COCOA – Nutrient cocktails in coastal zonesImproving understanding of the transformation and retentionof nutrients and organic matter in the coastal zoneEUR 4 million, duration: 4 yearsEutrophication caused by excessivedischarges of nutrients from land is thelargest ecological problem in the BalticSea. Consequences are large blooms ofnoxious cyanobacteria in summer and anunprecedented large dead zone extendingmore than 60,000 km 2 , equivalent tothe size of Latvia. Nutrient reductions arerequired to reestablish a healthy BalticSea, as acknowledged in the Baltic Sea ActionPlan. The coastal zone constitutes animportant filter regulating nutrient inputsFurther information: land to the open sea. Nutrients aretransformed and removed in a complexmosaic of processes by microbial communities,plants and animals with environmentalconditions, such as salinity andoxygen concentrations, modulating theprocess rates. The projectsets out to fill in the most persistent gapsin knowledge of the spatial ecolology ofthe major commercial fish and therebysupport the effectiveness of the relevantpolicies and ecosystem-based managementof the Baltic Sea. The project aimsto serve as ‘a framework axis project’ towhich other Baltic Sea research could linkto. Achievementsof these goals will only be possible by the implementationof fundamental changes in agriculturalpractices and land use. This will require the introductionof additional new and innovative measures,because the easiest applicable measures have, inmost cases, already been utilised. SOILS2SEA proposesto exploit the fact that the retention (removalby biogeochemical processes or sedimentation) ofnutrients in groundwater and surface water systemsshows a significant spatial variation, depending onFurther information: local hydrogeological and riverine regime toachieve the goals for nutrient load reduction set outin the Baltic Sea Action Plan. If we more accuratelycan predict where in a catchment N and P are retainedby estimating the retention in the differentcompartments along the flow path, and also includethe delayed effects of mitigation measures due tolong solute travel times in groundwater, then wecan more cost-effectively design measures to reducethe nutrient loads to the Baltic Sea. Within, numerouscrossing points emerged that either currently have orpotentially could create win-win situations in shapingthe management action towards sustainable ecosystemgoods and services.In October 2012, a consultation with the HELCOMGroup for Implementation of Ecosystem Approach(HELCOM GEAR) as well as with other relevantexperts were carried out or initiated.In early March 2013, the policy framework analysiswas published at the combined third BONUS Forumand the joint BONUS-HELCOM stakeholder conference.With the policy framework analysis distributedas a background material, the participants of the conferencewere invited to contribute to the updating ofthe strategic research agenda.From April 2013 onwards, a dedicated internationaldrafting team formed by experts of their field, reviewedcarefully the five strategic objectives of the researchagenda and proposed amendments reflecting thecurrent and future knowledge demands. This reviewalso considered all the earlier consultations andcontributions, as well as the outcome of the BONUS call2012 and the themes covered by the successful projects.10–11 September 2013, the drafting team’s detailedreview was brought to Tallinn to the BONUS strategicorientation workshop. The scientific community andother key stakeholders, representatives of the nationalfunding agencies and the European Commission providedthe final contributions to the update.25 November 2013, the BONUS Steering Committeeapproved the final version of the agenda’s updateand it was prepared for publishing online and in hardcopies.As a result of the updating process, more emphasisis now put on the necessity of achieving sustainabilityof coastal and marine ecosystem services.
