‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong>, as a matter of Policy, utilise the discretionary powersgranted to it under Road Traffic legislation, in regard to sensitive residential areas.That a 20mph speed limit scheme be drawn up and implemented in the areas ofHibernian Buildings, Electric Terrace, Geraldine Place, Eastville, Marina Terraceand Monarea Terrace which are mainly populated by elderly people living insome of the narrowest streets in <strong>Cork</strong> <strong>City</strong> and for whom this type of legislation isenvisaged.(Proposer: Cllr. Counihan 06/555)The report of the Assistant <strong>City</strong> Manager stated that Under the Road Traffic Act2004, local authorities are empowered to make bye-laws to apply special speedlimits in lieu of the default limits on roads in their area, e.g. 30km/hr (old 20mph) instead of 50 km/hr (old 30 mph).The guidelines for the installation of special speed limits set out severalrequirements and procedures, which include:• The roads within the area concerned have been designed and constructed andappropriate engineering measures have been carried out or, alternatively, trafficcalmed so that vehicle speeds are constrained to 30km/h.• All other relevant engineering safety measures should have been tried orconsidered not sufficient or appropriate, before applying such a special speedlimit. The intention will be that this low speed limit will be used only inconjunction with traffic calming measures and will generally be self enforcing.Hibernian Buildings, Electric Terrace, Geraldine Place, Eastville, Marina Terraceand Monerea Terrace will be examined and surveys will be carried out in order todetermine the extent of the speed problems in the area. Traffic calming measuresincluding if appropriate, a 30 kph speed limit, will be put forward forconsideration to be included in the Roads Programme.7.6 VISITORS PARKING PERMITAn Chomhairle approved the report of the Assistant <strong>City</strong> Manager, dated 1stFebruary, 20<strong>07</strong>, on the following motion which was referred to the Committee byAn Chomhairle.‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> agrees to allow residents in Disc Parking Areaspermission to apply for a limited number of Visitors Parking Permits in eachcalendar year.’(Proposer: Cllr.
