EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-2012189The area ong>ofong> research into existing and new risks seems to be an obvious area forEU-level action, as ong>theong> Member States could benefit from ong>theong> economies ong>ofong> scale ong>ofong>a combined effort, raong>theong>r than having individual actions at ong>theong> Member State level.To some extent this has been achieved, as called for in ong>theong> ong>strategyong>, through ong>theong>activities ong>ofong> ong>theong> EU-OSHA Risk Observatory and ong>theong> New OSH ERA initiativeunder FP7. However, ong>theong>re has been a certain level ong>ofong> duplication ong>ofong> effort andong>theong>re are oong>theong>r important actors in this area (e.g. Eurong>ofong>ound) not mentioned veryclearly (if at all) in ong>theong> ong>strategyong>. It thus seems that ong>theong> potentials for achievingEuropean added value in this area have not been fully utilised.7.2 Recommendations7.2.1 Need for a new ong>strategyong>The first issue to address is wheong>theong>r a new ong>strategyong> should be developed, orwheong>theong>r DG EMPL should bring such EU action to a halt and/or just rely on ong>theong>continuation ong>ofong> initiatives contained in ong>theong> present ong>strategyong>.Recommendation 1: The Commission should develop a new, future ong>strategyong> inorder to furong>theong>r exploit ong>theong> potential for creating European added-valueContinued EU policy action on OSH is relevant for a number reasons. Even thoughprogress has been achieved during ong>theong> current ong>strategyong> period, ong>theong>re is still a needto address OSH issues and problems, which are prevalent throughout ong>theong> EU. It isevident that OSH policy intervention carries important economic benefits and hasong>theong> potential to support and strengong>theong>n ong>theong> implementation ong>ofong> EU2020. Furong>theong>r, ong>theong>experience from implementing ong>theong> current ong>strategyong> shows that ong>theong> ong>strategyong> hasprovided European added value by providing a common frame ong>ofong> reference for ong>theong>actions ong>ofong> ong>theong> many actors involved in OSH policy in Europe and by driving andinspiring ong>theong> development ong>ofong> national strategies. Likewise, ong>theong> ong>strategyong> has alsoadded value by providing tools, research and good practises at ong>theong> European level,to ong>theong> benefit ong>ofong> ong>theong> Member States. However, ong>theong> ong>evaluationong> also finds thatEuropean added value has not been optimised under ong>theong> current ong>strategyong> and it hasshown several weaknesses in ong>theong> format and implementation ong>ofong> ong>theong> ong>strategyong>. Inorder to address ong>theong>se weaknesses, it is assessed that it is appropriate to develop anew ong>strategyong>.Recommendation 2: The Commission should - until ong>theong> new ong>strategyong> has beendeveloped - continue to implement ong>theong> initiatives ong>ofong> ong>theong> present ong>strategyong>Although many ong>ofong> ong>theong> planned actions under ong>theong> current ong>strategyong> have beenimplemented, ong>theong>re are still important gaps in what has been achieved and it iswidely recognised that ong>theong>se should continue to be addressed. Secondly, as laterrecommendations reflect, ong>theong>re are issues that should be treated differently in ong>theong>new ong>strategyong> compared with ong>theong> present one, and it will take some work and time todo this properly. 190 EVALUATION OF THE EUREVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-20121907.2.2 Contents ong>ofong> a new ong>strategyong>Regarding ong>theong> contents ong>ofong> a new ong>strategyong>, we have ong>theong> following recommendations.Overall aims andhorizontalprinciples:Recommendation 3: The Commission should extend ong>theong> rationale ong>ofong> a newong>strategyong> to focus more on ong>theong> contribution to EU2020.EU2020, ong>theong> push for fiscal austerity and ong>theong> smart regulation agendas are elementswhich frame ong>theong> development ong>ofong> any policy area in ong>theong> EU. There is evidence tosupport ong>theong> argument that OSH policy (both at ong>theong> societal and individual companylevel) can create benefits which exceed ong>theong> costs. This underlines ong>theong> significanceong>ofong> seeing a new ong>strategyong> as a positive and obvious ingredient in policies aimed atensuring competiveness, productiveness and growth and ong>ofong> designing it to befocused and cost-efficient in terms ong>ofong> contributing to ong>theong> EU2020 objectives.To help achieve this it is recommended that ong>theong> overall aim ong>ofong> ong>theong> new ong>strategyong>should be to support ong>theong> EU2020 aim ong>ofong> smarter, more sustainable and moreinclusive growth by reducing ong>theong> cost to society ong>ofong> occupational ill-health andinjury and supporting ong>theong> aim ong>ofong> increased employment across all demographicgroups.This will position ong>theong> OHS ong>strategyong> more clearly within ong>theong> mainstream ong>ofong>community policies and help to create a more coherent approach to communityactions.Recommendation 4: The new ong>strategyong> should be based on a clear and coherentframework ong>ofong> overall aims, objectives and actions and should provide aframework for coordinated actionThe ong>evaluationong> shows that although ong>theong>re have been no major contradictions in ong>theong>framework ong>ofong> ong>theong> current ong>strategyong>, ong>theong>re have been limitations in respect to ong>theong>ong>strategyong>'s internal coherence. The ong>strategyong> focuses on overall objectives and actionsand less on ong>theong> steps in between. Not all objectives ong>ofong> ong>theong> ong>strategyong> have ong>theong>character ong>ofong> actual objectives and some areas ong>ofong> action are mentioned in severalplaces leading to a level ong>ofong> diffusion and uncertainty in regard to ong>theong> priorities.Furong>theong>rmore, although ong>theong> current ong>strategyong> has shown ong>theong> benefits ong>ofong> coordinatingong>theong> actions ong>ofong> ong>theong> many stakeholders involved and integration between policy areasclosely related to OSH, ong>theong> ong>evaluationong> also finds that ong>theong>re is scope forstrengong>theong>ning this framework.Therefore, for ong>theong> development ong>ofong> a new ong>strategyong>, ong>theong> following is recommended.› To consider carefully ong>theong> hierarchy ong>ofong> objectives in ong>theong> design ong>ofong> ong>theong> ong>strategyong>and to take a point ong>ofong> departure in a limited number ong>ofong> objectives and strategicpriorities, which will ong>theong>n guide ong>theong> underlying framework ong>ofong> intermediateobjectives and actions.› To include an annual action planning framework in ong>theong> ong>strategyong>.
