EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-2012111Several initiatives have been taken by DG Employment and ong>theong> ACSH to follow upon ong>theong> second area ong>ofong> attention in ong>theong> European ong>strategyong>.In 2008 and 2009, ong>theong> ACSH organised two workshops on national strategies toexchange information.The ACSH took ong>theong> initiative to develop ong>theong> Scoreboard 2009, which provides anoverview on action taken at national level to address ong>theong> European ong>strategyong>. TheScoreboard is based on self-reporting on ong>theong> six major topics identified in ong>theong>Council’s Resolution on ong>theong> European Strategy 139 . This was done as a one-timeexercise in 2009 and reported in ong>theong> Scoreboard 2009 report.According to ong>theong> Mid-term Review, ong>theong> second phase ong>ofong> implementation ong>ofong> ong>theong>European ong>strategyong> should contribute to strengong>theong>ning ong>theong> experience ong>ofong> ong>theong>Scoreboard 2009 “with a view to developing a structured and commonly acceptedmonitoring tool for ong>theong> ong>evaluationong> ong>ofong> future OSH European strategiesimplementation in ong>theong> Member States…This process should in particular helpdevelop a better alignment ong>ofong> ong>theong> future EU- and national strategies' goals andpriorities. In this context, reliable indicators should be defined to be applied for ong>theong>monitoring ong>ofong> national achievements in relation to ong>theong> implementation ong>ofong> ong>theong> EUong>strategyong>." 140However, this has not been followed up with concrete activities after ong>theong> mid-termreview.Given ong>theong> lack ong>ofong> up-to-date EU-wide data on occupational accidents and diseases,ong>theong> Scoreboard 2009 should be regarded as a very useful tool for providing anupdated overview ong>ofong> key trends and progress in respect to core areas ong>ofong> OSH in ong>theong>EU. The added value ong>ofong> ong>theong> Scoreboard 2009 exercise, in comparison to oong>theong>rstatistical tools, is that it provides a broader picture ong>ofong> ong>theong> state ong>ofong> play regardinghealth and safety at work in each Member State. Since ong>theong> methodology hasalready been developed, it would be a fairly limited task to set up a system for anannual survey and publishing ong>ofong> ong>theong> results. This seems to be an obvious area forfuture action and would contribute to improving ong>theong> knowledge-base upon whichstrategic policy decisions at EU level are made.Such future continuation ong>ofong> ong>theong> Scoreboard exercise should obviously take a pointong>ofong> departure in a new European ong>strategyong> on OSH and ong>theong> agreed objectives,instruments and indicators decided for this ong>strategyong>. This is an important achievement, which will contribute to comparabledata across Member States and a better basis for policy-making.There is limited progress in relation to EU statistical data on work-related diseases.In addition, ong>theong>re is a considerable time-gap in ong>theong> provision ong>ofong> data on accidents,which means that it is not possible to use ong>theong> data as a means to evaluate and revisecurrent policies in ong>theong> short to medium term. The Scoreboard 2009 was a valuableexercise which, if institutionalised and furong>theong>r developed, would contribute to someextent to fill ong>theong> current knowledge gap.In respect to Labour Force Surveys, ong>theong> European ong>strategyong> indicated that ong>theong> effortsin this area should be stepped up. Activities have been continued and an OSHcomponent will be included in ong>theong> forthcoming LFS, but it is a continuation raong>theong>rthan an increase in ong>theong> activity.It thus seems that ong>theong>re is a considerable scope for furong>theong>r action in this area in ong>theong>years to come.
