2012 BUDGET7Washington Dulles International Airport50th AnniversaryThe opening of Dulles International 50 years ago promised to lift us intothe jet age. On November 17, 1962, a modernist Airport, designed byArchitect Saarinen, would take flight, known today as Washington DullesInternational Airport (Dulles International). Dulles International wasnamed for John Foster Dulles, former President Eisenhower’s Secretary ofState. Dulles International was going to transform Washington into aninternational gateway. In 1987, former President Ronald Reagan signed abill transferring administration of Dulles International to the MetropolitanWashington Airports Authority.The Washington Magazine, December 2011 Issue
RESOLUTION NO. 11-36Adopting the 2012 BudgetWHEREAS, The Finance Committee held a September 20 session, at whichit provided direction to the staff regarding major challenges that the 2012 Budgetwould need to address;WHEREAS, The Finance Committee considered an initial draft, prepared bythe staff, of the proposed 2012 Budget at its October 19 meeting;WHEREAS, The Finance Committee considered a draft, prepared by thestaff, of the proposed 2012 Budget at its November 16 meeting and recommendedits approval to the Board;WHEREAS, To benefit the airlines serving Dulles International by reducingthe level of debt service included in the 2012 airline rates and charges, the 2012Aviation Enterprise Fund Budget incorporates the prior restructuring of the PassengerFacility Charges Program to pay $40.0 million of debt service attributable to theAeroTrain; andWHEREAS, The 2012 Budget presents a reasonable level of expenditures, tobe made or accrued in 2012, (a) from the Aviation Enterprise Fund, to operate RonaldReagan Washington National and Washington Dulles International Airports, torepair and maintain the facilities at these Airports, and to undertake needed capitalimprovements at the Airports, and (b) from the Dulles Corridor Enterprise Fund, tooperate the Dulles Toll Road, to repair and maintain Toll Road facilities, to undertakecapital improvements for the betterment of the Toll Road and otherwise withinthe Dulles Corridor, and to continue construction of the Metrorail Project, and thatthere will be sufficient revenues in 2012 and other funds to cover these expenditures;now, therefore, be itRESOLVED, That the 2012 Budget, as presented at this meeting, is herebyadopted;2. That the following sums, totaling $992,781,000, are hereby authorized tobe expended from the Aviation Enterprise Fund in 2012 for the operation, mainten-
