On Saturday afternoon (atthe end of the Preliminary Event), <strong>BOA</strong>will announce ratings and ClassChampionship Results (as it does at otherregional events).The top 14 scoring bands, regardless ofclassification, from the PreliminaryEvent,will advance to Saturday evening’sFinals event. 2 0 0 3 C h a m p i o n s h i p sInside Report: <strong>BOA</strong> Advisory BoardRecommends Grand National Finals Changeby Debbie Laferty-Asbill, <strong>BOA</strong> Director of CommunicationsIt was unanimously recommended by theadvisory board members and guests presentat the Advisory Board meeting January 12-13 that starting in 2003, Bands of AmericaGrand National Finals Championship will be ashowcase of 12 of the finest high schoolbands in America and a celebration of allfinalists that does not focus on the ranking ofthe bands. It will be a “presentation of thebest of the best.” A Grand NationalChampion will be named, OutstandingAchievement Awards presented in threecaptions based on scores, and all finalistsrecognized <strong>for</strong> the incredible achievement ofearning a position in Finals.The response and discussion about theGrand National Finals <strong>for</strong>mat change has beenacross the spectrum.“I think we can all agree that change canbe a challenge and disturbing,”said ScottMcCormick, President of Bands of America. “Ihope we can also further agree that all of us,whether pro or con on Bands of America'sGrand Nationals <strong>for</strong>mat change have <strong>BOA</strong>'smission to ‘create and provide positively lifechangingexperiences <strong>for</strong> students, teachers,parents and communities’ as our mutualfocus.”“Over the past few years, the level ofper<strong>for</strong>mance and excellence of the finalistbands has gotten to the point where todesignate who was 2nd best and who was12th best (or <strong>for</strong> that matter the ‘1st best’) isof little value and beside the point,” saysScott McCormick. Bands of America's morethan 25 years of success has helped to drivethe level of excellence in marching band andgeneral band education to unprecedentedlevels. At some point, the competitive drivecan and will exceed the perceived benefits.Grand National Finals is at this stage ofdevelopment. We needto place maximum emphasis on the MANYwho exude that superior level of excellencethat has become Grand National Finals.The Finals awards ceremony will change toplace primary emphasis on the achievementand celebration of each finalist participantand band. It will be a celebration of musicand achievement.Saturday evening will be a show thatacknowledges all of the finalist bandmembers with National Finalist medallions.The Grand National Champion, Outstanding<strong>Music</strong>, Visual and General Effect, and Espritde Corps will also be awarded. No placing orscores will be announced, no scores providedto the bands, only commentary by theadjudication panel. The numbers will be keptconfidential and only used to tabulate theGrand National Champion and theOutstanding Achievement Awards.We want our participants and supporters toknow that Bands of America did not proposethis change. The concept and changeoriginated with members of the AdvisoryBoard. <strong>All</strong> present at the Advisory Boardmeeting were unanimously in favor of thechange. Among those present were banddirectors who between them hold nine GrandNational Champion titles, with five finalistsfrom 2002 alone.The decision isappropriate <strong>for</strong> GrandNational Finals especially. Atthis time, <strong>BOA</strong> feels it is stillappropriate to recognizeplaces at Regional Finals. Thelevels of per<strong>for</strong>mances at aRegional Finals have morevariance than at GrandNationals. Grand NationalFinals is at the highest level and cannot becompared to any other competition,exhibition or other <strong>for</strong>mat of marching bandcompetition, including the <strong>BOA</strong> RegionalChampionships. The competitive RegionalChampionship system is still a powerful andvaluable tool <strong>for</strong> the educational goals ofband programs at different levels. It is thatsystem that puts us at this point of decision tochange Grand Nationals Finals <strong>for</strong>mat as thebest and right next step.With any decision <strong>for</strong> change comescontroversy. We frequently hear that changecauses discom<strong>for</strong>t, and that authentic leadersadhere to guiding principles regardless of theinitial reaction of the masses. Debate isimportant and valuable. However, Bands ofAmerica strongly agrees with and adopts therecommendation of the advisory board. Weare convinced that this move will support andcontribute significantly to the continueddevelopment of school music education andyoung people who participate.“No one is trying to completely wipe outcompetition,” points out Greg Bimm,Director, Marian Catholic H.S., IL. “There isstraight up competition in prelims and semifinals. The goal is to celebrate the top 12 byde-emphasizing the finals placement. True, achampion is named. It is after all the Nationalchampionship. My perception is that bystopping there, we are awarding all who haveachieved finals. Just as in the AcademyAwards, where it is an honor both to beNOMINATED and to be awarded the Oscar, itis an honor to be a finalist at <strong>BOA</strong>. Ifsomeone perceives this as 1 winner and 11losers or an 11 place tie <strong>for</strong> 11th, perhapsthey are seeing the glass half empty. Maybe itis 12 great bands (1 who happened toper<strong>for</strong>m best that evening) who should becongratulated and celebrated without overemphasizing stratification.”“Grand National finals is a special andunique evening and in my opinion it meritsnot to be set up like every other contest inour country nor should it be different fromthe rest of the Grand National experiencewhere there are no scores or placementsother than the class champions announcedafter prelims or semi-finals,” says “There isno doubt about it that the top 32 bands atThe <strong>BOA</strong> Grand Nationals are some of the topmarching bands in the United States. Thiswill be the first class of inductees intothe newly-established Hall of Fame.Inductees are Dr. FrederickFennell, conductor of the KoseiWind Ensemble and Principal GuestConductor of the Dallas WindSymphony; Larry McCormick,founder of Bands of America; Col.Truman W. Craw<strong>for</strong>d, retiredcommander of the United StatesMarine Drum and Bugle Corps; Dr.William D. Revelli, <strong>for</strong>mer Directorof Bands at University of Michigan(inducted posthumously); John P.Paynter, <strong>for</strong>mer Director of Bands atNorthwestern University (inductedposthumously), and L.J. Hancock,long-time director at Norwin H.S., PAand <strong>BOA</strong> Camp Director.The first class of recipients wasnominated by members of the Bandsof America Advisory Board and <strong>BOA</strong>staff.“It has been our dream <strong>for</strong> severalyears to establish a Hall of Fame,” saysScott McCormick, President ofBands of America. “We want torecognize the icons who have madesignificant contributions to Bands ofAmerica and have helped shape theband activity and music education inAmerica. The first five inducteesrepresent a cross-section ofcontributions, and all have left anindelible mark on the state of theband world as it is today.”The presentation will be madefollowing the intermission of theHonor Band of America concert at the<strong>BOA</strong> National Concert Band Festivaland National Percussion Festival, whichwill be held March 20-22 inIndianapolis. Dr. Fennell and Mr.McCormick are expected to be onhand to receive their award. Hall ofFame recipients will be recognizedpermanently in the Bands of AmericaHall of Achievement in its newcorporate headquarters in Indianapolis.Dr. Frederick Fennell is one of theworld's most active and innovativemaestros. This globe-trottingoctogenarian is principal guestconductor of the Dallas WindSymphony, principal conductor of theTokyo Kosei Wind Orchestra in Japan,and Professor Emeritus at theUniversity of Miami School of <strong>Music</strong>.The internationally-acclaimedconductor, widely regarded as theleader of the wind ensemblemovement in this country, is one ofAmerica's most recorded livingAmerican classical conductors, and is apioneer in various methods ofrecording.Born July 2, 1914 in Cleveland,Ohio, the maestro studied at theEastman School of <strong>Music</strong> on theUniversity of Rochester campus,earning a Bachelor of <strong>Music</strong> degree in1937 and a Master of <strong>Music</strong> degreetwo years later. He became a memberof the Eastman conducting faculty in1939, founded the Eastman WindEnsemble in 1952, and received anHonorary Doctorate from Eastman in1988.He has been part of pioneeringrecordings with the ClevelandSymphonic Winds and Dallas WindSymphony and his honors, awards,appointments and conductingappearances are legendary.Dr. Fennell was the conductor of thefirst Honor Band of America in 1992,at the debut National Concert BandFestival, held at NorthwesternUniversity. Churchwindow drill outlines reminded all ofthe theme. Flurries of woodwindnotes in the opener counterbalancedthe dedicated proclamations of thebrass, joyfully blaring brief snippetsof well-known hymns like a mightychoir of angels reverberating fromthe parting heavens. The Rutter“Requiem Aeternum” movementredefined “blissful” with itssonorous, divine chords. The University of Delaware Fightin’Blue Hen Marching Band and the JacksonvilleState University Marching Band per<strong>for</strong>med inexhibition and at Friday night’s Celebrate America!Southwest Dekalb High School MarchingBand, Decatur, GA, was the first high school bandever invited to per<strong>for</strong>m in exhibition at Grand Nationals.Another first: <strong>BOA</strong> hosted the Indianapolis PublicSchool Tournament, with eight IPS marching bandsper<strong>for</strong>ming and receiving taped and written input fromthe adjudication panel. The Northwest H.S.Marching Band from Indianapolis was named the IPSTournament winner.The year of “firsts” continued with the live broadcastof the Semi-Finalist directors draw <strong>for</strong> per<strong>for</strong>mancetimes on large screens at Celebrate America! Severalthousand people gathered on Pan Am Plaza followingthe Friday night awards ceremony <strong>for</strong> the CelebrateAmerica! with standstill per<strong>for</strong>mances, on-screeninterviews, and the announcement of the Semi-Finalsper<strong>for</strong>mance order.This was one incredible show.
