2012 BUDGETMetropolitan Washington Airports AuthorityCAPITAL CONSTRUCTION PROGRAMThe Airports Authority’s Master PlansThe Master Plan <strong>for</strong> each Airport establishes the framework <strong>for</strong> the CCP <strong>and</strong> may beamended from time to time by the Airports Authority. All major improvements to the Airportsmust be in accordance with the approved Master Plan <strong>for</strong> each Airport. The Master Plansadopted by the Airports Authority’s Board include the Airports’ L<strong>and</strong> Use Plans <strong>and</strong> theAirport Layout Plans (the “ALPs”). The ALPs have been approved by the FAA, <strong>and</strong> anyfuture amendments also must be approved by the FAA. The ALPs are required by the FAAto show all existing <strong>and</strong> proposed improvements.The Airports Authority is required to consult with the Reagan National Capital PlanningCommission be<strong>for</strong>e undertaking any development that would alter the skyline of ReaganNational when viewed from the opposing shoreline of the Potomac River or from the GeorgeWashington Parkway. The Airports Authority is also required to consult with the NationalCapital Planning Commission <strong>and</strong> the Federal Advisory Council on Historic Preservationbe<strong>for</strong>e undertaking any major alteration to the exterior of the Main Terminal at DullesInternational. In addition, the Airports Authority consults with the Advisory Council <strong>and</strong> theVirginia State Historic Preservation Office on projects that may affect historically significantproperties at the Airports.Reagan NationalThe Master Plan <strong>for</strong> Reagan National became effective on April 15, 1988, <strong>and</strong> has beenamended periodically. All major elements of the Master Plan at Reagan National have beencompleted with the exception of renovation of Terminal A.Dulles InternationalThe Master Plan <strong>for</strong> Dulles International was adopted <strong>and</strong> approved by the FAA prior to theLease Effective Date <strong>and</strong> has been amended periodically. The Master Plan <strong>for</strong> DullesInternational contemplates construction of two additional runways, construction of permanentmidfield concourses <strong>and</strong> an automated people-mover (“APM”) system, expansion of the MainTerminal, future mass transit along a right-of-way in the Access Highway <strong>corridor</strong>, expansionof automobile parking facilities, construction of additional roads on airport l<strong>and</strong> <strong>and</strong> expansionof the capacity of the existing roads. One of the two additional runways became operationalin November 2008.Capital Construction ProgramThe Capital Construction Program initiated by the Airports Authority in 1988 provides <strong>for</strong>planning, designing <strong>and</strong> constructing certain facilities at Reagan National <strong>and</strong> DullesInternational as contemplated by the Master Plans. Between 1988 <strong>and</strong> 2000, major capitalprojects completed under the CCP at Reagan National include, among others, two new main145
