EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-2012133indications in ong>theong> data that ong>theong> European ong>strategyong> led to action at ong>theong> national level(through national strategies), which would not oong>theong>rwise have been taken, and thatthis led to a better implementation ong>ofong> OSH regulation.The ong>strategyong> has also provided an impetus towards a useful on-going dialoguebetween EU-OSHA, SLIC and ACSH, which has provided for key resourcepersons to exchange experiences and to improve ong>theong>ir basis and capacity to supportprevention and ong>theong> implementation ong>ofong> legislation in ong>theong> context ong>ofong> ong>theong>ir ownnational systems. During interviews, a number ong>ofong> national stakeholders haveemphasised ong>theong> role ong>ofong> ong>theong> European ong>strategyong> in relation to ensuring a levelplaying-field in ong>theong> EU. They consider that ong>theong> ong>strategyong> has contributed to a moreharmonised implementation ong>ofong> OSH requirements.The results ong>ofong> ong>theong> ESENER survey, which was carried out in 2009 at ong>theong> level ong>ofong>individual managers and workers, seem to confirm that for ong>theong> implementation ong>ofong>certain EU OSH requirements ong>theong> picture is more positive in 2009 than it was at ong>theong>time ong>ofong> ong>theong> report on ong>theong> practical implementation ong>ofong> ong>theong> Framework Directive andoong>theong>r individual directives (2004). For instance 76% ong>ofong> ESENER respondentsanswered positively when asked wheong>theong>r ong>theong>re is a documented policy, establishedmanagement system or action plan on health and safety in ong>theong>ir establishment; 86%ong>ofong> respondents answered positively when asked wheong>theong>r ong>theong> workplaces in ong>theong>irestablishment are regularly checked for health and safety as part ong>ofong> a riskassessment or similar measure.However, on oong>theong>r aspects, ong>theong> ESENER survey shows that differences betweenMember States can be very large. For instance, on ong>theong> question ong>ofong> wheong>theong>r ong>theong>health ong>ofong> employees is monitored through regular medical examinations, resultsvary from 98.2% ong>ofong> positive answers in Spain to 11.9% in Denmark. Finally, ong>theong>survey shows that only a minority ong>ofong> establishments deal with issues related topsychosocial risks.From ong>theong> interviews conducted with national stakeholders in ong>theong> framework ong>ofong> ong>theong>ong>evaluationong>, ong>theong> general impression is still that implementation ong>ofong> OSH regulationcontinues to be a challenge throughout ong>theong> EU even though ong>theong> implementation ong>ofong>ong>theong> European ong>strategyong> and national strategies have helped to address ong>theong> issue.With ong>theong> comprehensive ong>evaluationong> ong>ofong> ong>theong> implementation ong>ofong> ong>theong> OSH Directives tobe undertaken in 2013-2014, ong>theong>re will be a much more detailed insight into ong>theong>challenges faced by ong>theong> Member States and ong>theong> individual actors in implementingong>theong> legal framework. The results ong>ofong> this ong>evaluationong> should feed into ong>theong> planning ong>ofong>activities to be undertaken under a new ong>strategyong>.Impact on awarenessEU-OSHA has undertaken a range ong>ofong> initiatives, in particular ong>theong> HealthyWorkplaces campaign, which have been implemented with ong>theong> active participationong>ofong> ong>theong>ir network in ong>theong> Member States. The data indicates that ong>theong>se activities havehad important impacts on ong>theong> level ong>ofong> awareness and on actions taken at ong>theong> locallevel in ong>theong> Member States. However, it is not possible to quantify ong>theong> extent ong>ofong> awarenessimpact in terms ong>ofong> number ong>ofong> companies reached within specific sectors percountry or similar.Impact onunderstanding ong>ofong>risks and policyresponsesActivities to study risks have had an impact in terms ong>ofong> providing additionalknowledge on new and emerging risks as well as a better data basis in relation toknown risks. However, ong>theong>re is still a lack ong>ofong> up-to-date European-level data onlevels ong>ofong> risk exposure and incidence rates ong>ofong> work-related accidents and diseases,which ong>theong>refore provides a weak basis for European policy-making. Little actualaction has been taken in terms ong>ofong> adaptation ong>ofong> ong>theong> legal framework - and thus, it isassessed that no impact has been achieved in this area.The above analysis indicates that ong>theong> European ong>strategyong> did have an impact,however, it is much greater in some areas than in oong>theong>rs. This assessmentcorresponds well with ong>theong> overall assessment ong>ofong> ong>theong> stakeholders as illustratedbelow.IntervieweesassessmentDuring interviews, we asked Member State stakeholders ong>theong>ir views as to wheong>theong>rong>theong> European ong>strategyong> helped to improve OSH in Europe.
