ESSENTIAL REQUIREMENTSEssential requirements ong>forong> electromagnetic compatibility are prescribed in Annex 1. It can be said thatthis methodology directly introduces specific procedures which become an integral part ong>ofong> the designprocess and manufacturing ong>ofong> products.Rulebook defines the essential requirements, such as: general requirements relating to allequipment (appliances and fixed installations) and special requirements relating to fixed installations.Essential requirements aim to protect public and general interests.General requirements ong>forong> equipment ensure:1) the electromagnetic disturbances generated does not exceed the level above which radio andtelecommunications equipment or other equipment cannot operate as intended;2) that equipment has a level ong>ofong> immunity to the electromagnetic disturbances to be expected in itsintended use which allows it to operate without unacceptable degradation ong>ofong> its intended use.The specific essential requirements ong>forong> fixed installations prescribe that fixed installations need tobe installed taking into account ong>ofong> good engineering practice in the field ong>ofong> electromagnetic compatibilityand taking into account the inong>forong>mation on the intended use ong>ofong> its components, in order to meet protectionrequirements referring to general requirements ong>forong> equipment. Good engineering practice is documented andthe documentation is kept by the person responsible who is obliged to make it available and at disposal tothe relevant authorities ong>forong> inspection purposes ong>forong> as long as the fixed installation is in operation.4. LIST OF SERBIAN STANDARDS ACCOMPANYING THE RULEBOOKAND PRESUMPTION OF CONFORMITYHarmonized standards in the field ong>ofong> electromagnetic compatibility are transposed and adopted asSerbian standards by the Institute ong>forong> Standardization ong>ofong> Serbia. List ong>ofong> adopted Serbian standardstransposing harmonized standards is compiled, updated and published in accordance with the Law ontechnical requirements ong>forong> products and conong>forong>mity assessment and the regulation adopted on the basisong>ofong> that Law.Presumption ong>ofong> conong>forong>mityConong>forong>mity mark and Declaration ong>ofong> conong>forong>mity as presumption ong>ofong> conong>forong>mityThis kind ong>ofong> presumption ong>ofong> conong>forong>mity ong>ofong> equipment with the requirements ong>ofong> the Rulebook is infact derived indirectly. Conong>forong>mity mark, placed on the equipment, and the Declaration ong>ofong> conong>forong>mityare the external appearances that indicate the existence ong>ofong> the presumption ong>ofong> conong>forong>mity ong>ofong> electricalequipment with the requirements ong>ofong> the Rulebook.Application ong>ofong> standards from the List ong>ofong> Serbian standards in the field ong>ofong> electromagneticcompatibility as a presumption ong>ofong> conong>forong>mityIt is considered that the equipment meets the essential requirements referred to in Annex 1, if it ismade in accordance with Serbian standards in the field ong>ofong> electromagnetic compatibility which transposedappropriate harmonized standards. In other words it could be said that the equipment complies with the12

essential requirements until it is proven otherwise. More, such equipment is placed on the market and/or putinto use freely without any restrictions.The manufacturer can design and manufacture the equipment, without applying any ong>ofong> thestandards from the list ong>ofong> standards or with applying only parts ong>ofong> a standard. In this case, themanufacturer, through technical documentation, must prove that such technical solution fully complieswith all essential requirements prescribed by the Rulebook.Thereong>forong>e, it can be concluded that the use ong>ofong> Serbian standards from the list ong>ofong> standards is thesimplest and fastest tool in the procedure ong>ofong> "confirming" that the product is in compliance withessential requirements.5. TECHNICAL DOCUMENTATIONIn regards to the Rulebook (and all other regulations transposing New Approach and Global ApproachDirectives) technical documentation is documentation providing evidence ong>ofong> conong>forong>mity ong>ofong> the productwith requirements ong>ofong> all relevant technical regulations relating to the given product.Drawing up technical documentation includes knowledge, procedures and skills that engineers acquireon undergraduate and master studies. This activity does not require any special licence.Essential characteristics: Technical documentation must confirm that equipment complies with requirements from theRulebook; Technical documentation includes design, manufacture and operation ong>ofong> the equipment to theextent it is necessary ong>forong> conong>forong>mity assessment; Technical documentation must be written in Serbian language, or in any ong>ofong> the ong>ofong>ficiallanguages ong>ofong> the EU, with relevant translation into Serbian;Technical documentation is defined in Annex 4 ong>ofong> the Rulebook.The manufacturer is entirely responsible and obliged to take all actions and measures to ensure thatthe manufactured equipment is in conong>forong>mity with all relevant requirements prescribed in the Rulebook.Conong>forong>mity must be ensured beong>forong>e the equipment is placed on the market. For this purpose, themanufacturer has the exclusive right and obligation to prepare and draw up technical documentation.Manufacturer can never transfer these obligations to another person (his agent, importer, distributor, etc.).Technical documentation includes design, manufacture and operation ong>ofong> the equipment to theextent it is necessary ong>forong> conong>forong>mity assessment, and particularly:- general description ong>ofong> the equipment;- the list ong>ofong> Serbian standards applied from the list ong>ofong> standards set out in Article 7 ong>ofong> this Rulebook;- when the manufacturer has not applied Serbian standards from the list ong>ofong> standards, or has partiallyapplied them or if such standards do not exist, a description and explanation ong>ofong> the proceduresapplied in order to meet the essential requirements prescribed in Annex 1 ong>ofong> the Rulebook, includinga description ong>ofong> the perong>forong>med conong>forong>mity assessment with the electromagnetic compatibilityrequirements referred to in point 1 ong>ofong> Annex 2, as well as the results ong>ofong> design calculations made,examinations carried out, test reports, etc.;- a statement from the Designated Body, when the conong>forong>mity assessment procedure referred to inAnnex 3 has been perong>forong>med.The technical documentation must be available to relevant authority at least ten years after thedate ong>ofong> the last manufactured specimen ong>ofong> the equipment.The technical documentation does not have to:- to be kept on the territory ong>ofong> the Republic ong>ofong> Serbia,13
