1 INTRODUCTION<br />
MERTHYR TYDFIL ORIENTATION STRATEGY<br />
Background<br />
<strong>Merthyr</strong> <strong>Tydfil</strong>, as the epicentre of the County Borough, has a proud <strong>and</strong><br />
fascinating history with a growing role as a tourist destination.<br />
However a study by Urbed titled ‘The Big Heart of <strong>Merthyr</strong> <strong>Tydfil</strong>’ highlighted<br />
the lack of <strong>orientation</strong> material available to the users of the town <strong>and</strong> the<br />
general lack of <strong>identity</strong>.<br />
<strong>Merthyr</strong> <strong>Tydfil</strong> CBC appointed a team of consultants headed by Philip Cave<br />
Associates in order to address these issues.<br />

Scope<br />
The scope of the study was to create a Wayfinding/Identity Strategy <strong>and</strong><br />
Implementation Plan.<br />
This was a three stage process:<br />
Stage 1 Audit/Analysis- reviewing existing <strong>orientation</strong> material,<br />
briefing consultations<br />
Stage 2 Design specification – comprising concept design, further<br />
consultations. Design Development – final design proposals, consultation<br />
Stage 3 Construction Specification/Detailed Design – full performance<br />
specification with costing<br />
Consultations<br />
Stage 1 consultation was a briefing meeting with the Steering Group.<br />
Stage 2 involved two meetings with the Steering Group, one with the<br />
<strong>Town</strong> Centre Partnership, <strong>and</strong> one Public Meeting/Discussion evening.<br />
The proposals also went on public exhibition at a ‘roadshow’ <strong>and</strong> then<br />
in the Civic Centre
2 DESIGN THEMES<br />

Design Themes<br />
The design concept for the project<br />
was established through an<br />
underst<strong>and</strong>ing of the place.<br />
The design process involves<br />
exploring the nature of the place <strong>and</strong><br />
establishing what contributes to<br />
making it unique. In doing so certain<br />
features <strong>and</strong> experiences act as a<br />
source of inspiration. The rich<br />
industrial heritage <strong>and</strong> industrial<br />
machinery, the steep topography of<br />
the valleys, the earthy colouring of<br />
the surrounding l<strong>and</strong>scape are<br />
fundamental to the process.<br />
Specifically we have chosen to use<br />
the themes of green <strong>and</strong> mauve as<br />
the key colours. Illustrations to<br />
express the <strong>identity</strong> of the town are<br />
brought out with the Industrial<br />
Heritage of the Trevithik train, the<br />
Iron Bridge, the image of St <strong>Tydfil</strong>,<br />
along with architectural details <strong>and</strong><br />
features of the town.<br />
We set about analysing the town <strong>and</strong><br />
completing an audit comprising two<br />
elements. The first was an<br />
experiential audit, <strong>and</strong> the second<br />
was a physical audit of the signage<br />
<strong>and</strong> <strong>orientation</strong> material currently in<br />
the town.<br />

results of the audits that were<br />
completed.

Wayfinding Strategy<br />
The wayfinding <strong>strategy</strong> was<br />
established along the following<br />
principles. The key arrival points<br />
are to be provided with arrival<br />
information boards which would<br />
include maps of the area with<br />
detailed visitor information of the<br />
key attractions of the town. As<br />
pedestrians move around the town,<br />
finger posts <strong>and</strong> direction panels<br />
are provided at places where<br />
decisions are needed as to which<br />
direction to take.<br />
The following sheet sets out the<br />
sites of each of the signs <strong>and</strong> the<br />
list of locations.

MERTHYR TYDFIL ORIENTATION STRATEGY<br />
Interpretation <strong>and</strong> <strong>identity</strong><br />
The signage system has been<br />
designed to express the <strong>identity</strong> of<br />
the town, by reflecting some of its<br />
unique characteristics. This will<br />
enable the town to reinforce the<br />
message to visitors through a<br />
number of different means.<br />
The typeface that has been chosen is<br />
albertus <strong>and</strong> when used on the<br />
Roundels is always used in capitals.<br />
The same typeface is also used in<br />
upper <strong>and</strong> lower case for location<br />
names on the finger posts, direction<br />
signs <strong>and</strong> road names.<br />
The interpretation of the town is<br />
intended to reinforce the town trails<br />
already in existence. Buildings <strong>and</strong><br />
places of interest will be marked<br />
with new plaques, <strong>and</strong> there are<br />
four interpretation panels located<br />
in the town.<br />
The interpretation panels have been<br />
located centrally within the theme<br />
or area that they are representing.<br />

These images have been designed<br />
by Illustrator Andrew Davidson,<br />

the town takes its name.<br />

LIGHTING STRATEGY
MERTHYR TYDFIL ORIENTATION STRATEGY<br />
THE USE OF SOLAR ENERGY TO POWER FEATURE LIGHTING.<br />
The feasibility of using solar power generation to supply a feature lighting<br />
installation breaks down into the following issues:<br />
a) the load to be supplied <strong>and</strong> the generating capacity required to supply it.<br />
b) the capital installation cost.<br />
c) the storage <strong>and</strong> distribution of the generated power.<br />
Typically, a 3 – 4 storey façade with five vertical divisions within an urban<br />
environment will utilise approximately 700W. This is based on high efficacy ceramic<br />
metal halide discharge lamps, with ten 70W lamps employed, five at ground level<br />
<strong>and</strong> five on the upper levels. Whilst the load may vary through the use of 35W<br />
ceramic metal halide discharge lamps or 35W fluorescent tubes depending upon the<br />
design we believe that 700W represents a realistic design load for a medium sized<br />
building in <strong>Merthyr</strong> <strong>Tydfil</strong>. Whilst LED light sources with low power requirements are<br />
developing rapidly, they do not yet offer sufficient light output to be an alternative for<br />
feature lighting facades.<br />
Assuming the feature lighting is used between the hours of dusk <strong>and</strong> midnight then<br />
the annual use is approx. 2000hrs, with an annual consumption of 1400 kWh. In<br />
order to generate this power a 2kW Peak Solar system will be required1, which<br />
comprises 16 m2 of panels.<br />
The cost of such an installation will be approximately £14,000; although government<br />
grant aid of up to 50% may be available provided an accredited installer is used. This<br />
compares to an annual running cost of approx. £210 for a 700W load at current<br />
electricity prices supplied from the National Grid.<br />
The solar power system described above is designed to export the power it<br />
generates to the National Grid <strong>and</strong> to import power during the hours of darkness for<br />
the feature lighting. The solar power system is sized to ensure that there is no nett<br />
power requirement from the National Grid, with only maintenance as an annual<br />
cost.<br />
The alternative approach of creating a ‘st<strong>and</strong> alone’ system utilising batteries for<br />
storage of the generated power is not currently practical or efficient. The maximum<br />
dem<strong>and</strong> on the system is during the winter when generation is at its lowest. Given<br />
the power losses in batteries a significantly higher generating capacity would be<br />
required <strong>and</strong> the overall capital costs would be prohibitive.<br />
A more promising application may lie with the use of solar panels to power signage<br />
elements. In this instance, the use of LED strips to edge light plastic panels such as<br />
emergency signage is becoming well established. The LED strips typically require 4<br />
– 8W per metre. Equally, the use of integrated solar panels to power small outdoor<br />
marker lights is becoming common. We have not tested such units ourselves,<br />
however, we note that the National Library of Wales in Aberystwyth has had some of<br />
these units on trial <strong>and</strong> they may be able to provide data with regard to their use.<br />

Introduction<br />
This document is for the procurement of a new<br />
bespoke pedestrian signage system for <strong>Merthyr</strong><br />
<strong>Tydfil</strong> <strong>and</strong> is to be read in conjunction with the<br />
drawing setting out sizes <strong>and</strong> outline details for the<br />
signage family:<br />

The attached drawing shows the complete different<br />
family members used for each situation.<br />

The Design Concept<br />
The key concept has been to produce a simple <strong>and</strong><br />
legible design.<br />
The design philosophy has been to develop a<br />
system, which reinforces a consistent <strong>identity</strong><br />
throughout the town.

Design Description.<br />
The structures will be powder coated steel poles<br />
100mm diameter, map panels <strong>and</strong> interpretation<br />
panels will be vitreous enamel.<br />
Finger Post:<br />
The signage finger post will be a black polyester<br />
powder coated steel circular pole 100mm<br />
diameter, at the top of which fingers are firmly<br />
fixed.<br />
Directional fingers<br />
Fingers are powder-coated aluminium with<br />
silkscreen or engraved lettering/graphics. It is<br />
envisaged that fingers can be set out to point in<br />
four different directions depending on the location<br />
of the post. It is important that the area where the<br />
slats are attached to the post remains a consistent<br />
diameter with the rest of the post below <strong>and</strong> above.<br />
Similarly, the there must be a simple, seamless<br />
connection between the finger <strong>and</strong> support collar. If<br />
applicable consideration should be given to<br />
binding/connecting fingers together if more than<br />
one finger slat are orientated together. Finger slats<br />
should also be able to withst<strong>and</strong> wind movement<br />
<strong>and</strong> be v<strong>and</strong>al <strong>and</strong> graffiti resistant.<br />
There shall be no more than 5 finger slats in any<br />
direction.<br />
Base cover plate<br />
The base of the finger post is to have a simple cover<br />
plate or foot at pavement level. This must match<br />
the rest of the finger post <strong>and</strong> be highly durable.<br />
The column is to have a buried root fixing of a<br />
suitable depth to ensure stability appropriate for the<br />
usage.<br />
Interpretation panel/ map panel<br />
This must be freest<strong>and</strong>ing.<br />
The panel is to be vitreous enamel trays, possibly<br />
formed in sections, <strong>and</strong> must be durable <strong>and</strong> highly<br />
v<strong>and</strong>al resistant. It must be capable of secure fixing<br />
back to the panel frame. The panels will be double<br />
sided.<br />
The post support will have a lit top with a solar cell<br />
on the top surface.<br />
The support leg will be black powder coated to<br />
match the main support pole.

Typeface:<br />
The typeface which has been selected is Albertus<br />
Artwork:<br />
Text guide information, including setting out is<br />
provided. Map artwork is provided in illustrator<br />
format. Setting out guidance for the panels is also<br />
provided. It is currently assumed that the<br />
manufacturers will be preparing any colour<br />
separation work for printing <strong>and</strong> firing map <strong>and</strong> text<br />
information. Final artwork <strong>and</strong> text to be signed off<br />
by the client team prior to manufacture.<br />
Technical Design Issues:<br />
The successful contractor will be expected to work<br />
closely with the client team to develop, the agreed<br />
concept to produce cost effective, innovative<br />
solutions to key technical aspects of the system.<br />
The contractor will be expected to bring to the<br />
project his/her technical expertise on materials <strong>and</strong><br />
finishes, printing techniques, use of ready made<br />
components, manufacture <strong>and</strong> installation.<br />
Knowledge of current best practice will be<br />
essential.<br />
Prototyping will be used to establish the<br />
manufacturers ability to address the technical<br />
issues involved with the materials chosen.<br />
The contractor will be expected to produce<br />
scaled detailed drawings for approval <strong>and</strong> all<br />
production information including those needed for<br />
implementation. Drawings should preferably be in<br />
AutoCAD 2000 or below format <strong>and</strong> included in the<br />
'User Guide' (see below). All information will need<br />
to be approved by the client team at <strong>Merthyr</strong> <strong>Tydfil</strong><br />
County Borough Council.

The copyright of the signage system <strong>and</strong> its<br />
creative <strong>and</strong> intellectual content is the property of<br />
<strong>Merthyr</strong> <strong>Tydfil</strong> County Borough Council. It has been<br />
designed specifically for the town <strong>and</strong> it is not to be<br />
reproduced by others elsewhere unless a specific<br />
license is granted.
