2012 BUDGETMetropolitan Washington Airports AuthorityBoard of DirectorsThe Airports Authority is governed by a 13-member Board, with five directors appointed bythe Governor of Virginia, three appointed by the Mayor of the District of Columbia, twoappointed by the Governor of Maryland, and three appointed by the President of the UnitedStates. The Board members serve six-year terms which are staggered. The officers of theBoard are the Chairman, Vice Chairman, and Secretary. These officers are elected annuallyby members of the Board.President and Chief Executive OfficerThe executive direction and overall management of the Airports Authority is the responsibilityof the President and Chief Executive Officer. The President and Chief Executive Officerplans and directs all of the programs and activities of the Airports Authority, subject to policydirection and guidance provided by the Board.Executive Vice President and Chief Operating OfficerThe operation of the Airports Authority, including the support elements necessary to deliverhigh quality customer service, is undertaken by the Executive Vice President and ChiefOperating Officer. In the absence of the President and Chief Executive Officer, the ExecutiveVice President and Chief Operating Officer acts with the full authority of the President andChief Executive Officer.Office of FinanceThe Office of Finance is responsible for formulating and executing the annual and long-termbudget activities, airline rate setting, financing and planning strategies, cash and debtmanagement, investment activities, commercial banking, accounting operations, including theissuance of financial reports, and revenue and disbursement management.Office of General CounselThe Office of General Counsel provides advice and a full range of legal services in areas thatare essential to the formulation of policies as well as the day-to-day operation of the Airports,and serves as the primary point of contact with any special counsel that may be employed bythe Airports Authority on a regular or ad hoc basis.Office of AuditWith guidance from the Board’s Audit Committee, the Office of Audit develops andimplements the audit plan for the Airports Authority; evaluates internal controls andrecommends improvements to management, reporting results to the Audit Committee and thePresident; and manages the activities of external auditors who perform the annual audit ofthe Airports Authority’s financial statements and related activities.32

2012 BUDGETMetropolitan Washington Airports AuthorityOffice of Air Service Planning and DevelopmentThe Office of Air Service Planning and Development formulates and executes strategies andactions to maintain and improve the region’s passenger and air cargo service through thedevelopment and execution of Comprehensive and Annual Air Service Plans. The Officeconducts baseline research, develops projections and recommends strategic actions inairline, air cargo, and aviation areas. The Office develops demographic and travel trendsfocusing on long-range opportunities to enhance the Airports Authority’s competitive positionwithin the global aviation system. The Office conducts internal and external outreachactivities designed to influence and educate target audiences about the positive economicimpacts of air service to the region. The Office advises the President and Chief ExecutiveOfficer on a wide variety of aviation issues, and supports other Airports Authority offices asrequested in developing policies, positions and implementation plans regarding passenger,cargo, and industry related issues.Office of CommunicationsThe Office of Communications is responsible for internal and external communication policiesand strategies, including legislative initiatives and all communications programs withcommunity groups, governmental organizations, and the news media on matters related tooperation of the Airports and the Dulles Corridor. The Office maintains a community outreachprogram designed to achieve community participation in appropriate areas of Airportdecision-making. Other activities include publication of the Annual Report, support for theAirports Authority’s marketing and advertising program including the Washington FlyerMagazine, and coordinating aircraft noise abatement and related environmental activities.Office of EngineeringThe Office of Engineering formulates and manages all matters relating to engineering,planning, design, and construction at the Airports; administers the COMIP, CCP, DullesCorridor R&R Program, and CIP, which includes the Dulles Corridor Metrorail Project; andprovides day-to-day oversight and management of the activities of the program managementcontractor who is assisting the Airports Authority in accomplishing the CCP and the DullesMetrorail Project.Office of Business AdministrationThe Office of Business Administration directs the Airports Authority programs in the areas ofequal opportunity, concession contracting and administration, lease of Airports Authorityspace and land, procurement of material and services, property management, and riskmanagement; and coordinates and recommends overall Airports Authority policies regardingairline operations, including administration of the Airports Authority’s Airline Agreement andrelated business activities that support the Airports Authority. The Office also manages theAirports Authority owned buildings at Dulles International.33
