3.6 The State as Custodian of Architectural HeritageWe have inherited an historic built environment of outstanding quality, testament to the evolutionof our society and culture from the earliest settlements to the works of recent times. Thesephysical remains and the artefacts associated with them are sometimes the main evidence of thevalues and lifestyles of our ancestors. The stone forts, cairns, tombs and enclosures, the monasticruins, the castles, walled towns, designed urban and demesne landscapes and great houses,the modest cottages, terraced houses and industrial buildings, tell us of our complex past andremain as a legacy for future generations. Respect for this inheritance and commitment to itssurvival are measures of our contemporary values. Indeed, incorporating the practical advantagesand aesthetic appeal of vernacular rural design and built heritage can contribute to high qualitycontemporary design, tailored to today’s living and energy needs. Our ability to transmit thisheritage will help shape the values of the future.The State is committed to the highest standards in the protection, conservation, andmaintenance of the built heritage and landscapes in its care and to promoting the adoptionof these standards towards the historic built environment.Action 14Action 15The work of the National Inventory of Architectural Heritage (NIAH) in identifyingstructures of special interest and the Historic Gardens and Designed Landscapes surveywill be continued and completed under the aegis of the NIAH.The Department of the Environment, Heritage and Local <strong>Government</strong> will considercreating, maintaining and making publicly accessible a central database of structuressubject to legislative protection, beginning with those protected under the NationalMonuments Acts and under Section 10 of the Heritage Acts. In consultation withplanning authorities, consideration will be given to extending the database to includebuildings protected under the Planning and Development Acts.33 03 – Leading by example
Action 16Action 17The Department of the Environment, Heritage and Local <strong>Government</strong> will issueguidelines on how older, traditionally constructed and historic buildings can contributeto a reduction in the consumption of fossil fuels and carbon dioxide emissions whilerespecting their built fabric and cultural significance. This action may take cognisanceof any data on building performance derived from buildings procured and maintainedthrough State funds and will ensure appropriate dissemination of such information.The Department of the Environment, Heritage and Local <strong>Government</strong> and the Officeof Public Works, in collaboration with the Heritage Council and a number of LocalAuthorities will, subject to available funding, initiate a pilot scheme in preventivemaintenance for buildings in their ownership. If successful, and in consideration ofthe value for money aspects, a scheme may be extended progressively nationwide,beginning with the larger urban authorities.
