The key functions of this Departmentrevolve around the preventive, the detective and the punitiveaspects of vigilance. The work undertaken by VigilanceDepartment is as follows:a) Scrutinize/examine the <strong>Annual</strong> Property Returnsand final transactions in movable and immovableproperties, as and when filed by the employees ofthe <strong>BIS</strong>.b) Grant vigilance clearances for consideringpromotions and forwarding applications of <strong>BIS</strong>employees for outside posts as requested bydepartment/employee.c) Examine complaints received in VigilanceDepartment and conduct thorough investigationsand in case, it is called for, initiate disciplinaryproceedings.d) In order to apprise <strong>BIS</strong> employees about variousprovisions of the Conduct Rules, CCS (CCA)Rules and various other related Rules/Regulationsand Manuals in operation; create greaterawareness about the importance of vigilanceactivities among the <strong>BIS</strong> employees and conductvigilance workshops and programmes on relatedsubjects.e) Organize Training Programmes at <strong>BIS</strong>Headquarters, Regional and Branch Offices onvigilance matters for imparting training to <strong>BIS</strong>officials.f) Conduct vigilance audits of various work areas ofthe Bureau and its different organs and Branchand Regional Offices as part of prevalent preventivevigilance.g) Organize meetings with <strong>BIS</strong> licensees for receivingdirect feed back relating to instances of corruption,if any, and elicit suggestions for introducingsystematic improvements and greatertransparency.Vigilance Activities during <strong>2003</strong>-04In addition to above, during the year <strong>2003</strong>-04, the VigilanceDepartment conducted vigilance audits of Consumer AffairsDepartment, Marks Department-I Delhi; Ahmedabad BranchOffice, Bangalore Branch Office, Visakapatnam BranchOffice, Ghaziabad Branch Office and Patna Branch Office.During these audits, a number of grey area in varioussystems and practices were identified and suggestion forimprovement were given to the concerned Activity Heads in<strong>BIS</strong>. Besides, vigilance investigations were undertaken oninstances of irregularities/ non-compliance of proceduresagainst various officials.
