheme. F<strong>in</strong>nish <strong>in</strong>stitutionsof higher education have bilateralagreements with colleges and universitiesabroad which also cover exchange programmes.In special cases, students can beaccepted from outside the above schemes.3


<strong>Study</strong> <strong>in</strong> F<strong>in</strong>landDegree studentsAs a general rule, <strong>in</strong>ternational applicants fordegree studies <strong>in</strong> F<strong>in</strong>land must first meet them<strong>in</strong>imum requirements of their own countryfor entry <strong>in</strong>to higher education. They mustalso be prepared to come to F<strong>in</strong>land to takean entrance test, especially when apply<strong>in</strong>g forentry to universities. For the degree programmeslisted <strong>in</strong> this brochure, good commandof English must usually be certified. Inother degree studies a good knowledge ofF<strong>in</strong>nish or Swedish is <strong>in</strong> most cases compulsory.Further <strong>in</strong>formation about applicationand entrance requirements is best obta<strong>in</strong>eddirectly from the university or polytechnic.Post-graduate studentsPost-graduates from other countries are admittedto all F<strong>in</strong>nish universities. Students areadvised to directly contact the university <strong>in</strong>which they are <strong>in</strong>terested.Further general <strong>in</strong>formationLanguagesInstruction and coursework is ma<strong>in</strong>ly carriedout <strong>in</strong> F<strong>in</strong>nish or Swedish, depend<strong>in</strong>g on theeducational <strong>in</strong>stitution. International studentsstay<strong>in</strong>g for shorter periods, however, mostlycommunicate and work <strong>in</strong> English, althoughthey are encouraged to participate <strong>in</strong> F<strong>in</strong>nishor Swedish language programmes designedfor <strong>in</strong>ternational students.In most of the programmes of this list the languageof <strong>in</strong>struction is English. Universitiesusually have a Language Centre where studentsmay carry out additional language studies,which are often <strong>in</strong>cluded <strong>in</strong> degree programmes.Semesters and vacationsThe academic year has two semesters. Theautumn semester generally runs from September(<strong>in</strong> polytechnics also from August) toDecember, and the spr<strong>in</strong>g semester from Januaryto May. There is no summer semester,but university students can take exam<strong>in</strong>ationsand study for their degrees <strong>in</strong> the summermonths <strong>in</strong> courses arranged either by the universitiesthemselves or by the Summer Universitysystem (21 <strong>in</strong> all).CostsS<strong>in</strong>ce university education is funded by theState through the M<strong>in</strong>istry of Education, studentsenrolled <strong>in</strong> regular degree studies payno tuition fees. The student unions, however,charge an annual membership fee of aboutEUR 40—85 to cover their activities. Studenthealth services are <strong>in</strong>cluded <strong>in</strong> this fee. Membershipis compulsory for those who are study<strong>in</strong>gfor their Bachelor’s or Master’s degree;those who are pursu<strong>in</strong>g their doctoral studiesmay jo<strong>in</strong> the union if they wish.Polytechnics do not charge tuition fees either,but a few <strong>in</strong>stitutions currently charge feesfor tuition materials, etc. Student union membershipfor students <strong>in</strong> polytechnics is optional.Students <strong>in</strong> both universities and polytechnicshave to pay for their books and othermaterials, plus their accommodation and liv<strong>in</strong>gexpenses. The total monthly liv<strong>in</strong>g expensesof a s<strong>in</strong>gle student average aroundEUR 690.The degree programmes presented <strong>in</strong> this listusually carry no tuition fees. However, someof the other programmes may be subject to afee. <strong>Study</strong> <strong>in</strong> F<strong>in</strong>landpurpose than studies, and their residence <strong>in</strong>F<strong>in</strong>land is considered to be permanent. Return<strong>in</strong>gimmigrants and refugees are exemptfrom this regulation. The citizens of EU andother EEA countries may apply for study aidif their studies are closely related to their work<strong>in</strong> F<strong>in</strong>land, if they have become <strong>in</strong>voluntarilyunemployed <strong>in</strong> F<strong>in</strong>land, or if their parents arework<strong>in</strong>g <strong>in</strong> F<strong>in</strong>land.The Centre for International Mobility CIMOand some other organisations grant somescholarships for advanced studies and research<strong>in</strong> F<strong>in</strong>land. Some of the grants are limitedto students from specific countries orfields of study. There are also grants availablewithout these conditions and <strong>in</strong>stitutions mayapply for them on behalf of the advanced studentsand researchers they have accepted.Additional <strong>in</strong>formation is available fromCIMO, F<strong>in</strong>nish embassies and the appropriateauthorities (<strong>in</strong> most countries the M<strong>in</strong>istryof Education) of student’s own country.Other benefits and servicesStudent hous<strong>in</strong>g is generally organised by establishedstudent hous<strong>in</strong>g foundations. Insome university towns accommodation canalso be arranged through the student unionsthemselves, or through regional student clubsor faculty organisations. Many towns andmunicipalities also have dormitories ma<strong>in</strong>ta<strong>in</strong>edby the municipal community or theeducational <strong>in</strong>stitution. Contact the <strong>in</strong>ternationaladvisory service of your chosen educational<strong>in</strong>stitution <strong>in</strong> F<strong>in</strong>land for more <strong>in</strong>formation.The receiv<strong>in</strong>g <strong>in</strong>stitution usually takescare of the accommodation of exchange students.Student union membership entitles the studentto a number of benefits: health services,subsidised meals, cheap travel options andother discounts.The universities and polytechnics offer manyk<strong>in</strong>ds of <strong>in</strong>formation and other services.
