EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-2012334 Findings on implementation ong>ofong> ong>theong>European ong>strategyong>This chapter provides a retrospective overview ong>ofong> ong>theong> implementation ong>ofong> ong>theong>European ong>strategyong> and looks into ong>theong> activities conducted and ong>theong> results andoutcomes achieved. It is structured according to ong>theong> set-up ong>ofong> ong>theong> European ong>strategyong>goal and six objectives, i.e. with ong>theong> following sections:› Key indicators related to ong>strategyong> goals› Achievements in relation to regulatory framework› Achievements in relation to national strategies› Achievements in relation to preventive culture› Achievements in relation to confronting new and increasing risks› Achievements in relation to monitoring tools› Achievements in relation to international cooperationThe analysis takes a point ong>ofong> departure in ong>theong> actions described in ong>theong> ong>strategyong> (assummarised in ong>theong> logical chain attached as Appendix F) and investigates wheong>theong>rong>theong>se actions have been implemented as envisaged and what outcomes have beenachieved. This 'descriptive analysis' informs in particular ong>theong> ong>evaluationong> ong>ofong>effectiveness, but also oong>theong>r ong>evaluationong> criteria. 34 EVALUATION OF THE EUREVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-201234Taking into account ong>theong> significant fall in ong>theong> rate ong>ofong> accidents at work during ong>theong>period ong>ofong> ong>theong> previous European ong>strategyong> 5 , an ambitious target ong>ofong> a 25 percentreduction ong>ofong> ong>theong> total incidence rate ong>ofong> accidents at work per 100,000 workers inong>theong> EU-27 was set for ong>theong> period 2007-2012.No similar quantitative target was set for occupational illnesses in ong>theong> Europeanong>strategyong>.Starting pointEurostat data4.1.2 Accidents at workThe European Strategy does not state ong>theong> starting point for ong>theong> target ong>ofong> a 25percent reduction ong>ofong> ong>theong> total incidence rate ong>ofong> accidents at work per 100,000workers, i.e. ong>theong> incidence rate ong>ofong> accidents at work per 100,000 workers in 2007.This data did not exist at ong>theong> time ong>ofong> preparing ong>theong> European Strategy. Neiong>theong>r doesong>theong> European Strategy specify how ong>theong> incidence rate ong>ofong> accidents at work per100,000 workers in ong>theong> EU 27 should be monitored and reported.Eurostat publishes ong>theong> European Statistics on Accidents at Work (ESAW). 6 Themost recent ESAW data on numbers ong>ofong> accidents at work is from 2010 and data on2011 is thus not available. The 2010 data is not yet available as standardisedincidence rates. Eurostat plans to publish 2010 standardised incidence rates in ong>theong>end ong>ofong> November 2012. 7 ESAW 2012 data have to be delivered by countries toEurostat by ong>theong> end ong>ofong> June 2014. 8Table 4-1 below shows ong>theong> currently available data on standardised incidence rateong>ofong> accidents in EU15 and EU27.5 Between 2000 and 2006 a reduction trend ong>ofong> 25% in ong>theong> incidence ong>ofong> accidents at workwas observed according to ong>theong> harmonised data on accidents at work that are collected inong>theong> framework ong>ofong> ong>theong> European Statistics on Accidents at Work (ESAW).
