E N V I R O N M E N T A L I M P A C T A S S E S S M E N T R E P O R TD r e d g i n g o f m a r i n e p h o s p h a t e s f r o m M L 1 7 0C h a p t e r 1 : I n t r o d u c t i o nCHAPTER 1.INTRODUCTION1.1 SCOPE OF THE EIA-EMPRThis document addresses the marine component of the proposed project, i.e. the activities to takeplace within the Mining Licence Area ML170 (the recovery of mineralised sediments), inaccordance with the requirements of the Environmental Management Act (No. 7 of 2007) and theconditions of the issued Mining Licence. The Mining Licence requires that an environmentalcontract be entered into with the Ministry of Environment and Tourism for such Mining LicenceArea to be issued in accordance with the Environmental Management Act, (Act No 7 of 2007).A separate EIA addresses activities related to the terrestrial component of this project (i.e. theshore based plant and operations required for beneficiation of the mineralised sedimentsrecovered from the Mining Licence Area ML 170). Accordingly two EIA processes have beenregistered separately with the Ministry of Environment and Tourism 1 . These EIAs will besubmitted separately for approval to the authorities. However, in order to address the overallimpacts of the Sandpiper Phosphate Project, a Project Summary Report, including an assessmentof the combined impacts of the project, will be included as part of the terrestrial EIA. Theterrestrial EIA will also include an overall socio-economic assessment of the project.This EIA-EMPR has been prepared to meet the requirements of the Environmental ManagementAct (No. 7 of 2007) and the conditions of the Mining Licence (ML. 170) issued on 13th July 2011 bythe Ministry of Mines and Energy.The EIA-EMPR prepared for dredging activities within the Mining Licence ML 170, specificallyaddresses the following:1. Recovery of phosphate-enriched sediments by Trailing Suction Hopper Dredger (TSHD) fromwater depths of 190 to 275 m;2. Dredging from within two initial target mining areas (Sandpiper-1 and Sandpiper-2), eacharea measuring of 22 km by 8 km, and subsequently Sandpiper-3;3. The presently identified maximum thickness of sediments to be recovered from within thesetarget areas is 3 m. Locally within the Mining Licence Area the deposit is known to extend upto 6 m. 2 ;4. Exploration (resource development) activities will continue within the entire Mining LicenceArea;5. Normal operational activities of the dredger, including discharge of slurry from the vessel tothe shore via a sinker line, and6.
