HistoryRich in history<strong>Effingham</strong> County CourthouseThe historic <strong>Effingham</strong> County Courthouse was built in 1871, on the siteof the 1850’s courthouse, which tragically burned to the ground in March1869, reducing most of the county’s records to ash.The courthouse, located on the square in downtown <strong>Effingham</strong>, was thefourth one built in <strong>Effingham</strong> County <strong>and</strong> is listed on the National Registerof Historic Places. The historical structure was built in Second Empire style<strong>and</strong> is made of brick, stone <strong>and</strong> wood with 18-inch outside walls. Specialfeatures of the building are stone window headers with keystones aboveeach window <strong>and</strong> a mansard roof with dormers.The building was the working courthouse for <strong>Effingham</strong> County up until2007, when <strong>Effingham</strong> County constructed a new courthouse two blockswest of this structure.Monuments recognizing the history of the city <strong>and</strong> county can also beviewed on the lawn surrounding the historic courthouse. Over the years,there have been severaltheories on how <strong>Effingham</strong>was named. One suggests itwas to honor Lord <strong>Effingham</strong>,a British noble, who resignedhis commission rather thantake up arms against thecolonies in the RevolutionaryWar. A monument to Lord<strong>Effingham</strong> st<strong>and</strong>s on thenortheast corner of thecourthouse square. The <strong>Effingham</strong> County Cultural Center <strong>and</strong>Museum Association came into existenceas the result of a desire to promoteinterpretive culture <strong>and</strong> history as ameans of increasing public awareness ofthe history of <strong>Effingham</strong> County <strong>and</strong> theNational Road.Among its membership are persons withMaster’s Degrees in History <strong>and</strong> HistoricalAdministration, retired educators, adjunctfaculty at Lake L<strong>and</strong> College <strong>and</strong> localprofessionals <strong>and</strong> business people whoare active supporters of local history <strong>and</strong>culture.The courthouse which dominates thesquare in <strong>Effingham</strong> was not the first onein the county. In fact there have been four- two in Ewington, the original county seat,<strong>and</strong> two in <strong>Effingham</strong>. In less than fortyyears time from 1833 until 1871, all thestructures were built.The <strong>Effingham</strong> County CourthouseMuseum features 2 rooms devoted to aspecific military experience which changesthroughout the year. Currently, the featureis on World War II with a specific focus onsoliders <strong>and</strong> the homefront. In a couplemonths, this exhibit will change to adifferent military focus.The Courthouse Museum also has aroom dedicated to transportation <strong>and</strong>the railroads in <strong>Effingham</strong> County. This memorial has close to 3,700names of men <strong>and</strong> women veterans fromall five branches of the armed forces. It is an ongoing memorial withspace for over 9,000 names. One was driven to make anattempt on her life!Lying in wait for the Kepleys toreturn home late one night, theperpetrator shot at, but missed, Mrs.Kepley as she ascended the stairs toher downtown home. Col.Funkhouser’s father, SenatorPresley Funkhouser, hadconsiderable influence in thedecision to move the county seatfrom Ewington to <strong>Effingham</strong>,A monument honoring Ada <strong>and</strong> husb<strong>and</strong> HenryKepley st<strong>and</strong>s at the location where their homeonce stood.spelling the demise of Ewington.Mary (Mother) Newcomb came to<strong>Effingham</strong> during the Civil War, afterher husb<strong>and</strong>, Hiram, enlisted in the11th Illinois Infantry. She was 44 yearsold at the time.After Hiram was wounded inbattle, Mary brought her husb<strong>and</strong>back to <strong>Effingham</strong>, but he diedshortly after, on February 26, 1862.Fulfilling his dying wish, Maryreturned to the regiment to nursethe sick <strong>and</strong> wounded soldiers untilthe end of the war. Mary visited theLincoln White House <strong>and</strong> had a visiton the porch with Mr. Lincoln.Another resident with a strongLincoln connection was Catherine(Katie) McPherson Kelly Clutter, whowas born in Washington D.C. Katieremained in Washington City whileher husb<strong>and</strong>, Tom Kelly, was ondetached duty during the Civil War.Katie -- a personal friend of MaryTodd Lincoln -- frequently cared for“Little Tad.” Tom Kelly died in 1876,<strong>and</strong> in 1879, Katie married Noah D.Heart Theatre133 E. The theatre is one oftwo examples in <strong>Effingham</strong> of the ArtDeco style that was popular from 1920to 1940. National RoadIt was a superhighway of dirt, rock, <strong>and</strong> timber.In 1806, President Thomas Jefferson signedlegislation creating a National Road funded solelyby the federal government, a first at the time.With westward expansion on thelips of a nation busting at the seams,this road would provide a route fromCumberl<strong>and</strong>, Maryl<strong>and</strong> to Pennsylvania,Virginia (later West Virginia), Ohio,Indiana, <strong>and</strong> Illinois. Because of itspoint of origin, it was often referred toas the Cumberl<strong>and</strong> Trail although otherpopular names included the NationalPike, the National Trail, <strong>and</strong> the NationalRoad.Albert Gallatin, Jefferson’s Secretaryof the Treasury, championed theproject by securing funding throughthe sale of western public l<strong>and</strong>s tosettlers. Construction began in 1811<strong>and</strong> after years of tedious labor theproject reached Illinois where JosephShriver began surveying in 1828 fromthe Indiana border to the MississippiRiver. Shriver noted the scarcity ofhomes <strong>and</strong> even had an encounter withIndians. The path of the road brought itto V<strong>and</strong>alia, our state capitol from 1819until 1839. William C. Greenup served asconstruction superintendent in Illinois<strong>and</strong> was faced with a monumentalchallenge of finding laborers.With the exception of the occasionalcrushed rock or timber-laden “corduroy”sections, the Illinois National Road wasa dirt path dotted with tree stumpscut low enough that a wagon couldeasily navigate over them. A heavy rainwould transform the National Road to amuddy trail sometimes forcing travelersto find an alternative path. Peoplecame to Illinois on the National Road inwagons, stagecoaches, <strong>and</strong> horseback.Sometimes they would stop at an innfor a hot meal <strong>and</strong> to visit with othertravelers. Beds were at a premium so itwasn’t unusual to sleep on the floor.Transporting goods by river was nowpassé as the National Road provided anew route for commerce. Conestogawagons, the forerunner to the semitruck,brought valuable goods to thesettlers <strong>and</strong> towns that began poppingup along the road. A typical Conestogawas 26 feet long, twelve feet high,<strong>and</strong> weighed more than a ton. Notwanting to surrender valuable space, theteamster driving the rig often sat on anexterior lazy board near the h<strong>and</strong>brake.From 1830 to 1840, Illinois’population more than doubled withthe National Road playing a majorrole. The railroad’s emergence in the1850s plus the lack of maintenance ofthe National Road saw its popularitydeteriorate. However, by the early 20thcentury the rise of the automobile <strong>and</strong>bicycle created a dem<strong>and</strong> for improvedroads. The National Road rose from thetransportation scrapbook to becomethe blueprint for an ocean to oceanroute known as U.S. Route 40.Today the Illinois National Roadstretches 164 miles from the Indianaborder to the Mississippi River inEast St. Louis <strong>and</strong> encompassesseven counties---Clark, Cumberl<strong>and</strong>,<strong>Effingham</strong>, Fayette, Bond, Madison, <strong>and</strong>St. Clair. Many of the communities oweits origin to the National Road bringingthe settlers that turned prairiel<strong>and</strong> tocivilization.The National Road Association ofIllinois is currently busy promoting theunique attractions the road offers. An“Art & Architecture” guidebook wasrecently created to highlight the art<strong>and</strong> architectural treasures locatedin communities along the NationalRoad. In addition, the National RoadAssociation is also working on a Kioskproject. This project will include 21kiosks to be placed in 21 communitiesalong the Illinois National Road. Thekiosks will provide an overview of theNational Road history <strong>and</strong> timeline,a map of the National Road, <strong>and</strong>individual community history thatincludes local sites of interest.
