Surface <strong>Water</strong> <strong>Protection</strong> <strong>Policy</strong> <strong>and</strong> <strong>Action</strong> <strong>Plan</strong>The primary purpose of this SPPAP is to protect the quality <strong>and</strong> prevent degradation of surfacewater resources. The WUA’s primary focus within this broader goal is the protection of drinkingwater sources in the Albuquerque/<strong>Bernalillo</strong> <strong>County</strong> area. Also of importance is protection ofthe ecological <strong>and</strong> environmental health of the Rio Gr<strong>and</strong>e in the Albuquerque metropolitanarea.The primary surface waterbody of concern is the Rio Gr<strong>and</strong>e in the Albuquerque/<strong>Bernalillo</strong><strong>County</strong> area (Figure 1). However, the quality of surface water in that area is determined by thequality of water from the entire Rio Gr<strong>and</strong>e watershed upstream from Albuquerque (Figure 1),by sources of water <strong>and</strong> contaminants within the Albuquerque metropolitan area, <strong>and</strong> by thewater quality in the portion of the San Juan Basin upstream from the Azotea Tunnel. Therefore,although the jurisdiction of WQPAB partner agencies is limited to the Albuquerque/<strong>Bernalillo</strong><strong>County</strong> area, the entire upstream watershed must be considered for purposes of surface waterquality protection.As discussed throughout this document, surface water quality concerns are addressed by manyexisting federal <strong>and</strong> state laws <strong>and</strong> regulations. The role of this document is to:• Summarize existing regulations <strong>and</strong> protection measures.• Determine where improvement in surface water quality protection measures may beneeded <strong>and</strong> might be implemented through local government authorities or initiatives.• Recommend adoption by local government of a set of policies, protection measures, <strong>and</strong>an action plan for implementation.2.1 Goals of the SPPAPThe goals of the SPPAP are to• Protect surface water resources in <strong>Bernalillo</strong> <strong>County</strong>.• Define <strong>and</strong> improve the coordination <strong>and</strong> effectiveness of the multiple local jurisdictionswith an interest in surface water protection.• Advocate enforcement of federal <strong>and</strong> state regulations implemented to protect surfacewater from contamination.4 Section 2
