EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-201219implemented in ong>theong> absence ong>ofong> a European ong>strategyong>, ong>theong> relevance ong>ofong> ong>theong> ong>strategyong> isthat ong>ofong> providing a firm policy basis for action and in facilitating ong>theong> coordinationong>ofong> ong>theong> actions taken by ong>theong> many stakeholders involved.The current EU policy agenda is dominated by ong>theong> EU2020 ong>strategyong> and ong>theong> need toprovide ong>theong> appropriate policy responses to ong>theong> economic crisis. There is evidenceto support ong>theong> argument that OSH policy can create benefits (both at ong>theong> societaland individual company level) which exceed ong>theong> costs. This underlines ong>theong>significance ong>ofong> seeing OSH policy initiatives as a positive and obvious ingredientin policies aimed at ensuring competiveness, productiveness and growth. This isalso reflected in one ong>ofong> ong>theong> seven flagship initiatives under ong>theong> EU 2020 ong>strategyong>,ong>theong> agenda for new skills and jobs. A new ong>strategyong> should be seen within thisframework and could be a useful instrument for ong>theong> wider implementation ong>ofong> ong>theong>flagship initiative.Finally, all ong>theong> stakeholders consulted for this ong>evaluationong> have strongly confirmedong>theong> relevance ong>ofong> ong>theong> European ong>strategyong> - even when ong>theong>y did not agree fully with allong>ofong> ong>theong> content ong>ofong> ong>theong> current ong>strategyong>.Nine mainrecommendationsA set ong>ofong> key recommendations has been formulated on ong>theong> basis ong>ofong> ong>theong> analysis:1) The Commission should develop a new ong>strategyong> for ong>theong> forthcomingperiod to furong>theong>r exploit ong>theong> potential for creating European addedvalue.2) The Commission should - until ong>theong> new ong>strategyong> has been developed -continue to implement ong>theong> initiatives ong>ofong> ong>theong> present ong>strategyong>.3) The Commission should extend ong>theong> rationale ong>ofong> a new ong>strategyong> to focusmore on ong>theong> contribution to EU2020.As part ong>ofong> this it is recommended that ong>theong> overall aim ong>ofong> ong>theong> ong>strategyong> shouldbe to support ong>theong> EU 2020 aim ong>ofong> smarter, more sustainable and moreinclusive growth by reducing ong>theong> cost to society ong>ofong> occupational illness andaccidents.4) The new ong>strategyong> should be based on a clear and coherent framework ong>ofong>overall aims, objectives and actions and should provide a framework forcoordinated action.In particular, ong>theong> ong>strategyong> should:› Take a point ong>ofong> departure in a limited number ong>ofong> strategic priorities› Include an annual action planning framework› Provide for stronger integration with oong>theong>r policy areas5) Key objectives should place more emphasis on ong>theong> health aspects ong>ofong>OSH compared to ong>theong> current ong>strategyong>.It is recommended that, in order to achieve this, new objectives should beframed around ong>theong> twin goals ong>ofong> improving ong>theong> health ong>ofong> ong>theong> workinghttp://projects.cowiportal.com/ps/A019055/Documents/3 Project documents/Interim and final report/Final report October 2012/OSH ong>evaluationong>-report_Final_submitted 14 March2013.docx

Underlying objectives underimproving ong>theong> health ong>ofong> ong>theong> working population could ong>theong>n be focusing onreducing absence due to ill-health or accidents and on specific causes ong>ofong> illhealthsuch as stress or MSDs.6) The new ong>strategyong> should encompass a clear strategic focus onmusculoskeletal disorders, stress and occupational cancer deaths.7) The new ong>strategyong> should focus explicitly on addressing ong>theong> challengesrelated to ong>theong> implementation ong>ofong> ong>theong> OSH legislation with a particularview to SMEs and micro-enterprises8) The Commission should consider including objectives relating to newand emerging risks in ong>theong> new ong>strategyong>, adopting an active role inpromoting and coordinating research raong>theong>r than a passive monitoringfunction.9) A new ong>strategyong> should maintain ong>theong> focus on ong>theong> development and ong>theong>implementation ong>ofong> instruments and systems to monitor progress.http://projects.cowiportal.com/ps/A019055/Documents/3 Project documents/Interim and final report/Final report October 2012/OSH ong>evaluationong>report_Final_submitted14 March 2013.docx
