This piece of Personal Protective Equipment (PPE) helps provide respirator yprotection from the deadly, carcinogenic products released on a hazardous material spill and fro mthe products of combustion produced from a fire . The City's current SCBAs provided by the firedepartment to our firefighters do not meet the latest National Fire Protection Agency (NFPA )guidelines. The current SCBAs are deficient in that they do not provide a heads up display of th eremaining air supply, a universal air connection for rescue operations, dual air gauge redundancy ,and chemical/biological/radiological/nuclear (CBRN) protection .While NFPA standards are not legally binding on fire departments, they have a significant impact o nthe manufacturers of SCBAs . Incidents and tragedies in the US over the past decade have move dthe industry to greatly enhance the safety provided by this equipment . At the same time, the supportfor our City's current stock of breathing apparatus has declined here on the Central Coast . Failure sand breakage have increased as the equipment ages, and the repairs and parts are getting harder t oobtain in a timely fashion. These failures have occurred at emergency incidents when they ar eneeded most. The City and the Department have an obligation to ensure that our personnel have th eproper safety equipment that meets today's standards, and which will allow them to do their job sand do them safely .Existing SituationThe National Fire Protection Association (NFPA) Standards #1981 and #1982 are the nationallyrecognized guidelines regulating SCBAs and Personal Alarm Safety System (PASS) devices ,respectively. The guidelines are reviewed by the NFPA and updates are made based on pas tincidents/accidents as well as improvements in technology . Our current SCBAs only meet the 199 8standards which lack any "heads up display" (HUD), Chemical/Biological/Radiological/Nuclea r(CBRN) certification, a universal air connection (UAC), and "redundant air gauge" requirement .
Purchase Self-Contained Breathing Apparatus (SCBA)Page2Our current SCBAs are eight years old and the work required to retrofit our current SCBAs to 200 7edition levels would not be recommended as it would cost more than the price of a new unit .Project Work CompletedThe Fire Department has completed an exhaustive study evaluating the currently available SCBA sthat meet NFPA #1981 and #1982. Department staff met with vendors and ran field trials on all th eSCBAs that meet the latest standards and that are available in our area . The SCBAs tested were th eMSA Model M7, Draeger PSS 7000, Scott Model NXG7, Scott Model AP 75, and the Speria nWarrior.The Fire Department established an SCBA Committee and researched the following :1. The storage/racking compatibility with our current storage/racking syste m2. The reliability and service of the companies and their produc t3. The voice amplification system of each produc t4. The different firefighter rescue capabilities involving bypassing first stage regulators ,universal air connections, buddy breather connections, firefighter down location equipment ,and firefighter accountability systems5. Compatibility with neighboring fire department's SCBAs and equipmen t6. Battery requirements7. Compatibility with our current air bottle refill station, air tools, and mask fitting syste m8. Service life9. Testing requirement s10. NFPA requirements11. Radio compatibility12. Training provide d13. Specifications and weightTen members tested the SCBAs through a field test course, ranking the SCBAs in order ofpreference. Included in the field trial were factors such as mask fit, ease of use, comfort, and theability to perform firefighting tasks . In addition, 21 members went through a tabletop trial and rate dthem in order of preference. The table top trial required each member to try on the SCBAs in aclassroom environment and simulate some of the possible movements involved in working on a fir e(walking, crawling, looking up, and working with arms above head) .Staff and the SCBA committee are recommending a sole source purchase of the Scott NXG7. Thisis due to the extensive study performed on each model of apparatus and the consensus reached b ythe SCBA committee, which addressed the vital rescue and safety aspects of the SCBAs as the yrelate to our Fire Department's operations . In addition, despite the fact that costs were not reveale dto the raters, the Scott NXG7 turned out to be the lowest bid .
