EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-201255› It seems to be necessary to strengong>theong>n ong>theong> measures to ensure ong>theong> quality ong>ofong>external preventive service providers: ong>theong> labour inspectorate could have animportant role to play here.In addition, ong>theong> SLIC had prepared, in 2006, a study which looked at ong>theong> use in ong>theong>EU-27 ong>ofong> External Services or Persons, which may carry out protective andpreventive activities for employers. 49 The study described ong>theong> structures in place inong>theong> Member States to control ong>theong> use ong>ofong> external services and persons who carry outpreventive or protective activities and showed some common trends amongMember States in ong>theong> regulation ong>ofong> preventive services (e.g. in relation to ong>theong>provision ong>ofong> training, ong>theong> prong>ofong>essional qualifications ong>ofong> persons carrying outprotective or preventive activities, ong>theong> administrative control ong>ofong> ong>theong> ExternalServices or Persons, etc.)Because ong>ofong> ong>theong> lack ong>ofong> action on this issue, data on ong>theong> current situation in ong>theong> MSon external preventive services is extremely limited. The added-value ong>ofong> EU actionin this area could lie in providing an updated overview ong>ofong> ong>theong> regulatoryframeworks and best practices in ong>theong> Member States (such as ong>theong> guidance preparedby ong>theong> Health and Safety Executive in ong>theong> United Kingdom including ong>theong>Occupational Safety and Health Consultants Register 50 ) and setting up a platformto exchange information (e.g. in ong>theong> context ong>ofong> ong>theong> ACSH). The upcoming largeong>evaluationong> on ong>theong> implementation ong>ofong> ong>theong> 24 OSH Directives in ong>theong> 27 MS (seechapter 4.2.3) will certainly constitute ong>theong> first step in this process.Awareness raising and dissemination ong>ofong> good practisesThe Strategy states that EU-OSHA should promote awareness and disseminate bestpractices, targeting in particular high-risk sectors and SMEs.EU-OSHA has developed extensive material on good practices (e.g. e-facts,factsheets, case studies, reports, etc.) that support implementation ong>ofong> ong>theong> EU OSHlegislation. In addition, ong>theong> core aim ong>ofong> EU-OSHA’s campaigns, such as ong>theong>“Healthy Workplace Campaigns”, is to raise awareness among SMEs ong>ofong> ong>theong>relevant legislation. High-risk sectors are also automatically targeted by ong>theong>secampaigns. The development ong>ofong> ong>theong> online interactive risk assessment tool (OiRA )should also be mentioned here as one ong>ofong> ong>theong> main successes ong>ofong> ong>theong> effort by EU-OSHA to improve implementation ong>ofong> ong>theong> legislation by SMEs.In terms ong>ofong> disseminating guidance, good practices and oong>theong>r types ong>ofong> support tocompanies to help ong>theong>m better understand and apply ong>theong> legislation, EU-OSHA hasbeen a key actor. This also points to a possible future key role for EU-OSHA inrelation to production and dissemination ong>ofong> guidance documents on ong>theong>implementation ong>ofong> EU OSH legislation.
