Forall priorities, a large majority ong>ofong> national stakeholders have scored 3 or higher toong>theong> question ong>ofong> relevance. At ong>theong> European level, ong>theong> divide between ong>theong> twointerest groups “workers” and “employers” has been more distinctive than at ong>theong>national level, except regarding ong>theong> relevance ong>ofong> Objective 1 on improvement andsimplification ong>ofong> ong>theong> regulatory framework for which ong>theong> difference ong>ofong> opinionbetween workers’ and employers’ representatives at national level is also clearlyvisible. This is explained by ong>theong> particularly controversial nature ong>ofong> ong>theong>“simplification” component ong>ofong> this objective.One important factor that should be taken into account is that many stakeholdershave focused ong>theong>ir answer on wheong>theong>r ong>theong> objective/priority covers an importantissue that should be addressed, raong>theong>r than wheong>theong>r it was right to select it as anobjective/priority in ong>theong> first place. This section is organised accordingly.5.2.1 Actions and outputs and ong>theong>ir correspondence withong>theong> European ong>strategyong>Chapter 4 provided details on ong>theong> actions taken and ong>theong> resulting outcomes withineach ong>ofong> ong>theong> priority areas ong>ofong> ong>theong> European ong>strategyong>. The findings presented showthat many ong>ofong> ong>theong> planned actions have been implemented, although ong>theong>re are alsoimportant gaps. In several areas, it is not possible to assess ong>theong> actual level ong>ofong>fulfilment ong>ofong> ong>theong> ong>strategyong>, because ong>theong> ong>strategyong> is not always very specific aboutexactly what is to be achieved. On ong>theong> oong>theong>r hand, it can be ascertained that actionshave been taken and also that ong>theong>se have led to outcomes, which support ong>theong> sixpriority areas ong>ofong> ong>theong> ong>strategyong>.Below, key achievements and shortcomings are summarised for each ong>ofong> ong>theong> sixobjectives. Reference is made to chapter 4 for details.Objective 1:LegislationObjective 2:National strategiesObjective 3:PreventionThe majority ong>ofong> ong>theong> planned actions have been implemented and ong>theong> Commission,ong>theong> ACSH and SLIC have been active with drafting ong>ofong> supporting guidance,exchanges ong>ofong> best practices and preparing ong>theong> development or revision ong>ofong>legislation. However, ong>theong> guidance produced has not been sufficiently disseminatedand is not sufficiently targeted at SMEs. In addition, in terms ong>ofong> ong>theong> updating andsimplification ong>ofong> ong>theong> regulatory framework, little substantive progress has beenmade and ong>theong> Commission has not acted in relation to ong>theong> two important issues ong>ofong>subcontracting and preventive services.Almost all Member States now have a national ong>strategyong> or a similar instrument.Member States are generally actively working in ong>theong> area and implementing ong>theong>irstrategies, however, implementation is progressing at a slow pace in somecountries. The priorities emphasised in ong>theong> European ong>strategyong> are generallyreflected in ong>theong> national strategies, with ong>theong> exception ong>ofong> those related to healthsurveillance ong>ofong> workers.Several campaigns at European level have been successfully implemented throughEU-OSHA. A risk-assessment tool for SMEs (OiRA) has been developed andinformation on this has been disseminated. It is being used in several countries.However, knowledge ong>ofong> ong>theong> actual take-up ong>ofong> EU-OSHA information and tools atnational and company level is insufficient and this gives rise to concerns that ong>theong>seare not being used to ong>theong>ir full potential.The ACSH and ong>theong> Commission have not acted in relation to ong>theong> area ong>ofong>mainstreaming OSH into training programmes.
