EVALUATION OF THE

EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-20121415.4 OwnershipOwnership refers to ong>theong> degree to which ong>theong> stakeholders accepted ong>theong> Europeanong>strategyong> and regarded it as ong>theong>ir own.Evaluation questions:Q8: To hat extent did ong>theong> stakeholders, especially ong>theong> social partners, accept ong>theong> ong>strategyong>and felt involved in its implementation? If ong>theong>y did not, why?During ong>theong> interviews conducted with ong>theong> national stakeholders, we have askedong>theong>m about ong>theong>ir sense ong>ofong> involvement in ong>theong> development and implementation ong>ofong>ong>theong> European ong>strategyong>. We asked ong>theong>m for a rate on a scale from 1-5 and ong>theong> resultsare shown in ong>theong> table below. The results illustrate that, generally, stakeholdershave felt more involved in ong>theong> implementation ong>ofong> ong>theong> ong>strategyong> than in itsdevelopment.Table 5-11MS stakeholders responses to ong>theong> questions on ownershipQuestion / score1 (notat all)2 3 4 5 (highextent)Do notknowTo which extent didyou feel involved inong>theong> development ong>ofong>ong>theong> Europeanong>strategyong>?To which extent didyou feel involved inong>theong> implementationong>ofong> ong>theong> Europeanong>strategyong>?10 19 35 18 6 165 16 27 29 11 16Note: 1=not at all, 3=to some extent, 5=to a high extent. (n=104)The data indicates that ong>theong>re is scope for a more inclusive process in relation topreparation ong>ofong> a future ong>strategyong>. The ACSH Committee has provided an importantforum for ong>theong> implementation ong>ofong> ong>theong> ong>strategyong> and this is a main reason why nationalstakeholders felt involved in its implementation. As mentioned above under effectiveness, ong>theong> EU social partners have indicated thatong>theong>y have a low level ong>ofong> ownership towards ong>theong> ong>strategyong>, which also explains whyno action has been taken in certain areas. In general, all stakeholders have commented that ong>theong>y regard ong>theong> ong>strategyong> to bemainly DG Employment's ong>strategyong> and not ong>theong>ir own. However, EU-OSHA andEurostat, have been committed to ong>theong> ong>strategyong> and it has provided a clear policybasis for certain actions from ong>theong>se institutions.http://projects.cowiportal.com/ps/A019055/Documents/3 Project documents/Interim and final report/Final report October 2012/OSH ong>evaluationong>-report_Final_submitted 14 March2013.docx

142 EVALUATION OF THE EUREVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-20121425.5 ConsistencyConsistency refers to ong>theong> extent to which positive/negative spill-overs onto oong>theong>rpolicy areas are being maximised/minimised. Occupational health and safetypolicies have strong links with oong>theong>r policy areas and ong>theong>refore present manyopportunities for spill-overs. In particular employment policies, education andpublic health policies, R&D and environmental policies are very relevant toconsider.Evaluating ong>theong> consistency ong>ofong> ong>theong> ong>strategyong> consists ong>ofong> assessing to what extent ong>theong>sepolicy areas have been affected at both EU and Member State level by ong>theong>European Strategy and to which extent potential synergies between policy areashave been achieved.Evaluation questions:Q10: To what extent have ong>theong> different elements ong>ofong> ong>theong> ong>strategyong> been included or activelypromoted into national employment/public health/education/environment policies?Q11: To what extent have ong>theong> different elements ong>ofong> ong>theong> ong>strategyong> been included or activelypromoted into oong>theong>r EU policy areas?5.5.1 Integration ong>ofong> OSH considerations into relevant EUpoliciesSection 5.4 ong>ofong> ong>theong> European ong>strategyong> refers to ong>theong> efforts that should be made toensure that coherence between different policy areas is promoted at both EU andnational levels and that any synergies are exploited. In particular, four policy areasare mentioned in ong>theong> ong>strategyong>, namely:› Employment and restructuring;› Public health;› Regional development and social cohesion;› Public procurement. Our analysis has also revealed oong>theong>r policy areas, where synergies with OSHrelatedmatters are strong and ong>theong>se are also reflected in ong>theong> text below.Employmentpolicies: an Agendafor new skills andjobsThe “Europe 2020: a sustainable growth and jobs” ong>strategyong> was developed in 2010.It ensued from ong>theong> strategic goals for ong>theong> Union adopted in Lisbon in 2000 tostrengong>theong>n employment, economic reform and social cohesion and from ong>theong> targetong>ofong> raising employment rate within ong>theong> 55-64 age group to 50% by 2010, defined atong>theong> 2001 Stockholm European Council. But more importantly, Europe 2020represented ong>theong> EU’s answer to ong>theong> economic crisis that was and still is affectingEurope and ong>theong> world. Europe 2020 defines five targets for 2020 in five differentareas:› Employment: 75 percent ong>ofong> ong>theong> 20-64 year-olds to be employed› R&D: 3 percent ong>ofong> ong>theong> EU's GDP to be invested in R&Dhttp://projects.cowiportal.com/ps/A019055/Documents/3 Project documents/Interim and final report/Final report October 2012/OSH ong>evaluationong>report_Final_submitted14 March 2013.docx
