EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-2012147increase <str<strong>on</strong>g>of</str<strong>on</strong>g> awareness <strong>and</strong> more importantly enforcement <str<strong>on</strong>g>of</str<strong>on</strong>g> OSH requirements <strong>on</strong>board fishing vessels.Research: <str<strong>on</strong>g>the</str<strong>on</strong>g> 7 th Frame<strong>work</strong> Programme, adopted in 2007 <strong>and</strong> running until end<str<strong>on</strong>g>of</str<strong>on</strong>g> 2013, includes several <str<strong>on</strong>g>the</str<strong>on</strong>g>mes th<strong>at</strong> are relevant for occup<strong>at</strong>i<strong>on</strong>al <strong>health</strong> <strong>and</strong><strong>safety</strong>, including “socio-ec<strong>on</strong>omic sciences <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> humanities”, with a str<strong>on</strong>gfocus <strong>on</strong> employment, <strong>and</strong> “<strong>health</strong>” with a focus <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> factors, including <strong>work</strong>rel<strong>at</strong>ed<strong>on</strong>es, for <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> diseases, <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences <str<strong>on</strong>g>of</str<strong>on</strong>g> ageing <strong>and</strong>mental <strong>health</strong> promoti<strong>on</strong>. It is interesting to note however th<strong>at</strong>, despite a largenumber <str<strong>on</strong>g>of</str<strong>on</strong>g> projects rel<strong>at</strong>ed to OSH funded by FP7, occup<strong>at</strong>i<strong>on</strong>al <strong>health</strong> <strong>and</strong> <strong>safety</strong> isnot highlighted as a priority in ei<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se two <str<strong>on</strong>g>the</str<strong>on</strong>g>mes.St<strong>and</strong>ardis<strong>at</strong>i<strong>on</strong>: <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>health</strong> <strong>and</strong> <strong>safety</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>work</strong>ers is also influenced by legisl<strong>at</strong>i<strong>on</strong>adopted with <str<strong>on</strong>g>the</str<strong>on</strong>g> objective <str<strong>on</strong>g>of</str<strong>on</strong>g> establishing <str<strong>on</strong>g>the</str<strong>on</strong>g> internal market, in particular <str<strong>on</strong>g>the</str<strong>on</strong>g>‘New Approach Directives’, which set essential requirements <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis <str<strong>on</strong>g>of</str<strong>on</strong>g> whichst<strong>and</strong>ards-setting bodies (i.e. <str<strong>on</strong>g>the</str<strong>on</strong>g> European Committee for St<strong>and</strong>ardis<strong>at</strong>i<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g>European Committee for Electrotechnical St<strong>and</strong>ardis<strong>at</strong>i<strong>on</strong> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>Telecommunic<strong>at</strong>i<strong>on</strong>s St<strong>and</strong>ards Institute) elabor<strong>at</strong>e harm<strong>on</strong>ised technicalst<strong>and</strong>ards. Some stakeholders however have menti<strong>on</strong>ed th<strong>at</strong> more integr<strong>at</strong>i<strong>on</strong>between <str<strong>on</strong>g>the</str<strong>on</strong>g> st<strong>and</strong>ardis<strong>at</strong>i<strong>on</strong> process <strong>and</strong> OSH was needed <strong>and</strong> th<strong>at</strong> synergies hadnot been sufficiently exploited.Agriculture: Agriculture is a key sector when it comes to occup<strong>at</strong>i<strong>on</strong>al <strong>health</strong> <strong>and</strong><strong>safety</strong>, as <str<strong>on</strong>g>the</str<strong>on</strong>g> r<strong>at</strong>es <str<strong>on</strong>g>of</str<strong>on</strong>g> f<strong>at</strong>al <strong>and</strong> n<strong>on</strong>-f<strong>at</strong>al accidents are am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> highest acrossindustries. 168 Despite this, no menti<strong>on</strong> is made <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>health</strong> <strong>and</strong> <strong>safety</strong> <strong>and</strong> <strong>work</strong>ingc<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> farm <strong>work</strong>ers in <str<strong>on</strong>g>the</str<strong>on</strong>g> Community str<strong>at</strong>egic guidelines for ruraldevelopment (programming period 2007 to 2013) 169 or in <str<strong>on</strong>g>the</str<strong>on</strong>g> 2006 Communic<strong>at</strong>i<strong>on</strong><strong>on</strong> employment in rural areas 170 . More recently, <str<strong>on</strong>g>the</str<strong>on</strong>g> CAP Health check <str<strong>on</strong>g>of</str<strong>on</strong>g> 2008 didnot menti<strong>on</strong> <strong>health</strong> <strong>and</strong> <strong>safety</strong> issues ei<str<strong>on</strong>g>the</str<strong>on</strong>g>r.Educ<strong>at</strong>i<strong>on</strong> <strong>and</strong> training: Apart from EU-OSHA activities <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>health</strong> <strong>and</strong> <strong>safety</strong>risks, specific to educ<strong>at</strong>i<strong>on</strong>al establishments, <strong>and</strong> how <str<strong>on</strong>g>the</str<strong>on</strong>g>se can be managed,nei<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> policy fiches rel<strong>at</strong>ing to <str<strong>on</strong>g>the</str<strong>on</strong>g> Multiannual Financial Frame<strong>work</strong> 2014-2020 nor <str<strong>on</strong>g>the</str<strong>on</strong>g> 2010 communic<strong>at</strong>i<strong>on</strong> <strong>on</strong> European cooper<strong>at</strong>i<strong>on</strong> in voc<strong>at</strong>i<strong>on</strong>aleduc<strong>at</strong>i<strong>on</strong> <strong>and</strong> training menti<strong>on</strong> <strong>health</strong> <strong>and</strong> <strong>safety</strong> as <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> area in whichlifel<strong>on</strong>g voc<strong>at</strong>i<strong>on</strong>al training could be needed. However, <str<strong>on</strong>g>the</str<strong>on</strong>g> overall agenda <str<strong>on</strong>g>of</str<strong>on</strong>g>promoting “up-skilling” <strong>and</strong> c<strong>on</strong>tinuous learning is indirectly rel<strong>at</strong>ed to <strong>health</strong> <strong>and</strong><strong>safety</strong> as low qualified <strong>work</strong>ers are particularly exposed to OSH risks 171 .
