It is intended as a short introductory chapter for ong>theong>reader who is not already acquainted with ong>theong> ong>strategyong>.Improving ong>theong> working conditions ong>ofong> European workers has been a central concernfor ong>theong> EU institutions ever since ong>theong> creation ong>ofong> ong>theong> European Coal and SteelCommunity in 1952. The EU has built a body ong>ofong> legislation and has developedpolicy tools and programmes dedicated to improving ong>theong> level ong>ofong> protection ong>ofong>workers’ safety and health.LegislationPolicy tools /strategiesThe current ong>strategyong>- key objectivesBased on legislation which addressed specific workplace risks, such as asbestos,ong>theong> EU, in 1989, adopted Directive 89/391/EEC on ong>theong> introduction ong>ofong> measures toencourage improvements in ong>theong> safety and health ong>ofong> workers at work (also calledong>theong> “Framework Directive”), which established minimum occupational safety andhealth requirements throughout ong>theong> EU. A series ong>ofong> subsequent individualdirectives govern specific issues related to safety and health at work. Some ong>ofong> ong>theong>seaddress questions related to ong>theong> workplace itself, ong>theong> types ong>ofong> work equipment orong>theong> prevention ong>ofong> work-related health problems.In addition to this legal framework, ong>theong> European Union has developed policy toolswhich complement legislation and provide an integrated framework within whichMember States can deliver ong>theong>ir national policies and stakeholders can promotecommon initiatives. The first political framework was provided by ong>theong> Communityprogramme concerning safety, hygiene and health at work (1996-2000). This wasfollowed by ong>theong> first Community Strategy 2002-2006 on health and safety at workentitled “Adapting to change in work and society”. The current CommunityStrategy, running from 2007 to 2012, is entitled “Improving quality andproductivity at work”.In its introductory chapter, ong>theong> ong>strategyong> recalls that quality jobs and ong>theong> wellbeingong>ofong> workers are major contributors to economic growth and improvement ong>ofong> publichealth.
