B. INSTRUCTIONS TO BIDDERS1. PRELIMINARY MATTERSa. The Project owner is the CITY OF DUBLIN, Ohio. The Owner’s Representative is Paul A.Hammersmith P.E., Director of Engineering / City Engineer. In connection with the Legal Notice, the CITY OF DUBLIN (hereinafter called the “City”),issues this Request for Bids for all labor, material, and services necessary forconstructing the 2013 STORM STRUCTURE MAINTENANCE PROJECT (the “Project”), asmore fully described in the Contract Documents.c. Definitions. The word uses here shall have the following meanings:i. “City” or “Owner” shall mean the CITY OF DUBLIN, Ohio.ii. “Bidder” or “Contractor” shall all mean an entity or person that submits a bid forthe Project and ultimately the entity or person awarded the contract asapplicable.iii. “Contract Documents” shall mean the documents included with this bidsolicitation and listed as Contract Documents in the City/Contractor Agreement.iv. “O.R.C.” shall mean the OHIO REVISED CODE.d. The Project consists of the following contract(s) for the work on the Project:i. General Contracte. Estimate of Cost [O.R.C. 153.12(A)].i. The total estimated construction cost for the base bid Work for the Project forwhich the City is soliciting bids at this time is $260,000.00.2. CONTRACTOR QUALIFICATIONS, REGISTERED CONTRACTORS, INCOME TAX, PERMITTINGa. A Bidder may be a person, private entity, or any combination of such entities supportedby a letter of intent to enter into an agreement or under an existing agreement inassociation in the form of a joint venture or other consortium. In the case of a jointventure or other consortium:i. All members shall be jointly and severally liable for the execution of theContract, andii. The association shall nominate a representative who shall have the authority toconduct all business for and on behalf of any and all the members of the jointventure or the consortium during the bidding process and, in the event the jointventure or consortium is awarded the Contract, during Contract execution.b. Threshold Qualifications. Every Contractor, before entering a contract with the City,must demonstrate the following:313‐006.0‐CIP
